ROLE DESCRIPTION FOR THE POSITION OF
Manager of Planning & Business Development
Title:
Manager of Planning & Business Development
Reporting to:
The Advisor to the Vice Chancellor, Planning
KEY OBJECTIVES:
To facilitate planning for and implementation of the Strategic and Facilities
Master Plan for Bethlehem University 2014 – 2018.
SPECIFIC OBJECTIVES:
(1) To assist the Advisor to the Vice Chancellor, Planning coordinate and drive the phased
implementation of the facilities Master Plan
(2) To support the Executive Council in disseminating information about the Strategic and
Master Plans to the Faculty and wider Bethlehem University community.
(3) To support the Executive Council members in progressing the implementation of the
Action Plans around the five Goals for 2013 – 2018
(4) In conjunction with the Vice President for Development liaise closely with major external
organisations and institutions sourcing funding opportunities, increasing local and
regional collaborations and engaging external parties as appropriate in the forward
planning of Bethlehem University
(5) Research, consult and advise as required by the Vice Chancellor and Executive Council
members.
DESIRED OUTCOMES:
(1) To assist the Advisor to the Vice Chancellor, Planning coordinate and drive the phased
implementation of the strategic and facilities Master Plan
a. Effective information flow
b. Collaborative planning
c. Representation where appropriate
(2) To facilitate/support the Executive Council in disseminating information about the
Strategic and Master Plans to the Faculty and wider Bethlehem University community.
a. Effective dissemination to Faculty and Staff of the Strategic Plan including Action
Plans and facilities Master Plan.
b. Growing support from within Bethlehem University and the wider community for
the vision and plans
c. Regular reporting internally and externally on planning milestones and
developments
(3) To support the Executive Council members in progressing the implementation of the
Action Plans around the five Goals for 2013 – 2018
a. Ongoing process of consideration and refinement of the Action Plans
b. Ongoing impetus to implement, review and report on the Action Plans
c. Planned and facilitated planning meetings/workshops on specific Action Steps as
identified by the Executive Council
(4) In conjunction with the Vice President for Development liaise closely with major external
organisations and institutions sourcing funding opportunities, increasing local and
regional collaborations and engaging external parties as appropriate in the forward
planning of Bethlehem University
a. Closer liaison between Bethlehem University and community leaders including
those in research, industry, commerce, the non-for-profit sectors, and the public
sector.
b. More beneficial collaborations between faculties and relevant Palestinian
community groups
c. Greater sourcing and utilisation of external expertise in delivering reliable and
timely modelling and advice
(5) Research, consult and advise as required by the Vice Chancellor and Executive Council
members.
a. Promote a culture of evidence-based policy development and planning
b. Maximum input in planning and policy development by the Institutional Research
Unit
c. Timely and relevant research of a high standard
Executive Limitations:
1) Consultation with Faculty subject to initial discussion with and approval of relevant Executive
Council member.
2) Regular reporting to Executive Council as agreed with the Vice Chancellor
3) Expenditure approval – Vice Chancellor

Coordinator of External Academic Relations and Deans of Faculty
Bethlehem University Engineer and Architects
Liaising With:
Local community, industry, non-for-profit and commercial
representatives & agencies as required (in conjunction with the
Executive Vice President and Advancement Office)
Starting date:

Working load:
Part time 20 hours/week
Job Specifications/Educational Requirements
Experience in business development alongside competence in
project development.
MBA desirable or equivalent experience.
