TENDER NOTICE
On behalf of the president of India, Animal Husbandry Department,
U.T. of Lakshadweep invites sealed and Superscribed quotations from the
licensed manufactures or their authorized dealers/stockists for the
”SUPPLY OF ISI (BIS) MARK CATTLE / POULTRY FEEDS TO
THE ANIMAL HUSBANDRY DEPARTMENT, UNION TERRITORY
OF LAKSHADWEEP FOR ONE YEAR ” . (The tender will be for the
period of one year from the date of acceptance of quotation). The detailed
tender schedule with terms and conditions and specifications etc. can be had
on request from the Secretary to the Administrator, U.T.of Lakshadweep,
Willingdon Island, Indira Gandhi Road, Kochi- 3 till 5 PM on 06.10.06 on
all working days on payment of Rs. 500/- + Tax ( Rupees Five Hundred
plus Applicable tax ) only ( The amount non refundable).
The quotation should be addressed to the Secretary to the
Administrator, U.T.of Lakshadweep, Indira Gandhi Road, Willingdon
Island, Kochi – 3, Kerala, so as to reach the addressee on or before 3 PM on
07.10.06. The quotation will be opened on the same day at 3.30 PM
on.07.10.2006 in the presence of the quotationers or their duly authorized
representatives who may be present at that time.

TENDER SCHEDULE
Husbandry Department, U.T. of Lakshadweep invites on behalf of
the president of India Sealed and Superscribed quotations from the licensed
manufactures or their authorized dealers/ stockists for the “Supply of
ISI(BIS) mark Cattle/ Poultry feeds to the Animal Husbandry Department,
Union territory of Lakshadweep” for one year from the date of acceptance of
quotation. The detailed tender scheduled with terms and conditions and
specifications etc can be had on request from the Secretary to the
Administrator, U.T. of Lakshadweep, Willingdon Island, Indira Gandhi
Road, Kochi -3 till 5 PM on 06.10.2006 on Payment of Rs. 500 Plus tax (
Rupees Five hundred Plus applicable tax) only (non refundable). The
quotation should be addressed to the secretary to the Administrator, Union
Territory of Lakshadweep, Indira Gandhi road, Willingdon Island, Kochi -3 ,
Kerala, so as to reach the addressee on or before 3 PM on 07.10.2006. The
quotation will be opened on 07.10.2006 at 3.30 PM by the standing
committee constituted for the purpose in the presence of the quotationers or
their duly authorized representatives present if any, at that time.

SPECIFICATIONS
1. (a). Technical content percentage and Brand name of the Feeds
offered are to be given in detail.
(b) Clearly mention the caloric protein ration of Poultry feeds.
2. All feeds should preferably contain an approved anti- fungal and antioxidative agent. The name of the anti fungal and Anti – oxidative
agent used should be indicated specifically.
3. Packing should be in special water proof containers (preferably HDPE
bags) laminated brand tough enough to resist rough handling and
transportation.
4. Clearly inscribe the batch number/code number/ date
manufacture/date of expiry / ISI (BIS) number etc on all bags.

5. Specify the particle size of all mash type of feed. The feed should be
arranged to be mixed and supplied with or without adding common
salt ( Sodium Chloride) as per request on each occasion.

6. The quotationers should furnish ISI(BIS) MARK CERTIFICATE
from the authority. Without ISI(BIS) mark certificate along with
quotation will not be considered under any circumstances.
7. The quotationers should furnish Technical content percentage report
from Institution/Laboratory recognized by Govt.
TERMS AND CONDITIONS
1. Point of Delivery
Delivery of feeds should be made to departmental feed stores
located in various Islands ( Approximate distance from jetties to
Departmental feed stores in various Islands are 0.5 to 4 Kms) namely
Minicoy , Androth, Kalpeni, Kavaratti, Agatti, Amini, Kadmath,
Kiltan, Chetlath and Bitra or if otherwise instructed, by the
Administration at our Godown at Willingdon island,Kochi-3 or
Beypore port (Calicut) as per Administration’s request from time to
time for which separate rates, if any, should be quoted. The rate
quoted should be inclusive of delivery charges in the respective
islands and other miscellaneous expenditure, such as loading,
unloading, transportation, freight, insurance, shipping/ motorized
vessels dues, attimari, stacking at the port/godown, transportation
charges from jetties to departmental feed stores in various Islands etc.
It is made clear that Administration is not liable to meet any
expenditure over and above the rates quoted and accepted for delivery
of feeds to the feed stores of Animal Husbandry Department in
various Islands.
2. The ST/.CST/VAT etc shall be shown separately and tax will be paid
as per the current circulars of the Govt. of India for inter state
transaction. The article meant for use in the Union Territory of
Lakshadweep for which necessary certificates will be issued at the
time of payment of bills.

3. The rate once accepted should be operative for a period of one year
and no enhancement of price will be allowed during the currency of
the contract under any circumstances.
4. The supply should be effected at convenient lots within 15 days of
receipt of supply order in the case of Godown at Kochi or Beypore
and Within 20 days in the case of Island supply.
5. Supply of every indent should invariably be accompanied with the
chemical analysis report in original of an institution/laboratory
recognized by Govt.
6. No supply order will be valid beyond 15 days/ 20 days as the case
may be stipulated in Para 4 in the normal course and the belated
supply is likely to be rejected at the discretion of the undersigned.
There fore if supply can’t be made with in 15 to 20 days of the supply
order on account of valid reasons. The validity of supply order may be
got extended before supply is effected.
7. No part payment or advance payment will be made at any stage but
will be paid on effecting supply against each order in full.
8. An EMD of Rs. 1,00,000/- ( Rupees One Lakh) only should be
furnished along with quotation by means of demand draft drawn in
favour of the undersigned in Syndicate Bank, Kavaratti.
9. The quotation without EMD will not be considered under any
circumstances including govt. firms.
10.The EMD obtained by the condition No.8 will be refunded to those
quotationers whose rates are not accepted.
11.The EMD will not be refunded to those quotationers whose rates are
accepted for supply.

12.The accepted tenderers should furnish a security deposit of 5% of the
total contract value of each consignment fixed on them by means of
Demand Draft/ Bank guarantee ( in addition to the amount of EMD of
Rs. 1,00,000/= under condition No.9)
13.The party should furnish the Security deposit by means of Bank
guarantee/DD within 20 days on receipt of the acceptance letter. If
failed to do so the tender will be awarded to next party.
14.The security deposit and EMD shall be refunded on satisfactory
completion of the supplies during the validity period of quotation as
stipulated above.
15.The party shall furnish SST/CST No. in the quotation and also license
for manufacturing the feeds.
16.The EMD and security deposit will be forfeited to Government, if the
supplier fails to complete the supply during the validity period of
quotation as stipulated above.
17.The party should obtain proper acknowledgement certificate from
concerned units in charges on the overleaf of invoice before
submitting the invoices to undersigned for sanction. If invoices
without acknowledgement of the concerned units will be rejected.
Similarly, the reference number and date of the relevant supply order
invariably be noted in the invoices.
18.The Administrator, U.T of Lakshadweep has the full and
unquestionable right to accept/reject any tender fully or partly with or
without assigning reasons.
19.In case the quotation is not made directly by the manufacturers, all
tender should be accompanied by & letter of authority to quote for
from the manufacturers and under taking the responsibility for the
quality of feed offered and for prompt services.

20.In the event of any complaints or doubts raised about the quality of
feeds, on receiving communication to that effect from the
Administration of Lakshadweep, it shall be incumbent on the part of
the supplier to be present himself or make his representative to present
in the island (s) or at Kochi/Beypore where the stock in question is
kept. If supplier or representative fails to reaches the spot, sample of
the feed will be taken in the presences of an independent authority.
21.The undersigned will also have the full right to withhold the payment
in full or part in suspected cases, if any, until laboratory examination
of the feed samples is completed and the result so obtained shows no
deviation in the standard of nutrients as per standardized chemical
composition of each category of feed or the feed supplied otherwise is
not adulterated.
22.Cattle/Poultry Feeds found defective in its quality on otherwise within
three month from the date of supply, supplier should meet all the costs
& risks for the disposal of such items.
23.The certificate of income tax clearance should be enclosed with the
quotation
24.The Administrator of Lakshadweep shall be the arbitrator in case of
any dispute.
25.Any tender who does not specify the acceptance of each and every
clause of the terms and conditions mentioned above are liable to be
rejected.
26. Quotation shall be furnished neatly typed in one side of each sheet.
