Sample Reliability Analysis
Summary:
Sample feeder has been assessed for condition issues and analyzed for overall reliability risks. According to outage data from
January 1, 2010 and December 31, 2012, there were 201 outage events that occurred across the entirety of the feeder. There
are three primary causes that have been identified, 1) Tree related events, 2) Equipment Failure, and 3) Lightning Damage.

Field Assessment of Outage Factors:
In a direct correlation between the two datasets we find that the following is true:
1)
Tree Related Outage Events
a. 37 of the 70 tree related outage events occurred on the backbone.
b. 3 remaining potential vegetation hazards on the poles with prior outage events.
c. 6 of the related poles sit in intermediate vegetation coverage areas.
2)
Equipment Related Outage Events
a. 23 of the 55 equipment failure related outage events occurred on the backbone.
b. 8 poles that are situated in the breaker risk zone and 10 poles in the recloser risk zone.
c. 9 transformers with uninsulated lead wires, 3 of which were newly replaced.
d. 9 of the poles that are missing equipment animal guards.
e. 1 previously replaced fuse that is currently blown.

Lightning Related Outage Events
a. 6 of the 25 lightning related outage events occurred on the backbone.
b. Only one of the related poles has line arresters present, and two additional poles have equipment
arresters protecting transformers.
c. 2 poles were found to have contaminated insulators.
d. 3 poles are in open environmental areas.
e. 3 poles were found to have BIL value ratings below 300kVa.

Animal Related Outage Events
a. 7 of the 20 animal related outage events occurred on the backbone.
b. 2 poles are in the breaker risk zone, and 2 poles in the recloser risk zone.
c. 2 of the poles are missing equipment animal guards.
d. Contaminated insulators were found on poles with previous bird related outages.

Wind Related Outage Events
a. 5 of the 15 wind related outage events occurred on the backbone.
b. 3 of the poles are in the breaker risk zone.
c. 2 of the related poles are found in intermediate vegetation coverage areas, one of which has current
potential for vegetation hazards both at the pole and in its mid-span.
Identified Outage Causes and Recommendations:
1)
Sectionalization
a. Priority 2 – If possible, install additional Recloser at mid-point of current Breaker Zone
i. Reduces potential outages in Breaker Zone
1. Eliminates 641,500 prior customer outage minutes from Breaker Zone (24.3% of prior
minutes)
ii. Noted as Red Flag on Recloser Installation Map

Tree Related Outages
a. Priority 4 - Evaluate the potential for implementing increased clearances in Intermediate and Sheltered
environment “wind zones” to reduce potential tree limb hazards when possible within current cycle work.
i. Noted as Yellow Arrow on Wind/Fall Zone Map
b. Priority 3 - Evaluate the feasibility of implementing increased clearances to include near hazards or “fall
zones” to reduce potential “fall through” hazards where possible.
i. Noted as Red Pins on Wind/Fall Zone Map

Equipment Failure Related Outages
a. Priority 4 – Evaluate the potential for installing insulated leads on all major pole-top equipment during
planned capital work.
i. Currently there are 15 devices found in the field with uninsulated leads.
ii. Transformers, Reclosers, Capacitors, Regulators, etc.
iii. Noted as Red “X” on Uninsulated Leads Map
b. Priority 4 – When feasible to perform with planned capital work, Install animal guard protection to insure
proper insulation of pole-top equipment.
i. Primary Bushings, Underground Terminations
ii. Noted as Blue Dots on Animal Guards Map

Lightning Related Outages
a. Priority 4 - Increase line arrester usage to include a minimum of 4 sets/line mile where possible, and on
taps/laterals to insure proper surge suppression.
i. Currently, there is a 2.04 mile stretch that has been found without any line arresters between the
Bohemia River and south of Mill Ln in Earleville.
ii. Existing locations noted as Yellow Squares on Line Arrester Map
b. Priority 4 - Consider Replacement of damaged or contaminated conductor insulators during planned capital
projects to reduce potential of “flash over” during lightning events.
i. Noted as Blue Stars on Damaged Insulators Map

Priority 4 – Evaluate the possibility of increasing current BIL value ratings to a minimum of 300kV/pole,
during planned capital projects, to insure proper clearance from ground sources.

a. Priority 4 – Evaluate the potential for installing insulated leads on all major pole-top equipment during
