Single National Non Emergency Number
programme,

In order to reduce the number of non-emergency calls to the 999 number the
government proposed to introduce a single national non-emergency number
(SNEN) 101. The new service would provide the public with direct access to
advice, information and action for community safety issues, including nonemergency crime, policing and anti social behaviour. Discussions were taking
place in order to create a Nottinghamshire partnership, led by
Nottinghamshire County Council, to secure Home Office funding to be part of
the ‘Wave 2’ launch of the service.

RESOLVED that the Council joins the Nottinghamshire
partnership in expressing an interest to deliver the single national nonemergency number service to citizens and businesses within

Twinning Grant Aid Application
The cabinet considered an application from the table tennis section of the
New Venture Club for grant aid towards twinning activities.
RESOLVED that a grant of £410 be approved.

HOUSING, HEALTH AND LEISURE
58.1
Bramcote Leisure Centre –
Replacement CCTV System
The CCTV system at Bramcote Leisure Centre was unreliable and provided
poor quality images. The replacement was originally scheduled for 2007/08
but the equipment was now judged to be in more urgent need of replacement.
The cabinet considered details of a replacement system together with the
financial implications.
In response to a question about comparative costs of purchasing or leasing
the equipment, members were advised of the leasing element within the
annual revenue costs and the lease period involved.
RESOLVED that a supplementary capital estimate of £19,850 be
approved for a replacement CCTV system, with the scheme financed by
leasing.

PLANNING AND COMMUNITY DEVELOPMENT
59.1
Broxtowe Community Strategy –
2006/07 Action Plan
The Broxtowe Partnership Board had developed a series of action plans for
the financial year 2006/07, the details of which were considered by cabinet.
Members made the following observations:
A Clean and Green Borough
Reduce Broxtowe’s Ecofootprint - the reference to CO² to read CO2.
A Fair and Inclusive Borough
Reduction of overall personal debt – It was noted that the activity could be
coordinated through the CAB as lead partner.

A Healthy Borough
The aim to improve housing conditions to be amended to read “increase the
number of private sector homes achieving the decent homes standard which
are occupied by vulnerable people”.
A Safe Borough
Under the section to reduce levels of anti-social behaviour and criminal
damage the overall aim to read “reduce incidents of criminal activity”.
Concern was expressed regarding duplication of aims and activities in various
strategies, local area agreements and conurbation area agreements. The
Leader, being the Chair of the Broxtowe Partnership Board, advised that the
matter would be monitored and that every effort would be made to avoid
duplication.
RESOLVED that, subject to the above amendments, the Broxtowe
Partnerships 2006/07 Action Plan be approved.

EXCLUSION OF PUBLIC AND PRESS
RESOLVED that, under Section 100A of the Local Government
Act, 1972, the public and press be excluded from the meeting for the
following item of business on the grounds that it involves the likely
disclosure of exempt information as defined in paragraph 3 of Schedule
12A of the Act.

RESOURCES
61.1
Affordable Housing – Financial Contributions
RESOLVED that subject to the receipt of contributions from other
development sites:
1.
A supplementary capital estimate of £200,000 be approved to be
funded from the section 106 receipts for affordable housing
towards the provision of 12 units for rental at the Hampden Street,
Giltbrook site.
2.
A supplementary capital estimate of £140,000 be approved to be
funded from the section 106 receipts for affordable housing
towards the provision of 4 units for rental at The Woodlands,
Watnall site.
