Terms of Reference for Monitoring and Evaluation System Development Consultancy for
Project Management Unit (PMU) of the Strengthening Afghan Governance and
Alternative Livelihoods (SAGAL) Project
Introduction: The Aga Khan Foundation Afghanistan would like to contract out the development of an M&E system for one of the projects it operates a PMU for. Applicants are requested to submit letter of interest and CVs by November 10, 2014 to (insert submission information here from HR).

SAGAL Project Background
Poppy eradication has long been a goal of the Afghan government, but without an equal focus on improving livelihoods for rural Afghans involved in poppy production, eradication will hurt rural
Afghans as much as major insurgency actors. Therefore, alternative livelihood activities must complement poppy reduction activities.
Under SAGAL, AKF, Mercy Corps, ACTED, and the First Microfinance Bank of Afghanistan aim to improve alternative livelihoods for vulnerable populations in Afghanistan. To achieve this goal, SAGAL has five main objectives, which align with both the Afghan Government and US
Government Counternarcotics strategies:
1) Improve agricultural yields of high potential licit crop systems.
2) Increase economic return for high potential licit crop systems.
3)
Improve farmer’s access to finance.
4) Reduce vulnerability of at-risk populations to engage in the illicit economy.
5) Improve sub-national governance systems.
Sustainability of alternative livelihoods requires reliable, market-linked input and output supply systems. We will utilize ongoing value chain analysis to ensure that all supply-side activities to increase agricultural yields reflect market needs and wants. This project will work with existing input supply and private-sector market actors to build sustainable systems for farmers, while also encouraging farmers to adopt new adaptive technologies, improve agricultural yields and increase post-production values of target licit crops. We will simultaneously support women and youth to discourage engagement in the illicit economy, and support sub-national governance systems and civil society to improve participatory development planning and accountability at the village, district, and provincial level.
SAGAL will work in 16 provinces, building on previous sub-national governance activities by
INL and AKF in Badakhshan, Takhar, Baghlan, Parwan, and Bamyan, in the North and also expanding to provinces exhibiting much higher poppy cultivation, including Helmand,
Kandahar, Nangahar, Kunar and Uruzgan in the South. With a multi-sector, multi partner approach, SAGAL will benefit more than 750,000 people directly and 4.5 million people indirectly, for a total of more than 5 million beneficiaries.

Consultancy Objective and Deliverables:
A.
Objective: Support the SAGAL PMU in developing a M&E system for the project and all project partners.
B.
Specific Deliverables:
1.
Develop a comprehensive project-wide M&E Plan (includes merging of plans from all four partners).
2.
Develop PMP for donor submission.
3.
Create a set of data collection tools, based on logframe indicators, for one project partner drawing on existing AKF’s tools, and train partner staff on data collection using these developed tools.
4.
Tailor existing donor data collection tool (DCT) for the project as per existing monitoring matrix, and train all SAGAL partners on using adapted DCT

Main Duties and Responsibilities - In order to achieve the above-mentioned deliverables, the Consulting Company will work closely with all project partners including AKF-A, ACTED, Mercy Corps and FMFB in addition to the PMU Manager and PMU National M&E Senior Officer, who will provide support to the consulting company where necessary. Furthermore, consulting company will review all existing project documents such as logical framework and monitoring matrix in order to support
SAGAL.
Specifically the Consulting Company will:
1.
Review all SAGAL project related documents including the proposal which lists the objectives, results and activities to be carried out in 16 provinces of
Afghanistan.
2.
Review existing monitoring matrix including project wide indicators and subindicators per partner.
3.
Review partner specific Implementation GANTT Charts under SAGAL.
4.
Review INL DCT guidance and templates.
5.
Review existing data collection tools of AKF-A and Mercy Corps.
4.
Reporting line - Consultants will report directly to the SAGAL PMU Manager and the
Director of AKF Afghanistan’s MERL Unit in Kabul.

Work location(s) - Kabul, Afghanistan
6.
Schedule - Total number of days: 45 days (includes number assignment days in
Afghanistan, total assignment days, and total payable days). The assignment will start from 23 November, 2014 and go until January 22, 2015.
