This is a specialized professional position performing work within a participative management
structure for a general Environmental Health Program. Field work of highly technical nature is
performed and accomplished independently with limited supervision by the immediate
supervisor. Duties are as follows:
Coordinates the OSTDS field work and assists the Environmental Supervisor with management of
the county-wide OSTDS Program. Reviews applications for individual on-site sewage treatment
and disposal systems to determine soil characteristics and water table elevations. Determines
topographical conditions by establishing benchmarks using calibrated instrumentation. Interprets
technically complex soil morphology, establishes ground water table elevations, and makes a final
decision on the possibility of using an individual sewage disposal system. Reviews wetland surveys
and issues specific recommendations for the proper location, construction and maintenance of
individual sewage disposal systems. Meets with property owner, engineers and developers to
recommend design changes and discuss possible protection of environmentally sensitive
areas. Reviews and approves the design of individual sewage disposal systems for residential and
commercial facilities based on gallons per day of sewage flow. Performs final inspection of
permitted on-site sewage treatment and disposal systems to determine level of compliance with
permit conditions. Reviews applications and project plans submitted by developers, engineers,
and government entities as they relate to sewage disposal systems. Initiates necessary
enforcement action, prepares variances and works with the Environmental Supervisor on projects
as directed. Participates in ad-hoc team, special project team, and program team meetings as
required. Completes team goals and objectives as outlined. Assists with the development of
manuals, guidelines and training procedures relating to on-site sewage treatment and disposal
systems.. Coordinates activities to process variance requests.

Conducts routine inspections of Department of Health regulated facilities, i.e. food service
establishments, group care facilities, mobile home and recreational vehicle parks and
camps to determine compliance with applicable Federal, State and local regulations
regarding food hygiene, sewage disposal, solid waste disposal, drainage, safety and
potable water supply. Advises owner/operator on corrective procedures for violations that
jeopardize the health/safety of tenants or occupants. Reviews plans for all proposed
facilities, coordinating with all agencies involved. Recommends approval or denial of
annual state operating permits based on mandated inspections.

Oversees and conducts routine inspections of assigned swimming pools to determine
compliance with regulations. Performs field tests to determine chemical residuals, pH,
etc. Recommends issuance or denial of annual operating permits based on mandated
inspections. Issues corrective orders and if necessary, initiates enforcement
action. During routine inspections, maintains continuous surveillance for sources of
pollution detrimental to public health/environment. Assists County Building Department
Officials in reviewing pool construction plans (new and modifications).
When requested, assists in planning, organizing program employees work activities to ensure
maximum utilization of time and resources. Achieves program goals by analyzing objective,
evaluating the situation and considering possible courses of action. Coordinates data collection for
reports to Environmental Supervisor.
Conducts plan reviews and inspection of assigned water well construction, less than 6 inches in
diameter. Provides technical assistance to private and public water system owners/operators on
the construction standards and placement of wells to ensure compliance with Federal and State
regulations.
Investigates citizen complaints on water, sewage, food, or other related environmental issues
affecting community hygiene. Prepares preliminary enforcement actions for non-compliance by
issuance of Notice of Violation and Notice of Intended Administrative Actions.
Participates in and actively promotes the Agency’s organizational effectiveness and excellence
through support of DOH- St. Johns’ Baldrige/Sterling Management Model and DOH – St. Johns’
Strategic Plan. Performs other related duties as required by the supervisor and within the realm of
the Classification Specification of an Environmental Specialist II.
Participates in and actively promotes the Agency’s organizational effectiveness and excellence by
fostering individual and team development activities through the FDOH St. Johns Sterling
Management Model.
Incumbent may be required to work before, during and/or beyond normal work hours or days in the
event of an emergency. Emergency duty required of the incumbent includes working in special
needs or Red Cross shelters, or performing other emergency duties including, but not limited to,
responses to or threats involving any disaster or threat of disaster, man-made or natural.

security protocols and procedures (DOHP 50-10-10); security and privacy of client information is
maintained; disclosure of confidential information is released only after proper authorization has
been obtained; and information that is exempt from public record disclosure is maintained in a
