Bedayat Licence:
A 3 year free of charges home economic permit, issued by
Ajman Businesswomen Council in collaboration with the
Municipality and Planning Department in Ajman
Licence’s inception
Ajman’s first home economic licence was issued in Feb,
2007
The licensees

variety of activities, such as domestic restaurants,
publicity and advertising, organizing weddings,
ornaments, carpet industry, folkloric products,

Terms and criteria for obtaining Bedayat Licence:
- The applicant must be a UAE national and a resident
of Ajman

Applicant age must be 21 at least.
Not allowed for more than one activity
Obtaining a preliminary approval from the AJBWC
Undertaking to comply with all terms and regulations
with respect to the practice of licensed activity

Undertaking:
1. I hereby agree to comply with full terms and activities of the Bedayat
licence, and in case of breaching the conditions, the department is
entitled to take the required legal measures, including license
cancellation ,prohibition from obtaining commercial licenses for five
years and fine imposition. I understand that this licence is allocated
for practising an economic activity from home.
2. In the event of relying on shops, the licence shall be cancelled and the
council, the municipality and the chamber will not be responsible for
legal accountability.
3. Not to practice the activity in a place without permit
4. Not to change activity location or relying on another without
obtaining the council’s approval
5. Not to change or modify data of the license without knowledge of the
council
6. compliance with stamping production and expiry dates on the
products
7. consumer is entitled to get invoice
8. the applicant shall not be granted the licence from the Municipality
and Planning Department if one month passed after approval of the
council
9. The three year free of charges bedayat license will be granted for
registration fees with the amount of 500 AED
10. at applying for renewal after finishing the 3 years, the council will
review the entitlement of extending for a new year
11. in the event the licensee changed type of the activity, she will have to
pay the full fees of membership
12. in case the membership card is lost, it will be replaced for Dhs100

It supports economy of the youth through granting them an
economic license of commercial record to practise activity
from house within the rules and requirements of security,
safety, health and oversight.
Vision behind “Lahom”intiative
“Lahom” initiative was generated within the framework of
AJBWC’s economic vision to promote emirate’ SMEs and
to provide citizens full facilities through granting them
brand new scopes along with enhancing investments . It is
free of charges for 3 years.

Control requirements for the issuance of economic
license (Control and Trade Protection Dept-
Municipality and Planning Dept)
- home storage is forbidden.
- home retail is not allowed, it may cause many people
to frequently come to the place so that it can raise ire
of the region's residents
- allocation of a separate annex from the house for
practicing activity with an external door .
- household activities of the licenses should not cause
release or emission of heat or sound or smell.
- the license holder shall undertake to abide by all rules
and regulations relating to the legal practice of the
licensed activities, both currently existing ones or
whatever emerges later, and to comply with all other
procedures without incurring the Municipality and
Planning Dept any accountability, and in case of
infringing, the department will be entitled to impose a
financial penalty and cancel the license.

Health requirements for issuance of economic license
(Public Health Dept- Municipal and Planning Dept)
The Site
It should not have been previously used as a landfill or for
wastewater (sewage).
The Design
- the building should be wide enough in proportion to
the size and type of activity, provided that not to be
less than 500 square meters in total.
- take into account to reduce leakage of direct sunlight
to production halls.
- site of refrigerated warehouses should be less exposed
to sunlight.
- design of the building should not allow infiltration of
dirt, dust, insects and rodents.
- the equipment and tools to be designed and installed in
a manner preventing health damage and allow easy
cleaning, maintenance and sterilization.
- provision of protective means and industrial safety in
the used devices and equipment.
The Flooring
- kitchen floor must be high enough from
groundwater.
- to be made of non-toxic, impermeable and nonabsorbent materials, acids and alkalis resistant
according to type of product and cleaning sterilization
and materials.
- to be smooth and easy to clean, not cracked, lightcolored different than the product’s.
- keeping proper obliquity for easy drainage.
- to be solid, weights and quakes resistant, non-slippery,
with appropriate thickness.
The Walls
- proper height commensurate with the type of the
production.
- to be of heat insulating bricks and non-absorbent or
impervious to water.
- to be made from non-toxic materials, light-colored
different than the product’s.
- the angles between walls and floors, and between
walls and ceilings and corners of walls must be well
plugged.
- should be free of cracks and fissures, and easy to
clean.
The Ceilings
- to be of non-toxic material and allowed for use
- proper obliquity to prevent the accumulation and
leakage of rainwater, dirt and water of cleaning.
- the walls and floors of places of preparation, washing
areas, and receiving raw materials, and places from
which fumes and volatile oils emanate to be covered
with light-colored, smooth, free of meandering
ceramic to the ceiling.
- to be coated with appropriate light colour (preferably
white), easy to clean. In case of installing a dropped
ceiling, it should be of healthy material, non- moisture

Windows and lighting vents
- to provide windows with easy moving net covers
made of rustproof metal.
- designed to prevent leakage of dirt, dust and
contaminants.
- edges of the windows to be sloping so as not be used
as shelves, and to prevent the accumulation of dirt.
- to be of proper space enabling penetration of natural
light, and non impermeable to direct sunlight.
- the frame to be made from rustproof and nonabsorbent of water material.
Air Vents
- to provide adequate ventilation, which prevents
obstruction of heat and vapors condensation and dust ,
and allow air renewal.
- to be covered from outside with metal nets to prevent
entry of insects and rodents and dust.
- provision of suitable filters for air vents from the
inside, and others to prevent emanation of odors to
outside.
- direction of air stream should not be from
contaminated areas to clean areas.
Doors
- made of a water and rust proof material, smooth,
leakage-proof, self-closing tightly.
- provision of air or plastic curtains on the exterior
entrances.
Lighting
- natural or industrial lighting to be sufficient.
- placing suitable caps for lamps so as to prevent
contamination and crash.
- providing all the modern equipment necessary to
manufacture products in accordance with
specifications prescribed in United Arab Emirates.
- Equipment should be in different colors to provide
adequate separation and to prevent crosscontamination.
- the surfaces of the equipment that are in contact with
the product to be made of rustproof materials, non-
toxic, and it prevent interaction with product (food
type).
- surfaces of the equipment to be smooth, free of cracks
and edges, and without acute corners.
Sewage, and waste disposal
- Sewage must be disposed in a way that prevents food
contamination as well as water resources .
- keeping proper obliquity for easy drainage.
- providing ground sewer with spigots for odors, proper
ventilation, and airtight lids.
- drainages for the kitchen to be separate from the
general drains.
- waste disposal receptacles should be treadle and
tightly closed to prevent leakage.
- perishable waste should be kept in separate chilled
rooms.
- to get ride of waste regularly so as not to be a source
of pests and insects.
- cleaning and disinfecting the containers and sewer
lines regularly.
- providing adequate facilities for storing solid waste
before removal, to be designed in anti- contamination
way.
Storage of the final product
- providing the necessary protection from corruption or
packages damage.
- providing appropriate level of temperature and
humidity to preserve the finished product.
- providing availability to conduct required periodic
inspection for the product to ensure its validity.
- ensuring resistance of insects and rodents.
- to provide the refrigerated warehouses with
thermometer allows reading from the outside.
- separating the different food groups, as well as the
final product from the raw materials.
- the cooling and freezing rooms to be designated and
padded with rustproof surfaces (stainless steel), and
the floors to slip-resistant.
- the storage operation to be well organised, with the
provision of suitable units for the distribution of the
cooling power in order to reach all the products
continuously.
- proper lighting within the store rooms.
- providing standby generators for cooling or freezing
warehouses to operate automatically in the event of
power outages.
Sanitation
- providing workers with fitting rooms and special
closets for keeping their clothes.
- providing bathrooms for the workers with sufficient
hot and cold water, and proper cleaning materials,
provided that not to be opened directly to food
handling areas.
- providing suitable and sufficient toilets.
- providing means for warming, cooling, lighting,
ventilation, and sinks for washing and drying hands.
- sticking notice posters to alert workers to wash and
disinfect their hands after using the toilets.
Health requirements for workers in the field of food
- individuals working in the food handling must be
medically examined prior to their recruitment by the
concerned official health departments in accordance
with the requirements laid down by the competent
authorities.
- conducting medical examination of workers
periodically at a rate of once every year or more, as
needed, to ensure their safety and that they are free of
epidemic diseases.
- workers returning from vacations abroad to undergo
medical test before resuming their work.
- keeping records of accidents, illnesses and injuries in a
file for future reference.
- excluding workers with contaminating injuries or
sores or any infectious disease until recovery.
- workers to bathe before and after the manufacturing
processes.
- to use preventive masks on the mouth and nose to
protect food from contamination.
- workers’ fingernails to be short and clean.
- to wash their hands with soap and water or detergent
before beginning work with the use of one time
towels.
- prohibiting wearing jewelery, watches while handling
food.
- providing workers with clean and suitable uniforms
taking into account different color depending on the
stage and type of product.
- use of clean and good gloves, as well as clean caps if
necessary.
- clothes not to be hanged in any of the manufacturing
rooms.
- prevention of eating, drinking , smoking, spitting,
cleaning the nose, chewing gum, and the use of snuff
and tobacco in any form during the manufacturing,
packaging and handling processes, and in the storage
areas in the factory.
- worker to be alerted not to put his/her finger in
mouth, eye, ear, nose or head, or to cough or sneeze
anywhere near food.
- workers are not allowed to sleep or lay in food
processing areas, or in food stores.
- to take necessary precautions to prevent contamination
of food during handling by visitors.
- to follow healthy ways of passing within the plant to
prevent cross-contamination.
Health training for workers
- employer should have a written comprehensive
training program for the staff.
- providing a system to educate the workers about
health rules that must be taken into account in food
processing, and the sources of contamination, as well
as the ways to avoid them.
- providing programmes and courses for employees
(seminars - films - lectures - posters) that explain the
importance of handling food in healthy manner, and
the necessary precautions to prevent the food
contamination.
- to provide the workers with health training at the
beginning of employment, as well as organizing
regular sessions to enhance them, when necessary, and
to train them on using modern machines.
- the type of training should be commensurate with the
tasks assigned to the worker.
- documenting and keeping the records with this regard.
- providing qualified staff with knowledge to oversee
the training programme.
Health conditions for beauty centers and women care
salons
- all female workers must meet all conditions of public
health with getting health fitness certificate issued by
preventive medicine.
- placing health fitness certificates of workers issued
from municipal clinic in an apparent place within the
space.
- workers in this activity should have authorized license
to practice the profession and to place it in prominent
place or to be kept within workplace
- it is allowed to add these activities (steam bath - sauna

sleeping or housing or cooking is forbidden.
Company of pets is not allowed.
use of gas is not allowed inside the place.
cameras for the purpose of monitoring or recording or
photography are strictly forbidden, and this is culpable

- workers of this category should be qualified.
- adhering to hygiene with provision of first aid box.
- the distance between the service seat should not be
less than 1.25 m.
- workers must be free of infectious diseases , sores and

- providing at least 2 suits of a uniform per worker that
has a logo or the name of the license.
- workers should wash their hands with warm water,
liquid soap and hand sanitizer before and after service.
- providing at least one wash basin.
- providing rest rooms with application of the highest
sanitation standards by maintaining it clean and
disinfected regularly.
- providing an electric water heater.
- cleaning and sanitizing the place, equipment, and
fixtures regularly.
- providing baskets to collect the used towels.
- providing clean and healthy towels to be once used
after washing.
- providing an ultraviolet sterilizer (UV ) for the nails
trimming tools per each service chair and to keep them
clean inside.
- providing paper mattresses ( roll ) to be used once for
each bed allocated for skin and personal care services
- providing wastebasket with tight lid made of stainless
steel with fitted bag to be discharged daily.
Terms of henna tattoos engraving
- providing appropriate seats for practicing henna
activity.
- providing a reception place and assigning at least one
female worker to maintain its cleanliness, as well as a
water cooler and a first-aid box.
- providing dark coloured uniforms for workers.
- workers should clean their hands with soap and water
or hands sterilizer before and after the service.
- cleaning and disinfection of the salon and equipment
daily and place of engraving henna after each use.
- developing maintenance programs of the henna salon
and equipment to ensure them remaining in a good
condition.
- prohibiting the use of black henna.
- the use of the chimney is not allowed, preferably use a
hot air dryer for drying henna.
- henna from anonymous source is not allowed,
production and expiry dates should be on the
packaging with the label of the product.
Health requirements for pickling activity
- salt being used in the process of pickling must be pure
and free from impurities and of known source
conforming to the prescribed standards and
specifications.
- all other production inputs such as spices, seasonings
and acetic acid must be valid for human consumption
and conform to standard specifications prescribed for

each class and the optimum storage conditions inside
the plant.
all used vegetables and fruits must be fresh and free of
damage or corruption signs, and retaining all their
natural characteristics in the appropriate degree of
maturity, and free of fungal infections or insecticides,
with the need to clean them thoroughly to get rid of
impurities and dust.
the cleaning process to be by soaking vegetables in
water and then washing thoroughly using a suitable
machine for this purpose so as to get rid of impurities
and colored materials.
the water used in the washing , processing and
preparation of brines must conform the prescribed
standard specifications.
all tools and equipment used in the manufacturing
processes must be of non-harmful substances and noninteracting with acids or any non-food material and
conform the prescribed standard specifications.
preservatives may be added to the solution of packing
in approved proportions in accordance with the
prescribed standard specifications with this regard.
the product can be pasteurized after packaging,
particularly in sealed glass jars to ensure elimination
of the sources of bacteriological, fungi and yeasts
contamination that cause corruption of pickles.
packaging materials must be of healthy materials and
non- interacting with the food or cause change to its
characteristics or contaminate the product with
materials that may affect human health, and to be
strong and solid to allow sealing off.
- placing the nutrition facts label on all food packages,
regardless of the size, weight, shape and conform to
the prescribed standard specifications of the food
label.
- storing the packaged products in a proper way, taking
into account that the temperature should not be above
25°C.
- the warehouses to be with proper ventilation and
cleanliness.
Terms of manufacturing jam
- the product must be made from fresh fruit.
- using unripe and immature fruit is not allowed because
fructose does not dissolve in water
- over mature or rotten fruit is not allowed.
- taking into account the amount of sugar in the fruit.
- all used receptacles in the manufacturing process must
be sterilized.
- in case of emergence of any mold on the surface of the
upper layer, it must be disposed completely, as
scraping the surface of the jam to get rid of the risk is
not enough because the formed toxins in the mold
crosses to the depth.
- in case of preservatives use and food additives, then it
must be compatible with standards adopted in UAE
specifications, so you should review the Department
of Public Health and Environment to ensure the
validity of these materials.
Health requirements for manufacturing sweets and
chocolate
- space should be commensurate with the amount of
displayed food with minimum area of 30 m ²
- providing display vertical and horizontal refrigerators
with hard glass fronts easy to clean for the products
that require refrigerated storage equipped with
external thermometer to display temperature.
- providing stainless steel shelves to keep the tools and
receptacle used in preparation after cleaning and
washing, as well as a washing basin with special tools
and equipment made of stainless steel of good quality.
- providing closed glass booths to keep the sweets that
are displayed in the room temperature, taking into
account that glass to be non- breakable.
- providing a space for packaging with minimum area of
9 square meters equipped with stainless steel wash
basin, tables and shelves.
- displaying the sweets at a suitable temperature
according to each sort.
- all the components and materials used in desserts
such as (colors, improvers, flavors, baking powder,
yeasts and spices must conform the standard
specifications prescribed for each class. (Kindly,
review the Department of Public Health and
Environment to ensure conformity of these materials
to country’ standards)
Health requirements for manufacturing pies and
pastries
- space should be commensurate with the size of work
and production capacity with minimum area of 30
square meters.
- dry storage area.
- providing rustproof metal shelves for used materials,
such as packaging materials.
- providing a storage area for flour and not to be placed
directly on the ground.
- providing good cooling or freezing refrigerators
commensurate with the type of used raw materials.
- providing an area for preparation and processing.
- providing a sufficient number of good rustproof tools
for cutting, mixing and matting.
- providing proper ventilation within the facility with
the appropriate and health means.
- installing a chimney of stainless steel on all heat
sources in the kitchen to pull the heat and black fumes.
- providing the necessary equipment such as a healthy
flour sifter, cutting and matting tools for processing.
- providing a stainless steel or marble table for
processing and preparation.
- provide double deep basin of stainless steel for
washing equipment and another one for hands.
- providing stainless steel shelves for keeping the tools
and equipment after washing.
- providing vertical cooling refrigerator for preserving
the materials used in making the pastries.
- providing packaging area for parcel orders.
- providing a table of stainless steel or marble for
cutting and packaging operations at the forefront of
the shop.
- providing cabins of aluminum or steel to store the
materials used in packaging.
- providing heat savers at a temperature of 65°C
- providing refrigerators at temperatures of 1-4°C.
health requirements for beauty women salons and
centers
- space should be commensurate with the provided
services provided and not to be less than 40 square
meters

Site
- shop should be in good condition in terms of

must be on the mezzanine floor or away from the

Furniture
- furniture should be in a good and clean condition
fits with the shop along with sufficient lighting.
- the shop should be provided with the following
tools (hair wash basin and another separate for hand
washing to be surrounded by ceramic for a distance
of not less than half a meter)
- providing a water heater for cleaning and
disinfection
- providing adequate number of towels so as to
prevent the use of a single towel more than once
without washing.
- providing disinfectants to disinfect the tools before
and after use, and maintaining cleanliness of the
tools.
- providing a sterilizer for the used tools and
equipment.
- providing a tight wastebasket for all waste and
disposing it regularly and not be kept within the
shop for the next day.
- smoking is strictly prohibited inside the place by
workers or customers with placing a warning notice
in a prominent place.
- sleeping or allocation of a part within the place for
sleeping or housing or cooking is forbidden.
- use of any therapy or cosmetic device is not allowed
without obtaining a permit from the Ministry of
Health.
Requirements for making Sauna ( oriental hammam)
- installing a ventilation fan inside the sauna
- providing a room or allocating a place for dressing
near the sauna to be equipped with an interval to
obscure the vision for the rest of sections in the saloon
- providing a closet in the dressing room containing
towels for the customers.
Health Requirements for baking industry.
- space should be commensurate with the size of work
and production capacity.
- space should not be less than 40 square meters
- all tables of processing must be in stainless steel or
marble.
- iron or wooden tables are not allowed.
- providing a suitable oven with a suction hood
connected to high chimney.
- providing a large-sized suction fan to pull heat and
fumes emanating from the oven
- commitment to the use of authorized fueling materials.
- using appropriate insulating materials while
constructing the oven inside the bakery.
- it should not affect the neighbors directly or indirectly.
- providing a mixing machine (mixer) in stainless steel
material of good quality.
- providing an area for storing the flour.
- providing a warehouse for the flour with a flour plastic
base of 15 cm high from the ground and another for
the tandoor oven.
- wrapping bread with newsprint is not allowed.
Women Transport Service
Introduction:
The initiative of “women transport service” comes to keep
up with aspirations of Ajman Businesswomen Council to
empower women. It is concerned with financing projects of
women and to help them establishing and managing their
own small business which plays a key role in boosting the
national economy. It also seeks providing appropriate job
opportunities to enhance the families’ economy, which
goes in line with the economic trends based on the
promotion of the economic initiatives for small investors.
The project’s objectives:
- Development and support of innovative ideas in
business area.
- Contribution to local economy through establishment
of several and various productive and service projects.
- Supporting women projects through the provision of
concessional funding for their projects.
- Establishment of business relationships and strategic
partnerships with the donors (individuals, companies
and institutions) operating in the field of social
responsibility.
Targeted groups:
- women who desire to establish an economic project
(car finance) to ensure an additional source of income.
Applying terms:
- the applicant must be a citizen woman.
- to be holder of a valid driving license.
- to fill in the project’s form with copies of the required
documents.
- the applicant should be a member at AJBWC or a
Bedayat license holder.
- cash payment of the first installment of the car’s value
“Dhs5,000”.
- certified cheques from the bank for the rest of the car
installments.
- monthly installment paying for 42 months.
- the vehicle to remain pawned to Ajman Chamber of
Commerce and Industry Ajman (Ajman
Businesswomen Council) until the end of the
repayment of all amounts owed.

- providing multi local products made and designed
manually by Emirati and creative citizen women
