DISCUSSION AND POSSIBLE INDICATIVE VOTE ON DRAFT COMMISSION DIRECTIVE
AMENDING COUNCIL DIRECTIVE 2000/29/EC ON PROTECTIVE MEASURES AGAINST THE
INTRODUCTION INTO THE COMMUNITY OF ORGANISMS HARMFUL TO PLANTS OR PLANT
PRODUCTS AND AGAINST THEIR SPREAD WITHIN THE COMMUNITY, WITH A VIEW OF ITS
NOTIFICATION UNDER THE WTO/SPS AGREEMENT (SUBJECT: FIREBLIGHT).
As a result of the discussion held during the SCPH of March 2003, the Commission
(SANCO E.1), presented a revised version of a draft Commission Directive amending
Council Directive 2000/29/EC on protective measures against the introduction into the
Community of organisms harmful to plants or plant products and against their spread
within the Community. The draft contains important technical provisions as regards
Erwinia amylovora (Burr.) Winsl. et al. (E.a.) to better protect the Community. It focuses
on an updated list of host plants, production and movement conditions of the plants and
provisions for survey and official control. MS made some comments on this revised
version. This draft Directive will be notified to the World Trade Organisation. After the
expiry date of the commenting period, this text, eventually revised, will be re-presented
during a forthcoming meeting of the SCPH in view of a discussion and possible opinion.
Indicative vote: favourable opinion: 77 for and 10 against (F).

COMMISSION DECISION RECOGNISING THE MEASURES CARRIED OUT IN THE CZECH
REPUBLIC ON THE CONTROL OF CLAVIBACTER MICHIGANENSIS (SMITH) DAVIS ET AL.
SSP. SEPEDONICUS (SPIECKERMAN ET KOTTHOFF) DAVIS ET AL. (CMS) AS EQUIVALENT
TO THE COMMUNITY CONTROL MEASURES.
As a result of the discussion held during the SCPH of March 2003 on information
received from the Czech Republic as regards their action plan for controlling Cms
(potato ring rot), the Commission (SANCO E.1) presented a draft Commission Decision
recognising the measures carried out in the Czech Republic for the control of Cms as
equivalent to Community control measures.
Vote: favourable opinion by unanimity.

COMMISSION DIRECTIVE
AMENDING DIRECTIVE 2001/32/EC AS REGARDS CERTAIN
PROTECTED ZONES EXPOSED TO PARTICULAR PLANT HEALTH RISKS IN THE
COMMUNITY.
The Commission (SANCO E.1) presented a draft Commission Directive amending
Directive 2001/32/EC as regards certain protected zones exposed to particular plant
health risks in the Community. This Decision would modify Commission Directive
2003/21/EC as regards the status of Greece recognized as a protected zone in respect of
Gonipterus scutellatus Gyll (an insect harmful to Eucalyptus plants).
Vote: favourable opinion by unanimity.

COMMISSION DIRECTIVE AMENDING CERTAIN ANNEXES TO COUNCIL DIRECTIVE
2000/29/EC ON PROTECTIVE MEASURES AGAINST THE INTRODUCTION INTO THE
COMMUNITY OF ORGANISMS HARMFUL TO PLANTS OR PLANT PRODUCTS AND AGAINST
THEIR SPREAD WITHIN THE COMMUNITY.
This Directive would amend Annexes II, IV and V to Council Directive 2000/29/EC on
protective measures against the introduction into the Community of organisms harmful
to plants or plant products and against their spread within the Community. The
amendments concern in particular the protected zone status of Portugal as regards
Gonipterus scutellatus Gyll and some provisions as regards soil and growing medium,
attached to or associated with plants.
Vote: favourable opinion by unanimity.

DISCUSSION
ON POSSIBLE MEASURES TO BE ENVISAGED AS REGARDS SEEDS INFESTED
WITH PEPINO MOSAIC VIRUS.
Following a request by F, a brief discussion took place on the different treatments
currently available for disinfection of tomato seeds in order to make them free from
Pepino mosaic virus (PMV). The quarantine status of this harmful organism was also
considered. It was agreed to return to this subject in a forthcoming meeting of the SCPH.
MS were asked to further reflect on the scientific information on the control of PMV
provided by F and on the need to establish a Community harmonised system on the
control of the tomato seeds as regards PMV.

PRESENTATION
AND DISCUSSION OF INFORMATION PROVIDED BY P ON MID-TERM
ERADICATION PLAN TO CONTROL THE SPREAD OF PINEWOOD NEMATODE (PWN).
As introduction, the Commission (SANCO.F.4) presented the first results of a mission
carried in Portugal between 2 and 4 April 2003, as a follow-up of previous missions in
respect of the situation of Pinewood Nematode. Monitoring and eradication campaign is
well organised and carried out adequately. Nevertheless concerns remain about the
number of trees in poor health within the demarcated area, the percentage of positive
trees and the extent of the affected zone.
Then, after having commented on the above presentation, P presented its mid-term
eradication plan to control the spread of PWN. Major objectives are to eradicate PWN
and to consequently reduce the affected zone, and to monitor Portuguese evergreen
forests. This plan would cover 6 years and regularly interim reports will be presented.

SUMMARY
The Portuguese territory is divided in 2 zones: a free zone and a demarcated zone
subdivided into two sub-zones: a buffer zone and an affected zone. In each of these
zones appropriate measures will continue to be applied. A range of follow-up indicators
will be monitored in order to assess the results of the plan. A first discussion took place
on this plan. The Committee welcomed the proposal of the Commission (SANCO E.1) to
organise soon a Working Group to evaluate in detail this mid-term eradication plan.
7.
PRESENTATION AND DISCUSSION OF INFORMATION SUPPLIED BY CANADA ON
“CANADIAN HEAT TREATED WOOD (KD-HT) PRODUCTS CERTIFICATION PROGRAM
FOR EXPORT”.
The Commission (SANCO E.1), after an introduction explaining the history and
objectives of the Canadian proposal for KD-HT wood, presented the information
recently supplied by Canada on the “Canadian Heat Treated Wood Products Certification
Program for export”. The Committee made some preliminary comments on this
information and agreed to have a further discussion on this item at the next meeting of
the SCPH.
8.
DISCUSSION ON “WOOD PACKAGE” DOCUMENT CONTAINING MODIFIED
PROVISIONS FOR WOOD LISTED IN DIRECTIVE 2000/29/EC.

Discussion continued on Commission (SANCO E.1) document entitled “wood package”.
This document deals with revised provisions as regards the import of mainly coniferous
wood originating in third countries. The text contains elements and suggestions
formulated in different Working Groups held on this issue at previous occasions. The
Committee made various comments and suggestions on this document. Discussion on
this document will continue in the May 2003 meeting of the SCPH.
9.
MISCELLANEOUS.
DK informed the Committee of findings of Hirschmanniella spp. on aquarium plants (a
marine nematode listed in Annex I part A Chapter I to Council Directive 2000/29/EC)
and requested the Committee to have a discussion on this subject at a forthcoming
meeting of the SCPH.
NL informed the Committee on new scientific work currently realised on Phytophthora
ramorum Werres, De Cock & Man in ‘t Veld sp.nov (Sudden Oak Death). The
Commission (SANCO E.1) suggested to organise a Working Group on this harmful
organism on 13 May 2003.

SUMMARY
The Commission (SANCO E.1) made a presentation of the Europhyt-CIRCA system.
This system is a website used in Commission services to give access to selected
information to a range of registered users. In the field of plant health it contains
information on legislative texts, inspection mission reports, EPPO data sheets on
quarantine harmful organisms, documents used in working groups and various types of
information sent by MS and third countries, as well as information on the SCPH itself.
