Net 10 sends 7 proposals of common projects to the Convocatory of October 2005 To the last convocatory on October, 2005, Net 10 – Fight Against Urban Poverty sent to Brussels 7 proposals of common projects - 6 of type A and one type B. From the seven proposals, four have European cities as coordinators (Spain and Italy, two each) and three have Latin American cities as coordinators (Brazil, two and Colombia, one). The focalized themes were : Intersectorial Policies and integral actions in vulnerable areas (Project type B, from the city of Jacareí); Vulnerability and social risk of children and adolescence (São Bernardo do Campo and L´Escala); Social Inclusion of drugs addicted (Sant Boi de Llobregat); Decentralized Cooperation and fight against poverty (Arezzo, Bari) and Employment and Wage Generation in situation of high social exclusion through companies incubation (Medellin). All the documents, including the website, that brings information about the whole life of Net 10, are united in this CD-ROM. The Final Document was developed by the International Negotiations Center of São Paulo University (CAENI/USP). The responsible for this was the Phd Drª Janina Onuki. This material will be sent to all partners on their official address still on 2005. Among the subjects stood out in these documents, in which it is included the presentation letters of São Paulo Mayor, José Serra, and the Municipal Secretariat of International Relations, Helena Maria Gasparian, there are topics as international roll of the cities in the twentieth century, globalization and Combat Urban Poverty – the big challenge of cities, the URB-AL Program as an innovative proposal of international cooperation, São Paulo and the Net 10, the experience on the combat of Urban Poverty and new challenges. History Since 2003, it was approved 17 common projects type A proposals and a common project type B. On the total, there were 4,6 millions of Euros subvencioned by the European Commission. During this period, there were three annual conferences, four regional meetings, lots of bulletins, phone calls and exchange of electronic messages, that strengthened and amplified the Net 10 actuation, which today counts on with 378 partners, 18 of them from Latin America Countries and 10 of them from European Union. 5 Net 10 finishes activities contractually foreseen and study the possibility for continuity of the jobs on 2006 Finalizing the activities defined in the subvention contract with European Commission, Net 10 counts on with 57 proposals of common projects (Type A and Type B) sent to the six Convocatories made by the URB-AL Program, since 2003 until October,2005. They were, in the middle, 9,5 projects each Convocatory. On this total, 18 projects were approved, representing a total budget invested on this thematic area of € 6,8 millions. Bulletins and website of Net 10 are available to the cities With the Convocatory of October, 2005, Net 10 – Fight Against Urban Poverty is closing an important part on its officials activities. Even though the partners have the possibility to send projects to the convocatory of April,2006, specifically open to projects type B, the proposals should be send directly to Brussels by the partner cities, without the mediation of Net coordination. All partners that intend to compete in the convocatory of next year, the informative bulletins and the website of Net 10 will continuing offer official information about the URBAL Program. To a second moment, they are studying other ways of continuity in 2006, in a way to keep active the coordination cell giving assistance to the cities that need more information. 6 European Commission Consultant makes a technical visitor in São Paulo On October, 10th thru 14th, the European Commission Consultant, Ricardo Vergara, was in São Paulo to make an evaluation called Mid-term review URB-AL II, oriented to the budget 2007-2013 of European Commission programs of decentralized cooperation among cities. He was hosted by the coordination of Net 10 – Fight Against Urban Poverty, based on Municipal International Relations Secretariat of São Paulo. During this period, Ricardo Vergara met the coordinators of projects coordinated by São Paulo and others that has only the city of São Paulo as partner. Among the projects that are coordinated by SP, the type B, “Local centers of citizenship of women as equality defenders”, of Participation and Partners Secretariat/Women Coordination (Net5), and the type A, “The access to the soil and the social habitation in big cities of metropolitan area of Latin America and Europe”, of Habitation Secretariat/ Resoil (Net 7). Other two projects that counts on the participation of São Paulo as a partner city also were in the agenda of the consultant: the project B, “Locals observatories of participative democracy”, coordinated by Diputación de Barcelona (Spain), and the project A, “Practicar”, coordinated by the city of Rome (Italy). Preparatory Meeting to the Bilbao Vault took place in São Paulo Coordinator in the Latin America and Caribe Nucleus of Net IT4ALL, the São Paulo City Hall, promoted, on September, the Regional Meeting Preparatory to the II 7 World Cupola of Cities and Local Authorities about the Information Society, that will happen in Bilbao on November, 9 thru 11. There were presented government authorities, experts in TICs – Information Technology and Communication, representants of public entities, private companies, international organisms, non-governmental organizations, besides personalities united to the construction of Information Society. What it is The Net IT4ALL was created to give a voice to locals authorities to strengthen the participation of this actors in the construction of new era of information and knowledge. The II Cupola of Bilbao, that will has as a theme “The locals authorities building a Information Society to all”, will join around 2 thousand political and city representants from the whole world, besides the companies and other organizations that collaborated with the development of Information Society. The meeting will offer 15 Thematics Workshops, with eAdministration and e-democracy, e- Education and eFormation, e- Inclusion, e-Health, e-Business (eEconomy), Culture and identity of Digital Era, Sustainable Development and the Information Society, Infrastructure to Information Society, Free Software, Security and risk management in Internet, Financing of Digital Solidarity among others. On Time V OIDP Conference 8 The inscriptions to the V Conference of International Observatory of Participative Democracy (OIDP), that this year debates the theme “Participative Democracy: learning to participate and building citizenship”, are already open. The meeting will happen on November, 8th thru 12th, in Donostia – San Sebastian (Spain). Even the conference program and the work groups, even the inscription form are already available in the website www.bcn.es/oidp/ . Starting the central theme, the debate will be divided into three axles: citizenship participation and social transformation; Identity and democratic citizenship; Participation and communication. VII Latin-American Meeting of Environment Units of Transport Discussing the theme “The ways of social management in the transport sector”, the meeting, organized by the Latin-American Society of Environment Units of Transport (SLUAT), happen between October,31 thru November, 4, on Lima (Peru). The conference will allow meet several experiences about the environmental management and social projects of urban and rural transport of countries of Latin America and Caribe.
