Reference Questions for Response in the BEF Policies and Measures Consultation The policies and measures paper (BEF SPMC_ V_1.0) accompanying this document provides a review of policy measures undertaken elsewhere to support energy efficiency retrofit in buildings. The paper considers a variety of policy options that have been undertaken elsewhere that can address different stages in a householder’s journey to undertaking a retrofit. The policies are intended to cover all obstacles and concerns that have been identified as barriers or disincentives, including the financing of residential retrofit projects. The primary aim of the policy measures for a BEF scheme for residential retrofit will be to support and assist the creation of demand for a new BEF financing scheme, although many of the measures outlined in the accompanying paper may also hold some potential for a positive impact on levels of retrofit in general even outside the scheme. This policy descriptions outlined here are intended to provide a menu that can be used to devise and tailor the details of a suitable final supporting policy mix based on the final design of the scheme. Measures described here may require additional research prior to implementation to ensure that they would be effective or to identify any adjustments they may require to fulfil their potential. The BEF project invites responses from stakeholders on their opinions regarding the most suitable and effective policies and measures that could be recommended to provide the greatest level support to a new market based energy efficiency retrofit financing scheme. To assist in the review and collation of responses, respondents are requested to frame their responses in line with the following questions: 1. In your opinion, of the polices and measures described which do you believe will be the most effective in providing support to a national residential energy efficiency finance scheme to replace the existing grants system? 2. Are there any other policies and measures (or variations of polices and measures) that are not considered in the accompanying paper that would be effective in your view? 3. Which policy measures could be rolled out in combination to support one another and provide the greatest positive effect in driving demand for retrofit and retrofit finance? 4.
