I. GENERAL RFP INFORMATION
Objective
The purpose of this Request for Proposal (RFP) is to provide information to environmental
professionals which will allow them to submit qualifications to conduct environmental
assessment and planning services for the Lehigh Valley Economic Development Corporation
(LVEDC) through United States Environmental Protection Agency (EPA) Brownfields
Assessment grants. The required assessment and technical assistance work to be conducted
under this RFP includes the following:

Site Cleanup Planning
Technical Analysis of Assessments
The budget for environmental consultant services for this RFP is $500,000. Work is expected to
begin in November of 2015 and be completed by November 2018.
Responding to this RFP will provide confirmation that the responding firm has completely
reviewed the RFP and agrees with all the terms and stipulations provided herein.
Issuing Office
The Lehigh Valley Economic Development Corporation is issuing this RFP for environmental
consulting services to be conducted under the guidelines of the EPA Brownfields Assessment
grant program. LVEDC is an independent non-profit 501(c)3 corporation charged with
conducting various economic development activities within the Lehigh Valley, which is the
region encompassing Lehigh and Northampton Counties in eastern Pennsylvania. Through
the Lehigh Valley Land Recycling Initiative, part of LVEDC’s strategic plan is to promote the
reuse and revitalization of abandoned and underutilized commercial and industrial
properties throughout the Lehigh Valley.
Questions and Answers
Any questions asked regarding this RFP will be posted on the LVEDC website at
www.lehighvalley.org with an answer provided. Notifications will be issued when questions
are received. Questions are due by:
Delivery of Response
All proposals are due no later than 5:00 PM local time on October, 23, 2015. .Responses
submitted after this date and time will not be reviewed. LVEDC reserves the right to reject
any or all responses, to negotiate separately with competing contractors and/or to make no
award. LVEDC also reserves the right to terminate this selection process at any time at its sole
discretion.

II. Scope of Work
LVEDC is seeking an environmental professional to work with LVLRI in order to complete
environmental assessments and consultations. The services required are as follows:
1. The completion of Phase I environmental site assessments compliant with the “all
appropriate inquiry” standard as specified by the EPA. The current defined ASTM standard is
ASTM E1527 – 13.
2. The completion of Phase II environmental site assessments compliant, when appropriate,
with ASTM Phase II standard as defined by ASTM E1903 – 11 as well as all pertinent
Pennsylvania Department of Environmental Protection (PADEP) technical manuals in
accordance with the State Land Recycling and ACT 2 programs.
3. Full coordination with all regulatory agencies to ensure that all site assessment
requirements meet EPA health and safety plans and EPA quality assurance/quality control
requirements. Additionally, prompt response and compliance to EPA and PADEP questions
on submitted assessments and plans is expected.
4. Preparation of agency submittals including but not limited to:
o Site-Specific Sampling and Analysis Plans
o Quality Assurance Project Plan
o Site Investigation Reports
o Development of site remediation plans that include:
 Review of all applicable federal, state, and local regulations and
guidelines.
 Identification of necessary remediation activities, as required by federal,
state and local regulations.
 Identification of various available remediation technologies to complete
required cleanup.
 Creation of draft timeline for site remediation.
 Generation of remediation cost estimates.
o Work plans, notices, and submittals associated with obtaining Act 2 releases
from liability through Pennsylvania’s Land Recycling Program.
o Preparation of bid specification documents for remediation/demolition projects
5. Demonstrated willingness and availability to meet monthly for project status updates and
analysis with LVEDC staff, attend meetings and provide commentary and project analysis at
meetings of the LVLRI Advisory Committee.

III. Required Qualifications:
1. EPA brownfield assessment project experience including the direct application of EPA
Region 3’s Greener Cleanup and Sustainable Reuse Policy.
a. Please include 2 examples of previous EPA brownfield assessment projects. Each
project must be limited to one side of one page.
b. Please demonstrate previous project compliance and coordination with EPA
standards.
2. PADEP brownfield assessment project experience including direct work with
Pennsylvania’s ACT 2 voluntary cleanup program with prior ACT 2 cleanup plan
submittal.
a. Please include 1 example of a previous ACT 2 project you have worked on. This
project must be limited to one side of one page.
b. Please demonstrate previous project compliance and coordination with DEP
standards.
3. Lehigh Valley brownfield assessment project experience.
a. Please include 2 examples of previous Lehigh Valley brownfield assessment
projects. Each project must be limited to one side of one page.
4. Lehigh Valley sourcing for goods and services
a. Please explain how your project team will use Lehigh Valley good and services
as part of your workplan for this project and include specific examples of those
good and services in your workplan.
5. Competitive Pricing
a. Please detail your estimated costs for Phase I ESAs, Phase II ESAs, and for Site
Cleanup Plans.
6. Participation with or holding M/WBE Status
7. Satisfaction of previous public and private sector clients in the Lehigh Valley
a. Please provide 2 examples of client satisfaction in your proposal.
8. Lehigh Valley Located Offices
a. Please identify which project team members will be located in the Lehigh
Valley. Submissions must include a dedicated staff presence in the Lehigh
Valley.

IV: Submission Guidelines
1. Proposals are limited to 30 double sided pages.
2. Proposals are required to include the following:
a. A cover letter with organization name, address, phone number, and primary
contact.
b. A brief overview of your firm.
c. A workplan that adheres to and completely satisfies the defined scope of work
in this proposal.
d. An organizational chart of key personnel with project roles defined along with
detailed resume’s and copies of state issued professional licenses.
e. A statement defining the current workload of the identified project team and
their capacity to support this project.
f. A complete labor rate schedule for work performed.
g. A list of any fees for “Additional Services” related to the scope of work.
V: Selection Criteria
All proposals will be reviewed by their adherence to the Scope of Work as defined by this
proposal, the demonstrated fulfillment of required qualifications, and by following the
submission guidelines.
