Regarding participation in India International Trade Fair- 2015.
Sir,
The State Government has been participating in India International
Trade Fair through its permanent pavilion at Pragati Maidan New Delhi. The 35 th
edition of this annual mega event will be held from November, 14 to 27, 2015 at
Pragati Maidan, New Delhi. “Make in India” is the theme for this year.
A meeting to review the arrangements for IITF-2015 was held on
10.8.2015 under the Chairmanship of Principal Secretary (Industries) to the
Government of H.P. in which inter-alia following was decided: To ensure the implementation of Handloom (Reservation of Articles for
Production) Act, 1985 and sale of genuine Himachali Handloom products from
Himachal Pavilion shops/ space would be allotted only to those handloom
enterprises which are registered under Geographic Indicators Act or having
“Handloom Mark” or “Wool Mark”.
 The following rates of rent for allotment of stalls/counters and display windows
to private enterprises were approved for the year 2015-16:Sl. No.

To obtain the demand draft of Rs. 3000/- with application for
allotment of shop as earnest money, which this shall be adjusted in the rent of
shop in the event of allotment or refunded in the event of non allotment.
 To allocate the display windows and counters by a Committee of the
Department officers in view of suitability of space & theme of the fair.
 To obtain the demand draft of Rs. 1000/- with application for allotment of
display window & counter as earnest money, which shall be adjusted in the
rent in the event of allotment or refunded in the event of non allotment.
 In case the successful allottee of shop/ display window/ counter refuses to
take the possession of allotted shop/ display window/ counter on any ground,
the earnest money would be forfeited to Govt.
The Application form for allotment of stalls for sale of Handloom & Handicrafts
products (Annexure-A), other products (Annexure-B) and counters/ show windows
(Annexure-C) inter-alia containing the eligibility criteria, terms & conditions of
allotment are enclosed.
The tentative rate of rental worked out for each shop is as under and final rate

This Department has also requested the Department of Information & Public
Relations for the issuance of advertisement to invite applications for allotment of
space during IITF- 2015 and has also issued a press note in this regard (copies
enclosed as Annexure-D). The application forms also stand on the website of the
Deptt. This office has fixed 30/09/2015 upto 5.00 PM. as last date for submission of
application forms in your office. The open draw for allotment of sale shops kept for
allotment by way of draw would be held on 14-10-15 at 3.00 P.M. in the Conference
Room of Udyog Bhawan, Shimla in the presence of eligible applicants willing to
participate in this proceeding. In case the shops, display windows, counters remains
un-allotted due to any reason the Director, Himachal Pavilion may allocate such
space to the eligible applicant who present itself in Himachal Pavilion during IITF2015.
You are, therefore, advised to contact all the potential enterprises of your
district and motivate them to apply for the allotment of space. The Handloom
enterprises of your area which are registered under Geographic Indicators Act or
having “Handloom Mark” or “Wool Mark” be specifically apprised of the procedure for
allotment of stalls/shops & counter both in writing and telephonically. The
applications forms complete in all respect along with your recommendations should
reach in this office positively before 9th October, 2015. The enterprises who have
already applied for the allotment of space during IITF are being advised to apply to
you on the prescribed application form afresh.
Kindly treat it as most urgent and give your personal attention for organizing
IITF-15 successfully.

Terms & Conditions of allotment:
1. The eligible enterprises would be allocated the stalls kept for allotment for Handloom &
handicrafts products by way of open draw in the presence of eligible applicants willing to
participate in such draw. In case the State Corporations/ Boards engaged in Handloom &
Handicrafts Sectors decide to participate the shops for private participants would to be
reduced accordingly.
2. In case the successful allottee of shop refuses to take the possession of allotted shop on
any ground, the earnest money would be forfeited to Govt. and the allotment would be
offered to eligible applicant in waiting & present itself in Himachal Pavilion during IITF2015.
3. Only those products as contained in the selection letter will be permitted for sale/display.
Only those handloom products having Geographic Indication or Handloom Mark
or Wool Mark logo would be allowed for sale during IITF. Department of Industries
will in no case be responsible for the lapses on the part of participant and participant
must take care that they do not display/sell any item as may be prohibited under the
provisions of law. In case of display & sale of unauthorized products defaulter shall be
evicted from the pavilion without any refund.
4. Unethical display/sale practices should be completely avoided. Only quality products
would be allowed for display/sale. The participants are required to issue cash memos for
sales conducted by them from the sales counters. VAT Tax or any other tax/charges, if
any, will be required to be mentioned clearly on the cash memos.
It will be the
responsibility of the participants to deposit the VAT tax so collected with VAT Tax Deptt.
Any lapse in this regard will be sole responsibility of participants.
5. The daily statement of business deals/ contract finalized, daily sales proceeds and
number of trade enquiries received should be submitted to the floor incharge, everyday.
6. The Deptt. of Industries will recognize only the applicant or his authorized representative,
as mentioned in the applicant form for the handling of exhibits/goods/ stocks etc. In case
of any change of representative, prior approval/ permission may be obtained from the
Director of the pavilion/Incharge of exhibition.
7. Each participant will be responsible for cleanliness, neatness, and proper display of
items in their respective stalls, painting of the stall, fixation of sign boards both
illuminated & non-illuminated and stickers will not be allowed. Empty boxes etc. are not
allowed to be kept in the stall. Encroachment on the space outside the allotted area will
not be allowed. Violation of above terms and conditions will invite cancellation of
allotment without refund of participation fee & security deposit.
8. The participants are requested to be present both at the time of the opening and closing
of the pavilion. The participants should make arrangement to safeguard their stocks/
exhibits and protect against any contingency. Under no circumstances will Department
of Industries be held responsible for any loss to a person or a property arising from fire,
theft or any other cause whatsoever nor the Department will be liable to any third party
claims/compensation.
9. It is obligatory on the part of the participant to keep one of their representatives on their
counter/stall who is well conversant with the goods/system displayed. The participants
should also keep broachers, pricelist of their goods, which can be presented to the
customers against demand in case the counter remains unattended. However, at one
time not more than two persons will be allowed at the stall.
10. The participant under no situation will bring any inflammable, ballistic material in pavilion.
11. The participant will have to pay in full for the damage, if any, caused by his/her
equipment/items/representative to the stall in the fair.
12. Insurance against fire, theft and damages etc. of the items exhibited will be done by the
participants at his/her own cost. Department of Industries will not be responsible for the
loss, if any due to fire, damage of goods/person for any reason whatsoever.
13. The exhibits/goods stocks approved for display should reach the pavilion latest by 5:00
P.M. on 13/11/15 otherwise space allotted will be cancelled.
14. The exhibits/goods stocks approved for display should reach the pavilion latest by 5:00
P.M. on 13/11/15 otherwise space allotted will be cancelled without refund of any
application fee.
15. In case the applicant does not deposit the required participation fee within the stipulated
time the application fee will be forfeited.
16. All the exhibits/stocks/goods may be removed from the pavilion by 28/11/2015 by the
participants. Department of Industries will not take any responsibility for the uplifted
goods after 28/11/15 upto 4:00 P.M.
17. It will be binding on the exhibitors to abide by the instructions issued by the India Trade
Promotion Organization or the Department of Industries from time to time.
18. The decision of the Commissioner Industries, H.P. shall be final and binding on the
participant/ exhibitors. Any breach of terms and conditions will render the participants
liable to be removed from the pavilion and cancellation of the allotted space also
forfeiture of the security & participation fee.
I have gone through the terms and conditions laid down for organizing exhibitions at
Himachal Pavilion and I/we here by undertake to abide by the same. I/we also agree to
observe and carry out such other directions as may be given from time to time and shall
abide by the decision of the Director Pavilion/ Exhibition incharge in any matter relating to
conduct, discipline, display and sale within the Pavilion.
