MINUTES OF 44TH MEETING OF THE CENTRAL INSECTIDIES BOARD HELD ON 13TH JUNE, 2011 The 44th meeting of the Central Insecticides Board (CIB) was held on 13th June, 2011 at 3.00 P.M. in Room No.445, `A’ Wing at Resource Centre, Nirman Bhawan, New Delhi, under the Chairmanship of Director of General of Health Services, Ministry of Health & Family Welfare, New Delhi. Initially for want of quorum the meeting was adjourned for thirty-minutes and later reconvened at 3.30P.M. The list of participant is at ANNEXURE-I. The Chairman welcomed the participants and requested Secretary (CIB&RC) to present the agenda for discussion. Agenda Item No.1: Confirmation of the Minutes of 43rd CIB Meeting held on 24th December, 2010 The Minutes of the 43rd Meeting of Central Insecticides Board were confirmed. Agenda Item No.2 Follow-up Action taken on the decision taken by the Board in its 43rd meeting While reviewing the follow-up action of the decisions in 43rd Meeting of the Board, following observations were made:- Item No.2A: (Ref.: Follow-up Action on the decision taken by the Board in its 43rd meeting Agenda Item No.2 of 41st CIB Meeting: Action taken on the decisions taken by the Board in its 40th meeting held on 29.05.2009-Training Module on pesticides poisoning for Medical Officers posted at Primary Health Centers) The Agenda was discussed in detail. It has been observed that two Training Modules have been prepared by the Committee constituted by the Board under the Chairmanship of Dr. D. Kanungo, Additional DGHS. The training modules prepared may be got printed along with soft copy and sent to Ministry of Health & Family Welfare through DAC for trainings of doctors at Primary Health Centers. In addition to this, CD under preparation may be completed and sent along with Modules. Item No. 2B: (Ref: Follow-up Action on the decision taken by the Board in its 43rd meeting Follow-up Action taken on the decision taken by the Board in its 41st Meeting – Investigation into imports of pesticides by traders without proper registration from the Central Insecticides Board and by suppression of actual common name and mis-declaring as Industrial Chemicals at Chennai- reg. The Board noted that some pesticides are being imported in the country in the name of chemicals and intermediates, etc., which are not registered under the Insecticides Act. To restrict this import, Ministry of Agriculture, may be requested for listing of such chemicals in collaboration with Custom Department by constituting a technical group and afterward Custom may be advised to clear the listed chemicals for import after clearance/NOC from CIB&RC. Further, where such cases of illegal import have been reported by the visiting team, the concerned State may be informed for taking appropriate action as per the provisions of Insecticides Act. In addition to this, directions may also be issued to the State Governments quoting reporting these incidences for taking action against the firms involved in illegal import. Item No. 2C: Follow-up Action on the de decision taken by the Board in its 43rd meeting (Ref.: Guidelines of International Maritime Dangerous Goods (IMDG Code) Guidelines of International Maritime Dangerous Goods (IMDG Code) may be revisited at Secretariat level and put up in the next meeting of the CIB&RC. Item No. 2D: (Ref.: Consideration of application of M/s.Isagro(Asia) Agrochemicals No.4(b) Pvt. Ltd., Mumbai for change of name from Valiphenal to Valifenalate in the Schedule of Insecticides Act,1968). Approved for change for name of the product from Valiphenal to Valifenalate. Accordingly, a notification may be issued. Agenda Item No. 3.0 Item No. 3A: Progress Report of the Registration Committee, Central Insecticides Laboratory & Regional Pesticides Testing Laboratories Progress Report of the Registration Committee during the Period 01-12-2010 to 30-04-2011 The Board noted the progress of Registration Committee with satisfaction. Item No. 3B: Progress Report of the Central Insecticides Laboratory (CIL) The Board noted the progress of Central Insecticides Laboratory with satisfaction. The Board further advised that efforts be made for NABL Accreditation of Medical Toxicology and Packaging Divisions of CIL. Item No. 3C: Progress Reports of Regional Pesticides Testing Laboratories (RPTLs) and activities of Chemistry, Coordination Cell at Hqrs.,Faridabad. The Board noted the progress of RPTLs with satisfaction.
