6.2.5.2 Industry zone code (1) The purpose of the Industry zone code is to provide for industrial uses. The Industry zone may include non-industrial and business uses that support industrial activities where they do not compromise the long-term use of the land for industrial purposes. (2) The local government purpose of the code is to: (a) Implement the policy direction set in the Strategic framework, in particular: (i) Theme 1: Brisbane’s globally competitive economy, Element 1.2 – Brisbane’s industrial economy and Element 1.3 – Brisbane’s populationserving economy; (ii) Theme 5: Brisbane’s CityShape, Element 5.2 – Brisbane’s Major Industry Areas. (b) Facilitate and maintain the long-term viability of industrial uses by excluding incompatible development and encouraging a broad range of industry that is compatible with adjacent residential areas. (c) Ensure development for an industrial use in a flood-prone location is appropriate to minimise potential off-site impacts during and after a flood event. Note—Land in the Industry zone is contained in either the General industry A zone precinct, General industry B zone precinct or General industry C zone precinct. (3) The purpose of the code will be achieved through overall outcomes for: (a) development location and uses; (b) development form; (c) the following zone precincts: (4) (i) General industry A zone precinct; (ii) General industry B zone precinct; (iii) General industry C zone precinct. Development location and uses overall outcomes are: (a) Development provides for industrial uses appropriate to the zone precinct. (b) Development avoids or minimises noise and air emissions to meet noise and air quality criteria at sensitive zones. (c) Development for an industrial use meets the requirements for separation from sensitive uses to minimise the likelihood of environmental harm or environmental nuisance. (d) Development protects the viability of existing and future industry from the intrusion of incompatible uses. (e) Development for a stand-alone office is not accommodated. Part 6 – Zones (Industry) Effective 30 June 2014 (f) Development for a use that is ancillary to an industrial use on the same site, such as an office function, or small-scale shop or food and drink outlet that directly supports the industry and workers may be accommodated. (g) Development for an industrial use is located, designed and managed to maintain safety to people, avoid significant adverse effects on the natural environment and minimise impacts on non-industrial land. (h) Development in a flood-prone area is limited to uses that are compatible with minimising off-site impacts in the event of a flood. (5) Development form overall outcomes are: (a) Development is of a built form, mass and setback that contribute to a high standard of amenity. (b) Development responds to land constraints, mitigates any adverse impacts on environmental values and addresses other specific characteristics, as identified by overlays affecting the site or in codes applicable to the development. (6) General industry A zone precinct overall outcomes are: (a) Development provides for low impact industry, service industry and warehouse uses throughout the General industry A zone precinct, (b) Development includes a broad range of industry that is compatible with adjacent residential areas (c) Development for a medium impact industry use; (7) (i) is located at an appropriate distance from sensitive uses; (ii) avoids or minimises noise and air emissions to meet noise and air quality criteria at sensitive zones and zone precincts. General industry B zone precinct overall outcomes are: (a) Development provides for low impact industry and medium impact industry throughout the General industry B zone precinct. (b) Development for a high impact industry use: (i) is located at an appropriate distance from sensitive uses; (ii) avoids or minimises noise and air emissions to meet noise and air-quality criteria at sensitive zones. (c) Development avoids or minimises noise and air emissions to meet noise and air- quality criteria at the minimum separation distances to sensitive zones. (d) Development protects adjacent residential and community use areas from intrusion of heavy vehicular traffic. (8) General industry C zone precinct overall outcomes are: (a) Development provides for a range of high impact industry uses and compatible medium impact industry uses. Part 6 – Zones (Industry) Effective 30 June 2014 (b) Development for an industrial use: (i) is appropriately separated from sensitive land uses to minimise the likelihood of environmental harm, environmental nuisance or unacceptable community safety risks; (ii) avoids or minimises noise and air emissions to meet noise and air-quality criteria at sensitive zones. (c) Development protects the viability of existing and future industry from the intrusion of incompatible uses, including sensitive uses, low impact industry, service industry and warehouse uses.
