 ANNOUNCEMENT 
We are pleased to announce that the Japan Patent Office (JPO) through the
Japan Institute for Promoting Invention and Innovation (JIPII) and Overseas
Human Resources and Industry Development Association (HIDA) has offered the
following courses on Intellectual Property Rights as part of their human resource
development activities for fiscal 2015.
Applicants who are qualified and interested to attend are invited to secure the
application forms from the Human Resource Development Division (HRDD) of
Intellectual Property Office of the Philippines – 2nd Floor, Intellectual Property
Center, 28 Upper McKinley Hill Town Center, Fort Bonifacio, Taguig City or
download the forms in this website and submit the same on the specified dates
below.
Please take note that no extension will be granted for submission of applications.
Applicants are also reminded to pay careful attention to the qualification
requirements needed for each course.

 JPO/IPR TRAINING PROGRAMS FOR 2015 
A. JPO/IPR Training Course for IP Practitioners
Period of Course:
June 15 - 26, 2015
[Application Deadline: May 4, 2015]
Objective:
To deepen one's understanding and enhance one's expertise on practices for protecting and
managing intellectual property rights, by hearing lectures and holding discussions about basic
skills and knowledge that are needed to implement management and protection programs on
IP in companies and patent/law offices. The basic skills and knowledge include: legal systems,
treaties, standard operations for handling patent and trademark applications, and operations
for handling licensing.
Target Participants (must meet all of the following requirements):
(1) Target participants must be professionals working in one of the following positions:
a. IP practitioners in private businesses; or employees at corporations who are involved
with legal affairs relating to licensing, dealing with patent infringements and patent
applications, or prior-art investigations; OR
b. Patent attorneys, IP lawyers, and employees at patent/law offices involved in liaisons
for legal affairs relating to licensing, handling patent infringement and patent
applications, or prior-art searches.
(2) Target participants should be engaged in the field of IPR and should intend to continue in
the same field after completing the training course;
(3) Target participants should not have participated in the JPO/IPR training courses during FY
2014, in principle;
(4) Target participants should be between 27 and 50 years of age, with more than 1 year of
experience in IPR-related work.
(5) Target participants should not be students or armed forces personnel.
(6) Target participants should have adequate English language competence to attend lectures
and discussions, as well as make reports.
B. JPO/IPR Training Course for IP Trainers
Period of Course:
June 17 – July 1, 2015
[Application Deadline: May 4, 2015]
Objective:
To enhance knowledge required to disseminate intellectual property (e.g. legal systems,
international treaties and methods of using patent information) and to deepen one's
understanding of how to disseminate intellectual property as well as to learn about how to
efficiently/effectively disseminate intellectual property through presentations and opinion
exchanges with other trainees.
Target Participants (must meet all of the following 3 requirements):
(1) Target participants must be professionals working in one of the following positions::
a. Employees at universities or research institutions involved in education on the
Intellectual Property system
b. Persons engaged in activities designed to raise public awareness on the importance
of IPR in IP promotional organizations; OR
c. Officials at IP offices and persons involved in activities for raising public awareness on
the importance of IPR.
(2) Target participants should be engaged in the field of IPR and should intend to continue in
the same field after completing the training course;
(3) Target participants should not have participated in the JPO/IPR training courses during FY
2014, in principle;
(4) Target participants should be between 27 and 50 years of age, with more than 3 years of
experience in IPR-related work.
(5) Target participants should not be students or armed forces personnel.
(6) Target participants should have adequate English language competence to attend lectures
and discussions, as well as make reports.
C. JPO/IPR Training Course on Managing IP
Period of Course:
June 29 - July 10, 2015
[Application Deadline: May 18, 2015]
Objective:
To deepen one's knowledge about intellectual property in general, as well as to learn efficient
and effective methods for managing IP at universities and other institutions, by hearing lectures
and holding discussions on managing intellectual property, university-industry-government
collaboration and ways for universities and research institutes to transfer technology to the
private sector.
Target Participants (must meet all of the following requirements):
(1) Target participants must be professionals working in one of the following positions:
a. Employees at universities or research institutions involved in Intellectual Property
management/utilization, such as the promotion of university-industry-government
collaboration and technology transfer; OR
b. Persons at ministries, government offices in charge of developing technology, and
other related organizations, who are engaged in advising and supporting IP
management/utilization
such
promoting
university-industry-government
collaborations and technology transfers.
(2) Target participants should be engaged in the field of IPR and should intend to continue in
the same field after completing the training course;
(3) Target participants should not have participated in the JPO/IPR training courses during FY
2014, in principle;
(4) Target participants should be between 27 and 50 years of age, with more than 3 years of
experience in IPR-related work.
(5) Target participants should not be students or armed forces personnel.
(6) Target participants should have adequate English language competence to attend lectures
and discussions, as well as make reports.
D. JPO/IPR Training Course for Practitioners Specializing in Trademarks
Period of Course:
July 2 – 15, 2015
[Application Deadline: May 22, 2015]
Objective:
To deepen one's knowledge on Intellectual Property in general, as well as to deepen one's
understanding of and enhance one's professional ability with regard to trademarks practices
through lectures and discussions on the trademark system, trademark examination standards of
the Madrid System, and utilization of trademark information.
Target Participants (must meet all of the following requirements):
(1) Target participants must be professionals working in one of the following positions:
a) Persons at patent/law offices involved in trademark practices; OR
b) Employees engaged in trademark practices in private businesses
(2) Target participants should be engaged in the field of IPR and should intend to continue in
the same field after completing the training course;
(3) Target participants should not have participated in the JPO/IPR training courses during FY
2014, in principle;
(4) Target participants should be between 27 and 50 years of age, with more than 3 years of
experience in IPR-related work.
(5) Target participants should not be students or armed forces personnel.
(6) Target participants should have adequate English language competence to attend lectures
and discussions, as well as make reports.
E. JPO/IPR Training Course for Practitioners Specializing in Patents
Period of Course:
August 24 – September 11, 2015

Objective:
To enhance one's knowledge on intellectual property in general.
Also, to deepen one's
understanding and enhance one's professional capabilities in terms of operations involving
patents, based on hearing lectures and holding discussions on the patent system, preparing
specifications
and
drawings,
handling
office
actions,
making
amendments,
judging
patentability, considering patents for innovative technology, using patent information, and
handling operations involving licensing.
Target Participants (must meet all of the following requirements):
(1) Target participants must be professionals working in one of the following positions:
a) Patent attorneys and IP lawyers; OR
b) Patent practitioners in private businesses
(2) Target participants should be engaged in the field of IPR and should intend to continue in
the same field after completing the training course;
(3) Target participants should not have participated in the JPO/IPR training courses during FY
2014, in principle;
(4) Target participants should be between 27 and 50 years of age, with more than 3 years of
experience in IPR-related work.
(5) Target participants should not be students or armed forces personnel.

JPO/IPR Summer Training Course
Period of Course:
August 27 – September 4, 2015

Objectives:
To deepen understanding of the progress of international harmonization of patent systems, and
learn the current state of practices on patent applications and exercise of rights in Japan and
US.
Target Participants (must meet all of the following requirements):
(1) Target participants must be professionals working in one of the following positions:
a) Patent attorneys and IP lawyers;
b) Patent practitioners in private businesses; OR
c) Officials at IP Offices who have a desire to acquire knowledge about patent practices
(2) Target participants should be engaged in the field of IPR and should intend to continue in
the same field after completing the training course;
(3) Target participants should not have participated in the JPO/IPR training courses during FY
2014, in principle;
(4) Target participants should be between 27 and 50 years of age, with more than 3 years of
experience in IPR-related work.
(5) Target participants should not be students or armed forces personnel.
(6) Target participants should have adequate English language competence to attend lectures
and discussions, as well as make reports.
G. JPO/IPR Training Course for IP Protection Lawyers
Period of Course:
October 5 – October 23, 2015

Objective:
To deepen understanding of IP rights and to enhance professional ability through comparisons
of different countries’ legislative systems, methods for determining infringement of Industrial
Property Rights (i.e., interpreting technical scope applicable to patent invention), and IPR
infringement lawsuit cases.
Target Participants (must meet all of the following requirements):
(1) Professional position (applicants must be one of the following):
a) Judges and/or prosecutors
b) Patent attorneys and/or IP lawyers
(2) Target participants should be engaged in the field of IPR and should intend to continue in
the same field after completing the training course;
(3) Target participants should not have participated in the JPO/IPR training courses during FY
2014, in principle;
(4) Target participants should be between 27 and 50 years of age, with more than 3 years of
experience in IPR-related work.
(5) Target participants should not be students or armed forces personnel.
(6) Target participants should have adequate English language competence to attend lectures
and discussions, as well as make reports.
H. JPO/IPR Training Course on Anti-Counterfeiting Measures for Practitioners
Period of Course:
January 14 – 22, 2016
[Application Deadline: October 9, 2015]
Objective:
To deepen understanding of the initiatives on, and the current state of, strengthening
enforcement of intellectual property rights in Japan, in order to enhance one's capabilities as a
custom official.
Target Participants (must meet all of the following requirements):
(1) Target participants must be custom officials who are responsible for either enforcing
intellectual property rights or enforcing intellectual property at their countries' borders;
(2) Target participants should be engaged in the field of IPR and should intend to continue in
the same field after completing the training course;
(3) Target participants should not have participated in the JPO/IPR training courses during FY
2014, in principle;
(4) Target participants should be under 50 years of age;
(5) Target participants should not be students or armed forces personnel.
(6) Target participants should have adequate English language competence to attend lectures
and discussions, as well as make reports.

Prospective candidates of the program should apply directly through the
Intellectual
Property
Office
of
the
Philippines,
through
the
Financial
Management and Administrative Services (FMAS) by securing and submitting
the following documents (1 original and 1 photocopy):

slightly above the top of the hair until the middle of the chest

a driver’s license with name and address written Romanized alphabet)
