MECA Owner’s Survey – October 2006
As our subdivision gets older, we all want to see it age gracefully. The MECA Board asks for you to read
through this information and respond to the survey. We need to get your input in order to maintain a high
quality of life in our community. The Board is aware of several items which must be addressed, and we also
solicit your feedback for other items that you find important. We are working hard to address the issues that
concern the welfare of MECA. Please read the information on this first page, and then answer the
questions on following page. When you have completed the survey, return it in the postage-paid envelope
(attached) which has been provided for you. Only one survey response per house, please!
Tennis Court:
The tennis court is in dire need of repair to make it usable. The estimates to repair the tennis court to a
quality condition range from $35,000-$50,000.00. The original proffer when the subdivision was built
stipulated that MECA had to have a tennis court. The Board will have our lawyer advise us on this issue, to
determine if we must keep the tennis court, or if we have other options.

Trash Removal
We have various trash removal companies in our neighborhood on differing days. As a result, trash
receptacles are out on the streets almost daily, and the volume of trash trucks on our roads is a concern.
These trucks create safety and maintenance issues, as our roads are not designed to support such large and
heavy vehicles. The MECA Board could negotiate with trash removal companies to get the best price
possible for trash removal. We expect that trash removal fees to be approximately $320-$350.00 per year.
MECA would pay the bill for the entire subdivision, through its annual homeowners’ dues. Note: Using a
trash removal company would not be mandatory.

Covenants, Conditions, and Restrictions (C, C, and R’s):
We are legally bound to enforce the C, C, and R’s (the laws) of our subdivision. We need to know if the
homeowners wish to have the current regulations changed, to become either more lenient or stricter.
A specific area of concern to our community is the presence of commercial and other large vehicles (boats,
trailers, etc.) parking or residing in the subdivision. Currently, MECA’s laws state that commercial
vehicles, trailers, boats, etc., are not permitted to park in our driveways or yards. VDOT owns the roads,
which are currently zoned to allow one commercial vehicle per residence. MECA would have to seek legal
advice to see if we could apply for a zoning change to restrict these vehicles from residing on our roads.
