POLICIES and GUIDELINES
RESEARCH FUNDING COMMITTEE (RFC)
PROCEDURES for INTRAMURAL APPLICATIONS
MISSION STATEMENT:
Intramural Research Funds are used to meet both emerging opportunities and urgent
needs. These include supporting young/new faculty member(s) in a period of pilot or
preliminary investigation that will eventuate in subsequent funding by an external
agency, supporting needs of established research programs for which funding may
have lapsed temporarily, and allowing the exploration of novel research ideas that
may lead to new research directions.
Both basic science and clinically based research proposals will be considered. These
proposals should be hypothesis-driven and consistent with the rigor required for
extramural review. New or less experienced investigators are highly encouraged to
obtain input from colleagues who have been successful in obtaining extramural
funding as they can often provide valuable input regarding preparation of the RFC
proposal. Poorly prepared applications may be returned to the applicant for revision
before review by the RFC.

AWARD CATEGORY
NEW INVESTIGATOR AWARD – provides support for new faculty, who have
not been awarded start-up funds, in a period of pilot or preliminary investigation.
PILOT AWARD - provides support for any faculty member in a period of pilot or
preliminary investigation.
BRIDGE AWARD – supports the needs of established research programs for which
funding has temporarily lapsed.
TRANSLATIONAL AWARD – provides support for new collaborative research
projects proposed by a team including clinicians and basic scientists. Although
clinical research activity is not a strict requirement for this award, the future clinical
impact of the research must be well described in the proposal.

Eligibility
o Only full-time Loyola faculty may apply as principal investigator (P.I.). New
faculty are not eligible until start-up monies have been expended.
o VA based, Loyola faculty are eligible if they currently have or have had
external research funding administered by the University, or have significant
teaching, administrative or clinical commitments to the Stritch School of
Medicine (SSOM).
o Research Fellows, Research Associates and Research Assistant/Associate/
Full Professors are not eligible. Individuals who are not full-time faculty can
be listed as co-P.I. in collaboration with a full-time faculty person who is
listed as P.I.
 Submission Format
o Submit the following to Carol, electronically: 1) the abstract and 2) a pdf of
the proposal. Also submit 3 hard copies.
o Grant Routing Form - go to the Portal, log in and select the Research
Channel, then select New Routing form. The process is self-explanatory.
o Signature(s) required for safety clearances MUST be obtained. NOTE: If
and/or when monies are awarded, Grant Accounting will NOT issue an
account number unless ALL safety clearances have been met, i.e., IACUC,
IRB, IBC and RCO.

 Deadlines
o Projects that have NOT already been reviewed externally require
submission 6 weeks prior to the RFC meeting date to allow for contact
with suggested external reviewer and time for the reviewer to write and
submit critique.
o Projects that have already been reviewed externally are due 4 weeks
prior to the RFC meeting date to allow for RFC review and written
comments to be submitted.
 External Review Procedure
The ORS-HS will solicit an external review for any project that has not already
been externally reviewed and will provide a modest honorarium to the reviewer.
The P.I. will submit the name, title, email address and institution of 3-4 potential
outside reviewers with whom they have NOT had prior collaboration. The
external reviewer will remain anonymous to the P.I.
 Limitations
o Funding of more than one RFC proposal by the same P.I. in a 12 month
period will not be considered.
o With the exception of VA funding, future extramural support directly related
to previous RFC funding must be administered through Loyola University
Chicago/SSOM.
o RFC awarded Pilot, New Investigator, and Translational Grants cannot be
used to support graduate student stipends and health insurance.
o P.I.s supported by the RFC must notify the ORS-HS when external funding is
received for work similar to that being supported by the RFC.
o Remaining or duplicate monies, where applicable, will be returned to the
RFC.
o A 1-Year No-Cost Extension must be requested with appropriate
justification, in writing (email), to Drs. Kennedy and Wolfe for approval. Nocost extensions are limited to one year.
o The RFC does not support travel expenses or publication costs.
o Equipment/computer support is generally discouraged, but may be considered
on an individual basis.
o Graduate student stipends and faculty salaries are not supported.
o Post Doctoral fellows can be supported at a technician salary level.
o Supplies should not exceed $25,000/12 months (includes supplies and
animals).
o Proposal - 21 Page limitation
 Progress Report
Progress Report must be submitted to the RFC Chair no later than two months
after the original funding end-date.

SPECIFIC AWARD INFORMATION

o Budget - Total budget request cannot exceed $40,000 (technician or post-doctoral
fellow salary not to exceed $30,000, including fringe benefits. Supplies should not
exceed $25,000/12 months (includes supplies and animals).
o RFC awarded New Investigator Grants cannot be used to support graduate student
stipends and health insurance.
o Second Review - Applications for a second year of funding require a new Routing
Form and should clearly explain in the Cover Letter why continued intramural
funding is required. The RFC will make funding recommendations based on the
application’s priority compared with other pending proposals and the likelihood of
eventual extramural support.
Pilot Award
Projects that have not already been reviewed externally need to be submitted 6 weeks prior
to the meeting date.
o Eligibility - See General Information above.
o Budget – Total budget request cannot exceed $25,000. The budget is generally
limited to supplies only, but technicians or post-doctoral fellows may be supported
with adequate justification.
o RFC awarded Pilot Grants cannot be used to support graduate student stipends and
health insurance.
o Second Review - Applications for a second year of funding require a new Routing
Form and should clearly explain in the Cover Letter why continued intramural
funding is required. The RFC will make funding recommendations based on the
application’s priority compared with other pending proposals and the likelihood of
eventual extramural support.
Bridge Awards
Projects that have been externally reviewed are due 4 weeks prior to the meeting date and
should include the most recent external reviews.
o Eligibility - See General Information above.
o The proposal for continuing external support (i.e., competing renewal) must have
been submitted and reviewed.
o Include the critique(s) provided by the external agency and a detailed response to the
critique.
o Include a complete listing of extramural and intramural research support available to
the principal investigator.
o Budget - Total budget request cannot exceed $40,000 (technician or post-doctoral
salary not to exceed $30,000, including fringe benefits).
o RFC awarded Bridge Grants can be used to support graduate student stipends and
health insurance with approval of Drs. Wolfe and Kennedy per Graduate School,

LUMC policy dated August 2007.
Translational Awards
Translational Awards provide pilot support for new collaborative research projects proposed
by a team including clinical and basic scientists. Although clinical research activity is not a
strict requirement for this award, the future clinical impact of the research must be well
described in the proposal.
o Eligibility - See General Information above.
o Projects that have not already been reviewed externally need to be submitted 6 weeks
prior to the meeting date. Projects that have been externally reviewed are due 4
weeks prior to the meeting date and should include the most recent external reviews.
o Budget - These grants, which require collaboration between clinicians and basic
scientists, cannot exceed $30,000; in some cases, technician or coordinator salaries
will be supported.
o RFC awarded Translational Grants cannot be used to support graduate student
stipends and health insurance.
o Second Review - Applications for a second year of funding require a new Routing
Form and should clearly explain in the Cover Letter why continued intramural
funding is required. The RFC will make funding recommendations based on the
application’s priority compared with other pending proposals and the likelihood of
eventual extramural support.
