Snow Removal Contract

As a result of bid response to KUMC RFQ #683F12-02, the parties enter into a one-year contract for the
provision of products and services enumerated herein. Renewal terms may be entered into as mutually
agreed to. The initial term shall be November 1, 2011 through October 31, 2012.
KUMC anticipates procuring the following snow removal and hand assistance services over the next year. The
successful vendor shall enter into a one-year contract with the Medical Center, with the potential of two
additional one-year term extensions, if/as mutually agreed upon.
At the time of renewal, prices as bid may remain at the price bid or may be based on a price adjustment,
either upward or downward, keyed to industry and changes. Vendor shall furnish figures at least thirty days
prior to expiration date to substantiate any claim for increase. Price increases shall not exceed five percent of
the existing contract. If parties to the contract cannot agree on renewal terms, it is hereby understood that
the contact shall be re-bid.

Specifications
This proposal is for the purpose of establishing a contract for the removal of snow and/or ice from parking areas, parking
garages, drive lanes, sidewalks, doorways, steps and walkways controlled by the University of Kansas Medical Center
(KUMC) and optional treatment of said areas with salt, sand, salt/sand mix, liquid de-icer, magnesium chloride, or
calcium chloride. Garage clearance is 7’0”.
These areas are: (does not have to be plowed in this order)

Snow removal shall start at the direction of the University of Kansas Medical Center Physical Plant Supervisor, Parking
and Landscape, or his authorized agent. Response time must be within 90 minutes of receiving notification or otherwise
at a previously-agreed upon time.

There is no guarantee that KUMC will utilize contractor’s services for snow removal. If snow falls occur during a
weekend or holiday, KUMC may only utilize KUMC Public Safety employees for snow removal and de-icing. If snowfall is
less than 2 inches, KUMC may only utilize KUMC Public Safety employees for snow removal and de-icing services. This
determination is at the sole discretion of KUMC.
It is expected that the majority of the snow removal services and assistance will be performed between the hours of
5:00 P.M. and 7:00 A.M., and will be done in conjunction with KUMC personnel. There may be snow instances where no
vehicle/equipment service or hand assistance is requested, as indicated in the previous paragraph. There may be
instances where only vehicle or equipment, e.g. loader, service is requested. There may be instances where only hand
assistance is requested. Arrangements for snow removal services and assistance will be made in advance when possible,
subject to forecasts and weather conditions.
Provide personnel, sufficient number of laborers for snow removal assistance hand work duties. Work may consist of
shoveling or scraping snow, sleet and ice from all KUMC sidewalks, walkways, building entryways, etc., and application
of ice-melting products by hand or rotary spreader as instructed by KUMC personnel. Contractor must be able to
provide and sustain the requested amount of personnel (need for personnel and number of personnel required to be
determined by KUMC) for coverage 24/7 weekend and holidays, if so required. Contractor must have the ability to
increase the number of personnel during a snow/ice event, if so requested.
Contractor to supply all shovels, ice scrapers, rotary spreaders, walk-behind brooms, and snow blowers, for all laborers
called to assist. Contractor also must supply own oil, fuel, parts, etc. for said equipment. Contractor may store these
items at KUMC; however, KUMC is not responsible for loss, damage, etc. KUMC is not responsible for seasonal clothing,
protective gear, transportation, etc. of personnel. A break area with microwave, refrigerator, and shower is available for
personnel use.
The contract will be awarded to one (1) contractor. The contractor must be located within the Kansas City area and
have the resources to adequately remove snow from all of the areas required without KUMC seeking additional vendors.
There shall be no minimum fees required by the contractor.
The contractor shall perform all work and furnish all supplies and materials, machinery, equipment, facilities, and means
necessary to complete all the work required by this contract within the time specified in accordance with the provisions
as specified. Contractor must be able to provide backup equipment and personnel in order to maintain requested
coverage, including hauling snow off campus if requested. KUMC will not be responsible for any equipment, supplies or
assistance to the contractor.
All Contractor personnel must check in and check out with a University supervisor. Contractor shall supply a time clock
at the Support Services dock, with multiple In/Out capability. Vendor personnel will clock out when equipment is down
and not operational. Contractor shall keep a log of all equipment/services provided available for audit by the University
upon request. Payments will be processed upon presentation of invoices and log after each period of snow removal
services has been verified by the Department of Parking/Landscape Services. Event log to be provided within five (5)
business days following each event. Electronic form of event log is welcomed.
Contractor’s vehicles/equipment must have observable I.D. emblem for purposes of monitoring services provided to
KUMC, and Company I.D. for employees for safety and security while on University property

The contractor shall present an affidavit of Worker’s Compensation, Public Liability, and Property Damage Insurance to
the Department of Purchasing. KUMC will not be responsible for damage to or loss of contractor’s equipment and
supplies.
Vendor is to note on the attached bid form if there are any other additional charges. Only those items and services
called out may be invoiced.
Contractor will apply salt, sand, salt/sand mix, liquid de-icer, magnesium chloride, or calcium chloride provided by KUMC
or the contractor upon request by KUMC. Contractor must also have available 24 hour access to salt, sand, salt/sand
mix, magnesium chloride, and calcium chloride for purchase and delivery to KUMC or pick up by KUMC upon request.
Contractor to provide road salt to KUMC within a 12 hour time frame starting from the time it is ordered.
Contractor shall be able to pre-plan for snow events with equipment and material allocation. Contractor will meet with
KUMC Parking/Landscape Services Physical Plant Supervisor or his authorized agent prior to KUMC snow removal
preparedness date of November 1, 2011, to review objectives, priorities, current practices, etc.
If contractor subscribes to or has access to private weather service data, indicate if information will be provided to
KUMC at no additional charge.
There is a mandatory site visit scheduled for Thursday, September 8th at 10:00 A.M. CDT at the Landscaping Services
Building 2120 W. 36th Ave, Kansas City, Ks. Attendance is required for bid submission.
