Innovation Team of Ningbo 2015
Notice of "3315 Plan"
As to accelerate the introduction of the high-level entrepreneurial and innovation talents highly
requested by the economical and social development of Ningbo, highly improve and develop the
strategic emerging industries and create the "blue valley of wisdom" surged with the high-end
talents, innovation elements and entrepreneurial passions, 2015 Ningbo High-end Entrepreneurial
and Innovation Team "3315 Plan" (hereinafter referred to as "3315 Team Plan") is formally
launched.. Here are the proceedings as follows:
I. Main Contents of "3315 Team Plan"
In 2015, Ningbo will carry out the three-year action plan by focusing on "Six-Acceleration"
strategies, “Port Economy Circle” construction, and “Two-drive & Four-governance” decision
making and economic/social transformation and development. Concerning eight strategic emerging
industries including new materials, new generation of information technology, new energy, new
equipment, marine high technology, energy conservation and environment protection, life health
and innovation design, as well as four traditional advantageous industries including petrochemical,
auto/auto parts, textile garments and electrical engineering/electric apparatus, and also the modern
service industry, it adopts the policy of special support (Category A), key support (Category B) and
priority support (Category C). It is planned to introduce in and support a group of high-end
entrepreneurial and innovation teams that is led by the overseas entrepreneurial and innovation

leaders who have mastered the international advanced technologies and are able to lead the
industrial development.
II. Application Qualification
All applicants shall have good moral traits and professional integrity. Application projects shall
be consistent with the key industrial development direction of Ningbo and should be settled in
Ningbo after June 1, 2014 or have not been settled in Ningbo. The entrepreneurial or innovation
team applicants shall provide breakthrough core technology, improve industrial level, or take a lead
in industrial development with significant economic and social benefit potentials. The specific
conditions are as follows:
(I) Conditions for the entrepreneurial teams
1. The team leader normally shall have a doctor's degree and is no more than 55 years old
(born later than January 1, 1960). The team leader shall take positions higher than associate
professor in the famous colleges or scientific research institutions, or shall have experience in
entrepreneurship or took a senior position in a world-famous company for three years. Or the team
leader shall have independent entrepreneurial experience, be familiar with the related industrial and
international rules, and have strong capabilities of management.
2. The team shall have intellectual property rights and patent for invention with internationally
advanced technological achievements and have projects which fill the domestic void, show great
market potentials and can be industrialized.
3. The team shall have at least 5 members (not including advisers). Each team member shall

have obtained a master’s degree or a higher degree, and show excellent capabilities of professional
innovation and corporate operation and management. The knowledge and technical structure among
the team members shall be proper and they shall have experiences in program cooperation or have
high relevancy to the programs.
4. The team shall set up a company in Ningbo and the monetary contribution among the
paid-in capital shall be no less than RMB 5 million; the team leader (natural person) shall be the
legal representative of the company established by the team and shall make the monetary
contribution of no less than RMB 1 million with the shareholding of no less than 30% or with the
shareholding of no less than 20% as the first majority shareholder; the team leader and team
members (natural persons) shall hold over 50% (not included) of shares; the company established
by the team (headquarters) shall not be moved away from Ningbo in the effective duration recorded
in the business license.
(II) Conditions for the innovation teams
1. The team leader normally shall have a doctor’s degree and is no more than 55 years old
(born later than January 1, 1960). We focus on introducing domestic and foreign academician-level
scientists, winners of international scientific and research awards and those listed in the
national-level expert plan; professors in famous foreign universities or research institutions or
senior managers in world-famous companies or institutions; experts and scholars who used to lead
national-level key research projects.
2. The team is leading domestically or overseas in the related industry, has great influence in
respect of innovation and academics, owns internationally leading innovative achievements of
patent for invention or intellectual property rights, and boasts capabilities of breakthrough in key

technology, academic innovation and achievement transformation.
3. The team shall have at least 5 members (not including advisors), who shall have master's
degree or higher and whose average age is no more than 45 years old. Their specialty shall be
reasonably structured, correlated and complementary. They can work together for at least 5 years.
4. The team leader and members shall sign labor contracts of at least 5 years with the higher
education institution, research institution, enterprise, hospital or other units. And the team leader
and more than half of the team members shall work in Ningbo for more than 9 months every year
and the other members shall work in Ningbo for more than 6 months a year.
For winners of Nobel Prize, Turing Award, Fields Medal Prize and other international awards,
academicians from national academies of sciences or national academies of engineering in
developed countries such as USA, Britain, Canada and Australia, world-famous scholars working in
globally top universities or research institutions, or other urgently demanded excellent entrepreneurs
and innovative experts, exceptions can be made in terms of age and others.
III. Application and Selection Procedures
The application team and corresponding unit shall log on the Online Application System of
"3315 Personal Plan" of Ningbo（http://www.nb3315.org） to apply and check. The application
selection work is organized and arranged by the municipal organization department (municipal
committee of talents office) together with the municipal development and reform commission,
municipal economic reporting commission, municipal education bureau, municipal technology
bureau, municipal human resource and social insurance bureau, municipal financial bureau and
other relevant departments with the specific methods and procedures as follows:
(I) Filling in Materials. From February 1 to April 30, the qualified applicants can log on the

Online Application System of "3315 Personal Plan" of Ningbo within the effective duration (other
ways of application are no longer accepted, and application not accepted if overdue) and register the
application number, and once the application account is checked and validated by the related
department (the message about validated application account will be notified by the system via
SMS or email), the applicant can fill in the application form and other personal information forms,
upload the related auxiliary materials (PDF). For innovation team programs, the review opinions,
recommendation reasons and supporting policies from the employers shall also be submitted.
(II) Qualification Review. Level & Layer Review
From February 1 to May 6, for the application teams that have been settled or have the
intention to settle, the responsible leaders of the party (working) committee organization
departments of the county (city) district and the organization and HR departments of the provincial
and municipal units at Ningbo together with the corresponding institutions or departments would
perform a preliminary review on the qualification conditions of the application teams as well as
conformity and completeness of the application materials. If the materials are incomplete or
non-conforming, the application team shall make supplementation timely after being notified. For
projects accepted after preliminary review, fill in review opinions by the department in the system
as required, click it for re-examination, and submit the "3315 Team Plan" application summary
sheet to the overseas talents service center (download from the application system and affixed with
official stamp). For projects without intentional settlement locations, the preliminary review will be
performed by the overseas talents service center of Ningbo.
From May 7 to 11, the municipal overseas talents service center will perform an
re-examination on the qualification conditions of the application teams as well as conformity and
completeness of the application materials. Fill in review opinions, click and send it to the municipal

organization department (municipal talents office), and also send it to the "3315 Team Plan"
application summary sheet.
From May 12 to 15, the municipal organization department (municipal talents office) will
check on the qualifications again and the supplements for the materials will no longer be accepted
then.
(III) Authenticity Review of Intellectual Property and Academic Results. In mid-May, carry
out authenticity review on intellectual property and academic results of eligible team projects.
(IV) Written Documents and Replies Review. From June to July, invite scientists, technology
venture experts and industrial experts from related fields will be invited to form the expert review
panel to review written documents and replies about entrepreneurial and innovation teams and their
projects, and also to give recommendation opinions.
(V) Due Diligence. In the early August, carry out due diligence on team projects recommended
by experts.
(VI) Decision and Announcement. In the early September, according to recommendation
suggestions by the experts and due diligence results, the municipal talents work leadership group
will investigate and give the team candidates and report it to the government for approval and
announcement.
IV. Supporting Policies
Teams approved to be among 2015 “3315 Team Plan” shall complete the business registration
procedures or sign formal labor contracts with employers, and also finish related procedures before
the end of March 2016. After meeting related settle-in conditions, they are able to enjoy the
preferential policies as follows:
(I) According to Temporary Regulations on the Management of High-end Entrepreneurial

and Innovation Teams Listed in "3315 Plan" of Ningbo, within three years the municipal
government provides a scientific research fund of RMB 20 million to a team of category A, RMB
10 million to a team of category B and RMB 5 million to a team of category C. World-level
entrepreneurial or innovative teams shall be separately dealt with and the subsidies for such a team
may be increased from RMB 20 million.
(II) In compliance with the demands for entrepreneurial team development and program
progress, the entrepreneurial teams after settlement and approval of the review can apply to China
Citic Bank Ningbo Branch for the credit of the same amount of the municipal financial subsidies.
(III) Priorities are given to team members to apply for the national or provincial recruitment
program of global experts, the national “special supporting plan” project, the provincial “151” talent
fostering project or the municipal talent fostering project. Priorities are also given to teams to apply
for the national, provincial or municipal key projects and the provincial or municipal technological
and innovative teams
(IV) After settlement of the teams, the team leaders can apply for one public talents rental
housing at the new eastern city of Ningbo, which is for free within 3 years.
(V) We provide high-quality services for team members and help them solve problems when
working in Ningbo such as settlement, visa, medical, insurance, qualification, spouse settlement,
schooling of children, driving license, etc.
V. Others
(I) Application deadline: April 30, 2015.
(II) All e-business entrepreneurial and innovation teams shall apply for Ningbo E-business
Talent and Team Recruitment “3315 Plan”.
(III) Priorities are given to entrepreneurial and innovation teams which have started business in

Ningbo under same conditions.
(IV) The team leader and team members shall guarantee authenticity of content in application
documents and sign in the commitment box of the application form in person. After being approved,
the team can not arbitrarily reduce or replace team members or change the registered capital, project
content or project targets. After starting business in Ningbo, the team leader and team members
shall focus on entrepreneurial projects in Ningbo, and can not make application with this project in
other cities.
(V) Any individual who has been listed in the national or provincial "Recruitment Program of
Global Experts" through application by Ningbo or any individual who has been listed in "3315
Personal Plan" or has applied for "3315 Personal Plan" of 2015 can not apply for "3315 Team Plan"
as a team leader or member. Teams which have applied for “3315 Team Plan” twice or more times
but failed can not apply for “3315 Team Plan” of 2015.
(VI) After starting its project in Ningbo, the team shall sign an “Assignment of Team Project
Construction” with the municipal Bureau of Technology and granted fund shall be separately
recorded in bookkeeping. Fund utilization shall meet fund management requirements of “3315
Team Plan”. Related content in the “Assignment of Team Project Construction” shall be the key
basis of project acceptance inspection.
(VII) All materials submitted shall not involve any state secret. If it involves any secret, these
secrets must be separately submitted according to related state secret regulations, and secret
certificates from applicants’ employers must be attached. Top secrets can not be submitted.
(VIII) If there is any false information filled in by the team leader or any team member, their
eligibility for application and qualification for subsidies will be canceled, and fund granted has to be
returned. Persons concerned will be investigated and held accountable.
