Arkansas' Special Supplemental Nutrition
Program for Women, Infants and Children
(WIC)
The purpose of the Arkansas WIC Program is to improve the nutrition of
eligible pregnant, breastfeeding and postpartum women, infants and young
children during periods of critical growth. The Program provides food
instruments for specific foods that participants redeem at local grocery stores,
nutrition education, and referral to other services.
Applications and other information about WIC can be obtained from any local
county health unit between the hours of 8:00 a.m. and 4:30 p.m. Monday
through Friday or by contacting the State WIC Office at 501-661-2473 or 1800-235-0002. The State WIC Office can also be reached via fax at 501-6612004 or 501-661-2271 or by e-mail to wic.program@arkansas.gov

TEFRA
TEFRA 134(a), a provision of the Tax Equity and Fiscal Responsibility
Act of 1982, allows states to extend Medicaid coverage to certain
disabled children. Also known as the Katie Beckett option, TEFRA is a
category of Medicaid that provides care to disabled children in their
homes rather than in institutions. To qualify for TEFRA benefits, the
child must be disabled according to the Supplemental Security Income
(SSI) definition of disability and must meet the medical-necessity
requirement for institutional care. Children who live in institutions or
who receive extended care in institutions are not eligible in the TEFRA
category.
To qualify for TEFRA benefits, the child



must be younger than 19
cannot have income that exceeds the Long Term Care
Medicaid limit
cannot have countable resources that exceed $2,000
Parental income and resources are not considered. Only the income
and resources of the child are counted. Appropriate medical services
must be available to provide care for the child in the home. The
estimated cost of care in the home cannot exceed the estimated cost of
care for the child in an institution.
Children who receive SSI but lose coverage intermittently due to
fluctuating parental income may be eligible for TEFRA benefits in the
months they do not receive SSI. The child's parent or guardian can
apply for TEFRA at the DHS office in the child's county of residence.
Applications also are accepted at Arkansas Children's Hospital and by
Children's Medical Services service team workers.
The TEFRA program is coordinated by the Office of Long Term Care.

Literacy Counsel

How can I be a volunteer tutor?
Call the ALC office to locate a literacy council near you. All volunteers, regardless of their educational
background – or career – must take a tutor training workshop offered by the council. These workshops
vary in length depending on the council. You will then be placed with a student.
Literacy councils serve adults up to an eighth-grade reading level. Trained volunteer tutors provide free
one-on-one tutoring at the student's own pace and convenience. Curriculum is designed to meet the
student's needs and goals.
Tutors are asked to devote at least one hour a week to their students. The meeting times and places can
vary, but is not allowed in individual homes. The literacy council will provide ongoing support to tutors as
they work with students.
Once students reach their goals, they are encouraged to continue their education by enrolling in their
local adult education center, where certified instructors teach in a classroom-style learning environment at
all reading levels through the GED/high school diploma.
I want to help a literacy council, but tutoring is not for me. That's ok. Many literacy councils need
volunteers for other duties, such as fundraisers or help with office work. You may also want to consider
being a member of your council's board of directors.
What about English as a Second Language (ESL) tutoring?
Do I need to know the student's native language to help? Many literacy councils are working to meet the
needs of a fast-growing immigration population where many want to learn English. If your council is
offering ESL services, and you would like to help someone learn English, you will need to take an ESL
tutor training workshop. You do not need to know the student's native language to be an ESL tutor. The
curriculum is based on English with instruction beginning as basic as learning the alphabet.

We will make a referral to the literacy council closest to the prospective student. A staff person from that
program will call the prospective student for a time to meet. At that meeting, students are asked about
their goals and their education experiences. They will also be assessed to see what materials and
instruction are needed to help them achieve their literacy goals.

Food for Families
For the last 27 years, the Arkansas Rice Depot has been working to alleviate hunger in Arkansas.
We believe that the key to ending hunger is found in the Arkansas tradition of neighbors helping
neighbors through church and community action at the local level.
The Arkansas Rice Depot is committed to supporting the hunger relief efforts of churches and
organizations that are reaching out beyond their own members, families and congregations. We are
especially interested in food pantries that have hours of operation accessible to both working and
non-working families as well as pantries that can deliver food to shut-ins
We also appreciate programs that take the time to talk with the individuals requesting assistance and
offer them respect, compassion, prayer and suggestions for those whose life situation demands
more than temporary food assistance.
Food for Kids
Food For Kids is a simple program. The Arkansas Rice Depot provides new
backpacks and "kid-friendly" ready-to-eat food to participating schools. Through a
principal-appointed program coordinator, the food is distributed to students based o
need.
Some students are simply provided a high-energy snack at school. Many others are
provided with a backpack at the end of the day that is filled with nutritious foods tha
children can prepare themselves.
During the 2008-09 school year, Food For Kids assisted more than 25,000 hungry
children in 600 schools across the state with backpacks filled with food, school
supplies, personal care products and other items.

Admission is good for the entire day. Visitors may come and go throughout the day on the same
admission fee.
Organized groups of 15 or more may receive half price admission if we are notified in advance of
your visit. From Memorial Day through Labor Day tickets purchased after 6 p.m. are also good for
the following day. NOTE: Organized groups do not include large family groups.
Park interpreters present programs on a regular basis throughout the year. From Memorial Day
through Labor Day, programs such as diamond mining demonstrations, rock hound hikes, and
history walks may be offered during the day; evening nature programs may also be offered. Children
ages 6-12 are invited to participate in the summer children's program series, "Crater Minors," which
offers different fun, hands-on programs each week.
"Diamond Mining How-To" videos are available throughout the year.
Advance arrangements for special programs for bus tours, schools, and other groups can be made
with an interpreter.

admission of $5 per person. If you want a guided tour you must make your reservation at

The Clinton Presidential Library is located off I-30 in Little Rock, AR and is just a 10 minute
drive from Little Rock National Airport and convenient to downtown stores, restaurants and
hotels. North of the city: From I-40 use the I-30 exit and get off Exit 141A Cantrell/Clinton
Ave (it's the first exit after you cross the Arkansas River). Follow the sign to 2nd St/Ferry
Rd. Turn left on Ferry Rd and then right on President Clinton Ave. South of the city: From I30, take exit 140 (Ninth St/Sixth St) and continue on the service road until you reach Third
St. Turn right on Third St, take the second left onto Dean Kumpuris St. then turn right on
President Clinton Ave.
Parking is free. Spaces available for tour buses and recreational vehicles.
The Museum is fully handicapped accessible. Wheelchairs are available at the lobby
admission desk. Video presentations are closed-captioned for the hearing impaired.
