By-Laws ARTICLE I NAME The name of this organization shall be known as DAYTONA STATE COLLEGE CAREER EMPLOYEES ASSOCIATION ARTICLE II PURPOSE The mission of the Career Employees Association shall be: Section 1 To improve working conditions for all Career Employees. Section 2 To improve communications and working relations among Career Employees, Professionals, Faculty and the Administration of Daytona State College. Section 3 To encourage professional growth by offering new ideas, suggestions, and sharing common concerns. ARTICLE III MEMBERSHIP Membership is open to all Career Employees classified as Full- Time or Permanent Part-Time at all Daytona State College Campuses. ARTICLE IV BOARD OF DIRECTORS Section 1 Section 2 Section 3: The officers of the Association will be: President, Vice President, Treasurer, and Secretary. The President shall use Robert's Rules of Order Attend Planning Council meetings and report at the monthly CEA meetings Preside at All Career Employees Association meetings Call meetings as needed Participate as an active FACC member by assisting the local FACC President and the State Career and Professional Commission Serve, as needed, as an ex- officio of all committees Attend District Board of Trustees meetings Accompany career employees at their request to mediation proceedings as part of the college’s Dispute Resolution Procedure. Appoint all committee chairs. The Vice President shall: Act in the president's position in his/her absence. Section 4 Section 5 Attend Planning Council meetings and report at the monthly CEA meetings Assist the President in all of their duties Be responsible for CEA membership and distribute materials to new Career Employees to acquaint them with the college and the CEA. The Secretary shall: Keep minutes of the Association Handle all correspondence for the Association Notify members of time and date of the scheduled and special meetings Send sympathy cards to employee and retiree's families Maintain all CEA historical records. The Treasurer shall: Administer the CEA funds per the procedure Provide each member with a financial report at each monthly meeting Have responsibility for a petty cash fund of $50.00 Advise the CEA President when more money is needed. ARTICLE V ELECTION AND APPOINTMENTS OF OFFICERS AND REPRESENTATIVES Section 1 Section 2 Section 3 Section 4 Section 5 Section 6 Section 7 Section 8 Section 9 Section 10 A nomination committee shall be formed no later than the last week of April of each year to elect a slate of officers as follows: President, Vice President, Treasurer, and Secretary. Active CEA members may serve on the nominating committee. No one running for an office can serve or be part of the nominating committee. The Nomination Committee should nominate candidates who are active CEA members and they must have the consent of the nominee. The Nominating Committee shall be responsible for distribution of the ballots, counting the ballots, and reporting the results of the election. Elections will be held in June. All elected officers will be introduced at the Annual Ice Cream Social held in August. All officers will assume office on July 1st. The official roster of the election results will be entered into the minutes of the August meeting. There will be no meeting held the month of July. There will be representation on the College Planning Council nominated by the CEA President. A CEA officer can be replaced by the CEA President if they miss three (3) consecutive CEA meetings. Any CEA member may volunteer to be a representative or the Career Employees may select a representative within their department or building. Ballots will be distributed to each CEA member by the Nominating Committee. Absentee ballots may be obtained from the Chairperson of the Nominating Committee. Vacated officers shall be filled by: President - the Vice President Vice President, Treasurer or Secretary - the Nominating Committee shall refer to the roster of the election results to replace any of the above positions if necessary. If there is no roster to refer to, the CEA President shall appoint a Career Employee for the remainder of the term. Section 1 Section 2 Section 3 ARTICLE VI CAREER EMPLOYEE COMMITTEES The Officers of the Career Employees Association and the representatives shall constitute the Career Employees Committee. The Career Employees Committee will have general supervision of the affairs of the Association between regular meetings; make recommendations to the Association and perform such other duties as specified by the by-laws. Duties and responsibilities of the Career Employees Committee are as follows: React to suggestions or concerns of Career Employees as presented by the CEA representatives and/or Career Employees Any representative not complying with his/her duties will be dropped and a replacement will be selected by the CEA President. Any officer not fulfilling his/her function shall come under review by the remaining officers and representatives. ARTICLE VII STANDING COMMITTEES Section 1 The following shall be standing committees. Each committee should include one person from the previous year's committee, shall consist of current members, and shall send one representative to each CEA regular meeting. Planning Council Committees Academic Award Committee Planning Council Committee Representatives: Representation on the Planning Council and each of the Planning Council committees will consist of the following: 1. Appointment from the CEA president 2. Recommendations from CEA members based on Planning Council Committee needs. Section 2 Section 3 Section 1 Other committees will be established as needed. All committee members will present a verbal or written report at all CEA monthly meetings. MEETINGS CEA meetings will be held once a month. Additional meetings may be called by the President if needed. Meetings will be open to all Career Employees Section 2 All CEA members will be allowed to vote at the meetings. Fifty-one percent (51%) of the vote of those present at the meeting will constitute a majority vote of the attending career employees. All CEA members may attend any committee meetings at any time. ARTICLE IX AMENDMENT OF THE BY-LAWS These By-Laws may be amended at any general membership meeting of the Career Employees by a majority vote of the attending Career Employees. The amendment must be submitted in writing and distributed to the membership at least three (3) days prior to the general membership meeting. ARTICLE X THE PRESIDENT OF DAYTONA STATE COLLEGE The President of the Daytona State College will be invited to meet with the CEA President and Vice President as deemed necessary. PROCEDURES REGARDING CEA FUNDS 1. Donations in the amount of two dollars ($2.00) will be collected at the Ice Cream Social in June of each year. All retiring CEA members will be honored at this event. 2. A receipt will be given to each Career Employee with a copy retained for the Treasurer's records. 3. Money will be maintained at the Financial Educators Federal Credit Union checking and savings accounts. 4. A check must be requested through the President or Treasurer. 5. An appreciation gift for the outgoing President will be determined by the current officers and may be purchased from the CEA general account, not to exceed $100.00. 6. The Career Employee of the Month will be awarded Monthly. The award will be determined by sitting CEA board. PROCEDURE FOR CAREER EMPLOYEE ACADEMIC AWARD The Career Employees Association’s Academic Award was established Spring of 2001, to provide financial assistance to students not eligible for any Financial Aid and who meet the G.P.A. criteria of 2.0. A. The award(s) will be granted each semester as needed B. Students can apply through any Career Employee officer, or designee C. The application will be located within various departments including the offices of the CEA Board and Awards Committee members. Applications will include directions on returning the application to a specific location or person, along with a deadline. D. The four member committee appointed by the CEA president shall include: Two members with one year terms Two members with two year terms The CEA President is the ex-officio member and will break a tie if necessary. E. The CEA Treasurer will provide a quarterly report from the Foundation on the balance in the CEA Academic Award account. F. The CEA Award(s) will be announced at the monthly meeting following the selection. I. Because of privacy issues, the student's name will not be announced II. The student will be asked to submit a card of thanks to the CEA (In lieu of a card the student can attend a CEA meeting if he/she desires.)
