Rates of above mentioned 40 Feet category have to be quoted only, rates of following Vehicles will be automatically derived/ calculated as per following formula :20 Feet Vehicle (Karachi Area to Taxila Cantt) Maximum Load 10 Tons Local Vehicle 40 Feet within Karachi Area Local Vehicle 20 Feet within Karachi Area Local Vehicle Maximum loading capacity 01 Ton within Karachi Area 40 Feet Trailer Maximum Load 25 Ton from HIT Taxila Cantt to Karachi Area 20 Feet Trailer Maximum Load 10 Ton from HIT Taxila Cantt to Karachi Area 55% of quoted of ser 1 a. 10% of quoted of ser 1 a. 06% of quoted of ser 1a. 02% of quoted of ser 1a. 55% of the rate of vehicle 40 Feet from Karachi to Taxila . 55% of the rate of vehicle 20 Feet from Karachi to Taxila (Maximum Total Contract Value 20 Million per Year) 2. Terms & Conditions :a. All the rates should be inclusive of all loading/ unloading expenses at Karachi Area to include lifter & Labour, less Port Qasim Area & Malir. In case lifter & labour are required at Port Qasim or Malir, then rates will be negotiated /verified by OIC Zonal Office HIT Karachi and will be charged extra. Crane Charges within Karachi Area will also be admissible extra on negotiations done by OIC Zonal Office HIT Karachi on actuals. Lifter/ Labour /crane charges on local vehs will also be admissible extra when verified by OIC Zonal office Karachi. b. The rate will remain same until any extra/new tax is imposed by the Government directly related to these services. However, existing taxes be included in the quotation. c. The rates will be revised after every 02 months based on increase/decrease percentage of diesel in open market. During 02 months the transport prices will remain unchanged irrespective of any variation in prices. A certificate issued by M/s PSO will be considered and authority for revision on 02 monthly basis by Z.O HIT Karachi. 1 Tpt Tender 2014-2015 d. e. f. g. h. As a security measure the successful firm will deposit a cash amount equal to 5% of the total contract value initially and later on if further extension in amount is required then 5% Security be deposited on balance/amended amount of the contract. Before start of contract in a bank account at the disposal of HIT Zonal Office Karachi for invoking/resorting to risk purchase clause in case the firms fails to provide the services in time. In this case transport will be hired from local market at available rate by the transport committee of HIT Zonal Office Karachi, and the firm will recoup the actual amount and entitled of billing HIT on contract rates only. Continuous default of such nature shall give the right to HIT to cancel the contract and forfeit the security deposit. Transport Committee of HIT Zonal Office Karachi will comprise of OIC, Port JCO & Port NCO. The firm with lowest quote will deposit a pay order/draft of Rs.50, 000.00 with OIC Zonal Office HIT Karachi within One week from the date of opening of quotes and this amount will be returned to firm when the contract has been signed by both parties and firm deposit the 5% security deposit in Public Account Fund of Zonal Office HIT Karachi ( as a permanent measure). Any change in contract will be done only with the consent of both parties. The contract will remain valid of 03 year, from the date of issue of contract or till the time total financial limited of the contract is achieved, which ever is earlier. The contract may be extended / renewed with the same firm for another term(s) with the consent of both parties till the time the firm’s performance is satisfactory and the rates of each renewal contract are negotiated within a max increase of 10% of the prevailing svc charges at the end month of the last contract. In case of partial cargo ( not full vehicle load), the charges will be as under and will be verified by the transport committee of Zonal Office Karachi keeping in view actual loading conditions of the cargo:(1) By volume : Say for 40Feet veh the Rate of 40 ft x actual cubic feet size is 40x8x8 Feet = 2560 Cubic Feet 2560 of partial Cargo Charges admissible will be = with 8’ height. (2) By Weight : Say for 40 feet veh is for Rate of 40 ft x actual weight of 25 tons, therefore charges admissible will 25 partial Cargo in tons be (3) Invoice amount will be charged which ever amount is higher among the above mentioned prices as per para 2 (1) & (2). The loading will be done within the vehicle dimensions and may be up to Max 8 feet height keeping in view safety factor as decided by OIC Z.O HIT Karachi. However in case of over dimensioned / over weight cargo, extra proportional amount will be given with the same formula as mentioned at para 2f (1) & (2). In case over weight / over dimension following process will be adopted :(1) Overweight : Weight receipt of renowned weighing station, which should be carried out in presence of rep of this office, as well firm’s rep and same will also be written on Zonal Office HIT Karachi Convoy Note before dispatch of vehicles to HIT Taxila. Later on no claim / receipt will be acceptable. Concerned project will verify the store of overweight vehicle and will keep the record for subsequent bills. (2) Over Dimension : Rep of this office along with rep of Firm will carry out actual measurement of loaded store / boxes, if found over dimensions, then same will be filled on the Convoy Note before release of vehicles to HIT Taxila. Later on no claim will be entertained. Concerned Project will verify the store of over dimension vehicle and will keep the record for subsequent bills. In case firm used more than 40 feet bed size vehicle for transportation of HIT store, the bills can be claimed only for overweight / over dimension as per para 2g. 2 Tpt Tender 2014-2015 J. If the loaded vehicles arrive at the concerned Factory’s Gate at HIT, Taxila Cantt by 10.00 am then these will be unloaded before 10.00 pm same day. If vehicle arrives after 10:00 am, then HIT can retain the vehicle for un loading process for 24 hours. In case of delay due to HIT, vehicle detention @ 1500 per day per truck for 40 feet and @ 1000 per day per truck for 20 feet will be admissible. A certificate to this effect will be issued by DAD (Store) of the concerned project so as to claim detention charges. Trucks should arrive HIT on working days only unless specially intimated by HIT for holidays. Detention Charges at Karachi area will be admissible @ 2500 per veh per day for 40 feet & @ Rs.1500 per veh per day for 20 feet truck categories. The container yard rent at Karachi will also be admissible extra on actuals under unavoidable conditions as decided by OIC Zonal Office Karachi. k. The firm will be bound to dispatch the loaded vehicle / store to HIT Taxila Cantt from Karachi within 24 hours. LD (late delivery) charges @ Rs.100 per ton/day will be deducted in case of this delay. l. The firm will be bound to provide required vehicles on due location, time & date, when demanded by Zonal Office HIT Karachi as per following schedule prior to the actual requirement. The vehicle/ lifter must be available at the loading place at the given time, otherwise any extra expenditure / demurrage occurred will be on the firm account. In addition to this, 0.5% late delivery charges may also be deducted from that truck’s bill for each hour the loading operation is delayed due to later provision of truck / lifter, if & when considered necessary by OIC Zonal Office HIT Karachi. (1) Less then 05 Vehicles - 12 hours notice (2) upto 10 Vehicles - 24 hours notice (3) Beyond 10 Vehicles - 48 hours notice. m. In case of empty container is required to be sent back to Karachi ( from Taxila), the same must reach Karachi within 4 days after unloading at HIT and the firm can claim on extra amount equal to 8% of the rent ( Karachi – Taxila) for this service. In case the empty container arrives beyond 4 days then the firm will pay extra detention Charges as deducted by the shipping coy. Similar condition will be applied in case of return of empty container for return journey but in this case 8% extra charges will be applicable on rent of Taxila – Karachi. n. The firm will be entirely responsible for any damage / deficiency of the store during loading / loading at Karachi area and Transportation enroute upto HIT Taxila Cantt ( and within Karachi in case of Local vehicle) and vise versa transportation from Taxila to Karachi. Losses if any will be deducted from on going bills/payment and security deposit of the firm. Please Ensure Compliance of the Following :3. Delivery of Tender. The tender/quotation will be enclosed in sealed cover which will be invariably marked with quotation against tender inquiry no. 5081/RT- 3001 /Tpt RRC/ /CPII/ Proc dated 17 Dec 2015 complete address. The tender if brought by hand, the same will be handed over to security staff on duty at Gate (T-1) Heavy Rebuild Factory (T-Series) for placing the same in quotation box (available at Gate). The quotation will not be brought by hand any firm while visiting the office of Assistant Director (procurement). 8. If required endorsement is not made on the envelope, quotation is liable to be disqualified. The quotation will be opened on 18 Jan 2016 at 1100 hours in the presence of the representative of the firms in Central Procurement Branch, HQ Heavy Industries Taxila. No quotation will be entertained/considered after 1030 hours, on the aforementioned date, Firm’s representative may attend the tender opening activity if they wish at CP Branch HIT, Taxila Cantt. 9. If the quotation does not fulfill the tender requirements/standard specifications that the next lowest offer will be considered. HIT reserves rights to reject the offer in whole or part without assigning any reason. 10. Please indicate comprehensive terms ./ conditions in your quotation. If the details four missing, the quotation will automatically stand disqualified and rejected. 11. The inquiry may not be taken as an indication of subsequent order and doe’s not in any way commit HIT to finalize the service agreement in your favour. 12. In case of any dispute regarding the terms and conditions and the quality of stores, the decision of the Chairman HIT will be considered as final and binding on the suppliers/firms. 13. In case your firm fails to execute the order within the stipulated time and does not materialize the service, the contract will be cancelled at your risk and expense. For this your security deposit may be seized ( in full/ part) by HIT on the decision of HIT Board. 14 Payment will be made by the Controller of Military accounts HIT Taxila Cantt against pre-receipted bill (duly affixed with revenue stamp) along with professional tax certificate (Photo copy attested) and NTN Certificate after provision of Tpt on case to case basis. 15. All clauses/terms mentioned in this inquiry will be considered accepted by the firm in case no reference to them is given in the offer. 16. Offers must remain open/valid for 120 days from the date of opening of the tender. 17. In case you do not wish to quote please return the tender documents duly signed and stamped at your earliest. 18. The rate quoted must be firm and final and inclusive of all taxes. 19. Part Payment against part delivery is allowed. 20. Postal Order for Rs.200/- (Rupees Two Hundred) in favour of Director BMP Dte, HIT Taxila Cantt will invariably be enclosed with the quotation, failing which the quotation will be ignored. 21. Firms are instructed NOT to send Telex and Fax quotations. will not be accepted. Such quotations / offers 22. The firms which is not registered with HIT can participate in the tender by depositing 5% earnest money of total contracted value. The earnest money will be submitted in the shape of CDR/Bank Guarantee addressing to Director Budget Marketing & Procurement, Heavy Industries Taxila. 25. Firms which are not registered/ indexed with HIT and are interested to participate in tender, will have to first purchase the tender documents from CP BMP Directorate HIT Taxila, costing Rs.200.00 26. All the un registered/ un indexed firms will have to provide 5% earnest money along with bid. 27. In case of any unregistered/ un indexed firms stands lowest in the bid then contract will only be awarded to that firm on its formal registration with HIT. 28. Only registered suppliers/person who are on Active Taxpayers List (ATL) of FBR are eligible to supply goods/services to Government departments. Supplier will submit certificate to this along Technical quotation. 29. The payment to registered persons is linked with active taxpayer status of the supplier as per FBR data base. If any registered supplier is not in Active Tax payer list his payment will be stopped till he files his mandatory returns and appear on ATL of FBR.
