Date of initiation of the African component: 15 March 2002 : first workshop on the idea of setting up a African Network of Basin Organizations (known under the acronym ANBO) was organized in Dakar by West African TAC of GWP WATAC, with support from INBO Permanent Technical Secretariat The concept was then presented to and adopted by INBO general assembly in Quebec May 2002 Expected date of completion: official creation of ANBO is fixed next 10-11th July 2002 in DAKAR Senegal. The goal of the INBO Associated Program is to support all initiatives for the organisation of Integrated Water Resource Management at the river basin, lake and aquifer level, whether national or shared. It also aims to develop many experiments to reconcile economic growth, social equity, environmental conservation, water protection and participation of the Civil Society. Expected results: 4 main outputs are expected from the Associated Program 1. Output 1Twinning for direct co-operation between existing, future or pilot basin organisations; 2. Output 2 Mobilisation of professional support capacities in existing basin organisations 3. Output 3 Synthesis of available knowledge and know-how 4. Output 4 The networking of water documentation systems Main objectives of the Partnership/Initiative (African level) To help on a broad basis the improvement and development of African River Basin Organisations oriented truly to the implementation of IWRM policies. The first goal of the future ANBO is to perform a regional survey of all institutional approach in 15 African countries, which will on a second stage make possible in the future on a sub regional basis the global INBO Associated Program Expected results (African level) for the next months : 5. Installation of ANBO in July 2002 6. Information and awareness raising of stakeholders plus mobilisation of political support to promote IWRM in Africa. WSSD is in this regard a great milestone for the program, 7. Strengthening members towards action and shared experience in the pilot area of FOUTA DJALLON (as father of most of the sub region rivers), Specific targets of the Partnership/Initiative and timeframe for their achievement: INBO Associated program has been precisely set up to encourage direct co-operation between river basin organisations, and help them progress through exchange of information and experiences. Members focus on technical, social, environmental and institutional issues. Main objectives are: - direct twinnings between basin organizations or at least organizations willing to implement IWRM through basin management( output n°1): Examples: 1/ twinning between Oum Er Bia Agency in Morocco and Adour–Garonne Agency in France 2/ proposed twinning between ABN (Niger) and Mekong River Commission (South East Asia) - facilitation of technologies transfer (output n°2 INBO AP), develop public awareness and capacity of local stakeholders (ditto): Example: Assistance to the Algerian Water Agencies, (French financed cooperation project) - implementation of institutional and financial management tools for a comprehensive monitoring in the water sector (output n°3 in INBO AP), and: - Facilitate information sharing and dissemination of data and experience, and implement an integrated water documentation system (output 4) This last topic has already been developed into a complete sub-project whose main characteristics are reminded below, and which could be presented as such among type 2 initiatives of WSSD D:\116093695.doc created Monday, 22 April 2002 Tuesday, 30 April 2002 Page 6/2 RIOB/INBO/RIOC Permanent Technical secretariat Name of the specific Partnership/Initiative within INBO/GWP Associated Program (output 4) AFRICAN WATER INFORMATION SYSTEM AWIS / SADIEAU Système Africain de Diffusion de l’Information sur l’EAU ( SADIEAU). Exchange information and knowledge are in full respect with objectives of Agenda 21 . AWIS/SADIEAU is a co-operation tool implemented under the March 1998 International conference of Paris on water and sustainable development issues. Expected results: AWIS is a privileged platform for: - Dissemination information to all water sector stakeholders in African countries - Ensuring a top-level follow-up of the Action Plan developments, and - Giving feedback and comments to all institutions on the future programs Specific targets of the Partnership/Initiative and timeframe for their achievement: During the first stage (2003-2006), the main assignment of AWIS direction unit will be to define and develop the foundations of the system, to provide technical recommendations to the Regional resources centres RRC and to train them to guarantee AWIS development. Arrangements for funding Available sources of funding are to be found Arrangements for capacity building and technology transfer Training, informational support, institutional strengthening and/or capacity building measures are to be provided to RRC in the implementation phases. Only general co-ordination is required by permanent technical secretariat. A sub regional development between regional members is already under process within Latin-American countries (LANBO), Brazilian states (REBOB), Central and eastern Europe countries (CEENBO), and now African countries (ANBO). Another one is under discussion for South Asia RBOs, and Mediterranean RBOs. A Coordination Committee is made up of the members of INBO (ANBO for Africa) Liaison Bureau and GWP representatives (in particular the Presidents of the Regional Technical Advisory Councils – RTACs concerned), plus representatives of bi and multilateral cooperation donors, plus those of large international organizations supporting initiatives focusing on Integrated Water Resource Management at the level of river basins. A Technical Unit gathers INBO (ANBO for Africa) and Regional Permanent Technical Secretariats, specialists from GWP’s RTACs and experts from different countries or organizations interested in supporting the Associated Program. Arrangements for funding : Each project have to be supported by its own means; To day general activities of INBO are mostly supported by GWP, French Government and members; Some cases in output n°1 are followed by Dutch and French government, Some cases in output n°2 are followed by French, Moroccan, Rumanian, Gujarat (India), Turkish, Kazakhstan organisations and governments , One case in output n°3 is to be supported by The World Bank, First phase of Mediterranean case in output n°4 is supported by European Union, France Italy & Spain. (EMWIS : Euro Mediterranean Water Information System) Arrangements for capacity building and technology transfer Capacity building and technology transfer are main parts of this initiative. Indeed, all of the outputs are providing for training, informational support, institutional strengthening and/or other capacity building measures. Output n°1, 2 and 3 expect arrangements for technology transfer. Links of Partnership/Initiative with on-going sustainable development activities at the international and/or regional level (if any) All INBO and, in this case, ANBO initiatives rely on a close interaction between INBO members, GWPs’ regional TACS and future Regional Water Partnerships to ensure adequacy between the services provided by the Associated Programs and the real needs observed. The Associated Program relies on a strong dialogue. According to future status, all ANBO members are members of INBO/RIOB/RIOC, which will allow them to benefit of the experience and programs already launched by INBO members . On the other hand, this initiative should obviously be linked with other relevant initiatives at basin level in Africa, including: - the African Rivers Initiative presented by WWF (contact Mr. Olivier Nkuissi onkuissi@wwfafrica.org) - the HELP Initiative presented by UNESCO (contact Dr. M. Bonell, m.bonell@unesco.org) - the PCCP initiative presented by UNESCO (contact Mr. Janoz Bogardi, j.bogardi@unesco.org) - the AOC-HYCOS program developed by WMO (Mr. Arthur ASKEW, askew_a@gateway.wmo.ch) - programs supported by UN-DESA in Lake Chad area. (contact Mr. Manuel B. Dengo, dengo@un.org) - Green Cross International Water for Peace Program, with its Volta and Okavango sub-programs (contact Mrs. Fiona Curtin, fiona.curtin@gci.ch) - And any other relevant initiatives supported by UN agencies and international NGOs At the same time, and given the fact that most rivers in Africa are transboundary rivers, it has to be noted that INBO during its General Assembly in Quebec in May 2002 decided to create a specialized network of organizations for transboundary river basins, which will hold its constitutive assembly on November 25th and 26th at Thonon les Bains (France, on the shore of Geneva Lake). Monitoring Arrangements Co-operation takes place on a voluntary basis. Monitoring of progress in the implementation of Partners Initiative is performed through the reporting of activities within INBO and ANBO permanent technical secretariat, plus twice a year “bureau de liaison” progress reports; bi-annual general assembly, electronic updates, and 6 month news-letters. Other relevant information: Permanent technical secretariat of ANBO will be chosen when induction will be done in DAKAR July 2002.
