GENERAL EXPERIENCE SUMMARY
More than 30 years professional experience in increasingly more responsible nuclear,
environmental and energy site management level consulting business operations, in DOE
and commercial nuclear Technical Support Services Contracts Program and Project
Management, and senior DOE Contractor Management Assessments at the Hanford
Reservation, Savannah River Site, the Waste Isolation Pilot Plant (WIPP), Rocky Flats,
INEEL and other DOE- and NNSA-managed sites and laboratories for short term
consulting services and long term client advisory engagements.
Recently served as one of the five person management assessment experts on the DOE
HQ-chartered Independent Review Team (IRT) assessing and comparing operational
aspects and safety aspects across the DOE/NNSA Complex.
Prior management assessment and readiness review assignments includes senior
assignments in the areas of Conduct of Operations, systems and field engineering
services, Operations and Maintenance (O&M) consulting Program and Project
Management and management level Performance-based Assessments (PBAs), and during
Operational Readiness Reviews (ORRs) and Readiness Assessments (RAs). Has
reviewed Fire Protection Program implementation at several sites and provided Integrated
Safety Management (ISM) and Safety Bases and Authorization Bases advisory services.
Previously has sold, managed and executed commercial nuclear plant field consulting
services for more than a decade to nuclear utilities across the U.S. and on a limited basis
to overseas government-owned utilities.
Recently assisted the C Farm Retrieval Projects at Hanford as Startup Testing Manager
on a short term, subcontracted field assignment supporting CH2M HILL Hanford Group
(CHG) and served as Alternate Chairman, Joint Testing Working Group (JTWG).
Last supported Fluor Federal Group (FGG) organize, develop and revise its Project
Execution Plan and procedures manual to support FEMA’s Joint Field Office Baton
Rouge directed Hurricanes Katrina and Rita Response efforts.

Independent Management Consultant –
During 2005 served as a research and development specialist supporting Fluor Federal
Group (FGG) develop its Project Execution Plan and the supporting procedures manual
chapters in order to organize their efforts in supporting Hurricane Katrina response for
the FEMA Joint Field Office (JFO) Baton Rouge.
Previously served CH2M HILL Hanford Group (CHG) as the Testing Manager for the C
Farm Retrieval Projects. Brought the Field Startup & Testing outputs back on schedule
and served as the testing integrator for all C Farm Ventilation, C-100 and C-200 tank
retrievals. Was subcontracted to CHG via Engineering & Technical Associates, Inc.
(ETA).
During 2004 served as member of the DOE HQ-chartered Independent Review Team
(IRT) assessing safety issues, operations and performance issues, and comparing
operational, maintenance, work control and administrative control issues across the
DOE/NNSA Complex. Performs field observations and assessments in the areas of
Conduct of Operations, surveillance and maintenance programs, DOE Fire Protection
Program implementation, industrial safety performance, nuclear material confinement
and control issues. The IRT final report will go to the Assistant Secretary for
characterizing best practices and problems found and for implementation of IRT
recommendations. The IRT compared performance at eight of the larger production
and/or D&D sites and the two largest National Laboratories. Personally evaluated
performance for the IRT at the WIPP Site, Hanford Reservation at both DOE ORP and
DOE RL managed areas at the Tank Farms (200 East and West Areas), K Basins and the
CVDF (100 Area), and the CSB (300 Area), Rocky Flats Environmental Technology Site
(RFETS), Savannah River Site (SRS) and Lawrence Livermore National Laboratory
(LLNL).
Previously provided senior management consulting services to small business set aside
firms when procuring and conducting work at DOE- and NNSA-managed sites, including
gaseous diffusion sites and TRU waste handling operations.
MC – Implementation Manager and Marketing Director –
Developed client relationships and company proposals for technical support services
work across the U.S. Provided onsite support services to Maintenance Concepts, Inc.
(MC) customers throughout the Western US and served as the MC Senior Executive
Consultant for nuclear Facility Operations, Maintenance, D&D and site clean up advisory
services primarily at the Hanford Reservation. Was selected by Fluor Hanford, Inc. to
serve on their Independent Senior Management Assessment Team prior to operations of
the Sludge and Sludge Water Removal (SWS) systems at the K Basins in order to assess
readiness in accordance with DOE O 425.1C, Startup and Restart of Nuclear Facilities
and DOE O 420.1A, Facility Safety.
Previously served as independent management consultant to the maintenance and work
control management at the K Basins and conducted Performance Based Assessments of
MC’s internally sponsored Work Control and Planning Services provided to CH2M

HILL Hanford Group (CHG) at the Tank Farms. Reviewed proposed FSAR revisions
and provided related Safety Bases/Authorization Bases documentation consulting, review
and management services for the K Basins, T Plant, CVDF and CSB to ensure proper
transportation of Spent Nuclear Fuel and scrap irradiated heavy metal from the K Basins
to CSB.
KBR - Manager of the Configuration and Process Control Program (CPCP) –
CPCP was Kellogg Brown & Root’s (KBR’s) multidisciplinary group made up of senior
specialists that serve as the internal KBR technical experts responsible to develop, test,
maintained interfaces with the several Federal and State regulatory agencies, license,
operate and maintain, and place into operation this new technology. Performed the initial
operational staff and public access control (at the suggestion of DOE HQ managers and a
DNFSB representative to the Hydrodyne, Inc.), sensitive process control and integrated
safety assessments and performance-based testing of the Hydrodyne processes. Served in
the combined Program and Project Manager at several Hydrodyne Projects’ prototype
facility line manager as well for more than four years, including at the design, build, test
and operate projects at Buena Vista, VA and elsewhere.
KBR, Halliburton NUS and NUS Corporations, Senior Executive Consultant –
Was the principal NUS conduct of operations and safety bases consultant for the assigned
client base. Served as both Program and Project Manager for numerous Performancebased Assessments for the Hanford Site's Management & Operations (M&O) contractor
in the Conduct of Operations, Production Control, Project Startup, Maintenance, and
Engineering arena while considering interim Authorization Bases documentation while
for Westinghouse Hanford, Inc. Was selected by DOE and served as their team's site-tosite accident analysis integrator and technical reviewer for the DOE's site-specific and
nation-wide programmatic environmental impact statement (PEIS) for handling DOEowned Spent Nuclear Fuels (SNF).
Was the Program and Project Manager for the M&O Contractor's Operational
Readiness Review (ORR) support team at the Waste Isolation Pilot Plant (WIPP) and
Lead ORR evaluator for facility surface and underground Operations, nuclear safety and
project-wide QA. Previously, as a DOE RFO-approved Conduct of Operations Mentor,
served as M&O Contractor Operations Mentor during the Pu Operations Resumption
efforts at Rocky Flats for B-707, B-708 and B-559 (the B-707 supporting analytical
laboratory).
NUS Program and Project Manager for the DOE Production Reactor Restart
TeamManaged the 50 plus person NUS dedicated team that supported the U.S. Department of
Energy's Special Projects Office (DOE SRSPO), Savannah River Reactor Restart and as
the primary Reactor-related Issues Management Program (RIMP) advisor. The NUS
Reactor Restart Team served for more than 3 years during the production reactor restart
effort at the Savannah River Site (SRS). Reviewed operations and assisted SRSPO with
safety-related issues management program as a DOE-approved Nuclear Safety Principal
Investigator (PI).

NUS Corporation’s Manager of the Operating & Startup Services Depts. Departments managed were composed of up to 125 field consulting engineering
professionals, previously licensed operations staff and project technical specialists plus
the home office project managers and support staff,. Consulting services provided to
numerous domestic and overseas nuclear utility clients on three continents and DOEowned facilities in the U.S. Managed all NUS onsite operations, nuclear safety, in
service and start-up services personnel assigned to customer-owned sites. Conducted
numerous management level operational assessments of utility, uranium enrichment, and
fuel manufacturing facilities, as well as provided onsite supervision for multi-discipline
startup, operation, maintenance and procedure development activities at nuclear power
plants and fossil generating stations.
Reactor Operator at TRA at INEL and US Navy Submarine and at Reactor
Prototype First civilian position was as an ERDA-Certified Experimental Power Reactor Operator
(EPRO) and Reactor Instrumentation Supervisor. Also served as the I&C liaison with the
M&O Contractor's engineering, quality assurance and quality control, training, and
technical support group representatives. Previously was qualified as a Reactor Operator
(RO) and Shutdown Maneuvering Area Watch (SMAW) on a fast attack submarine. Was
retained as a qualified Nuclear Prototype Operator and Reactor Operator Instructor, S1W.
