Cross-Jurisdictional Standing Offer Arrangement for the
short-term rental of motor vehicles
Departments affected
This is a non-mandated arrangement, however it gives significant benefits to Victorian Government
travellers, therefore all departments and agencies are encouraged to use the arrangement.
What is happening?
Strategic Sourcing is pleased to advise that a cross-jurisdictional arrangement for the short-term rental
of motor vehicle arrangement commenced on 1 July 2012. The initial term will be for three (3) years
(expiry date – 31 June 2015) with an option to extend for up to two (2) more years.
The panel consists of three (3) suppliers’:
 Avis Australia
 Budget Rent a Car Australia
 Hertz Australia
This does not replace the mandated use of the SSP car pool, however it can be used as an additional
resource when booking in outer metropolitan or regional areas, or for commercial vehicles.
Why?
This arrangement has financial and non-financial benefits to all participating Government jurisdictions,
as compared to the previous sole supplier arrangement with Avis.
The financial benefits include:
 savings with reduced prices and increased discounts compared to the pervious arrangement; and
 cost avoidance, including limiting price rises and minimisation of leakage to suppliers outside the
arrangement.
Non-financial benefits involve improvements in the following areas:
 better risk management including less risk of discontinuity of supply;
 greater capacity and capability including a larger combined fleet at more locations with greater
variety of vehicle types;
 improved disaster management capability including that suppliers are to give priority, where
possible, to participating Government jurisdictions during a disaster;
 improved reporting including the number, frequency, accuracy, completeness and timeliness of
reports;
 tighter controls over Contractor communication including the form and content of marketing; and
 improved transition in and out provisions.
