“THE FOLLOWING QUESTIONS RELATE TO CBT
DEVELOPMENT ONLY.”
1. QUESTION OR COMMENT: Contractor experience. Since we are not bidding
instructor-led OTS course, could the evaluation criteria for custom CBT
development be revised without that particular stipulation? We will provide
references for custom courseware developed for a variety of clients.
ANSWER: Contractor experience is very important to the proposal
evaluation and award decision process. Contractors are encouraged
to provide a detailed submittal on their relevant experience for the
services required in the RFP. This is a competitive proposal RFP so it
behooves each contractor to provide all required information in a
detailed comprehensive and professional format.
2. QUESTION OR COMMENT: The evaluation
description of two specific courses:
a. Introduction to MS Word 2007
b. Introduction to DreamWeaver CSS

request that the CBT Development not be evaluated on this requirement. If
WMATA would like a course outline for a custom course(s) that we have
developed for a client, we would be pleased to substitute the custom course
outline(s) and description for a course(s) that we have developed. Please
advise.
ANSWER: The section speaks to evaluating the “Quality and
Thoroughness of Course Content.”
The two courses that were
specified would simply serve as a representative sample, and is not
exclusive to just those two courses. Therefore a RFP respondent
could use a CBT course that they developed as an alternative course
example.
3. QUESTION OR COMMENT: Quality and experience of instructors and
resumes of instructors and courses they will teach, licenses, etc. are
stipulated in the evaluation criteria. With respect to Component 3 – CBT
Development, the staff positions would be different from those of the
commercial courseware instructor-led training.
May we provide staff
resumes for the appropriate professionals who will design and develop the
CBT (e.g., instructional designers, multimedia specialists/developers,
programmers, et.al.)?
ANSWER: Yes. For component 3 Computer Based Training (CBT), please
submit resumes of the qualified professionals you propose for design and
development of CBT projects.
4. QUESTION OR COMMENT: For the CBT Development portion, there is a
requirement to submit a catalog and outline of the CBT. For custom CBT
Development, we do not have an off-the-shelf catalog. Could WMATA please
stipulate that this requirement will not apply to Custom CBT Development
(Component 3)?
ANSWER: WMATA will accept customized CBT catalogs and course
outlines in lieu of COTS CBT catalogs and course outlines.
5. QUESTION OR COMMENT: Off-site facilities. For Custom CBT
Development, we will not be proposing to provide instructors for off-the-shelf
courseware and, therefore, not provide training facilities. Could WMATA
please stipulate that this requirement will not apply to Custom CBT
Development?
ANSWER: WMATA does not require a vendor to provide information
pertaining to their training facilities if the vendor will not be
submitting a proposal for the Standard Computer Training
(Instructor Lead), or the High Tech Computer Training portion of the
RFP.
6. QUESTION OR COMMENT: Training support flexibility. Since we will not be
providing instructor-led training (ILT) for OTS courses, this stipulation
appears not to apply to custom CBT development. Could WMATA please
clarify or stipulate that the specific delivery of ILT OTS courses is not
applicable to custom CBT development?
ANSWER: Contractors are not required to propose all services as a condition
of their proposal being accepted for evaluation. A Contractor may submit a
proposal for all services listed in the RFP or only specific categories based on
experience and expertise. Contractor may submit a proposal only for the
instructor led courses and not CBT or CBT only and none of the instructor led
courses.

7. QUESTION OR COMMENT: Regarding PRICING for Component 3, CBT
Development, will it be acceptable to provide rates for multiple staff
positions (e.g., instruction designers, graphic artists, programmers, video
producers, et al), or does WMATA want to have only one category for labor
that is called CBT Developer?
ANSWER: No.....RFP requires a single rate only. Please follow the RFP
pricing schedule and provide a daily rate and hourly rate for the base year
and each of the four option years.
