John Mesman from South Nation Conservation describes the upcoming dam repair and dyke maintenance in Crysler. Karina Boucher & Jillian Reed from Outreach Sexual Assault Support Services (SASS) for Women SDG & Akwesasne, walked us through their website and what SASS is all about. CARRIED RESOLUTION NO. 321 SEPTEMBER 2015 MOVED BY: COUNCILLOR RANDY DOUGLAS SECONDED BY: DEPUTY MAYOR BILL MCGIMPSEY Whereas, the Auditors of the municipality recommended the budgeting of Municipal Drain Maintenance Revenues; and Whereas, the Finance Department completed an analysis of the drain accounts to be recovered; and Whereas, there is a legislated period of five years that the Township can invoice landowners for municipal drain expenditures under the Ontario Drainage Act, the delinquent amounts indicated are past the five year period. Township of North Stormont Minutes of September 1, 2015 Page 2 of 5 Now therefore, be it resolved that Council of the Township of North Stormont authorizes that the delinquent amounts be removed from each Municipal Drain for a total amount of $ 24,205.88. CARRIED RESOLUTION NO. 322 SEPTEMBER 2015 MOVED BY: COUNCILLOR RANDY DOUGLAS SECONDED BY: COUNCILLOR JIM WERT Whereas, Tile Drainage Loan Application requesting $50,000.00 has been submitted by the Agricultural landowner for the land described as Concession 1, Part Lot 32 and North Part Lot 33. And Whereas, Tile Drainage Loan Application requesting $50,000.00 has been submitted by the agricultural landowner for the land described as Concession 4, West Pt Lot 21. Now therefore, be it resolved that Council of the Township of North Stormont approve the Tile Drainage loan applications. CARRIED RESOLUTION NO. 323 SEPTEMBER 2015 MOVED BY: COUNCILLOR FRANÇOIS LANDRY SECONDED BY: COUNCILLOR JIM WERT Deputy Mayor Bill McGimpsey steped down from his seat. Whereas: (a) The Township is the owner, or has jurisdiction over the location where the Finch, Avonmore and Crysler library is situated; (b) SDG County Library Board agrees to provide the resident of North Stormont with Library services; (c) The persons signing this Agreement on behalf of the Township will be authorized to do bind the Corporation; That the administration recommends to Council to accept the terms of the proposed agreement. Furthermore, that Council directs the Administration to prepare a By-law to that effect. CARRIED Deputy Mayor Bill McGimpsey returned to his seat. RESOLUTION NO. 324 SEPTEMBER 2015 MOVED BY: COUNCILLOR FRANÇOIS LANDRY SECONDED BY: COUNCILLOR RANDY DOUGLAS Whereas, Crysler Recreation Association has submitted a request for matching funds in the amount of $3,900.00 for the paving of the front of the rink and the pathway to connect to the rink and the Community Centre. Now therefore, be it resolved that Council of the Township of North Stormont directs the Administration to issue a payment to the Crysler Recreation Association in the amount of $3,900.00 upon reception of a proof of expenditures. CARRIED RESOLUTION NO. 325 SEPTEMBER 2015 MOVED BY: COUNCILLOR FRANÇOIS LANDRY SECONDED BY: COUNCILLOR RANDY DOUGLAS Whereas, Crysler Recreation Association fiscal year ends on October 31st, 2015 and their Financial Statement will be prepared following the year end; and Whereas, Municipal staff has requested that the Crysler Recreation Association endeavors to change their fiscal year end to December 31st, in order to ensure transparency in the financial reporting requirements of the municipality; And Whereas, the Crysler Recreation Association committed to change their fiscal year end to accommodate the Municipality in its financial reporting requirements. Now therefore, be it resolved that Council of the Township of North Stormont that authorizes the 2015 Grant funds be released to the Crysler Recreation Association prior to receiving the required Financial Statement. CARRIED RESOLUTION NO. 326 SEPTEMBER 2015 MOVED BY: DEPUTY MAYOR BILL MCGIMPSEY SECONDED BY: COUNCILLOR RANDY DOUGLAS Whereas, Finch Recreation has submitted a proposal for their park located on Main Street and Church Street in Finch. And Whereas, Finch Recreation has proposed to the Township of North Stormont that the municipality match funds for their capital project. Township of North Stormont Minutes of September 1, 2015 Page 3 of 5 Now therefore, be it resolved that Council of the Township of North Stormont authorizes payment of $3,000 to the Finch Recreation upon receipt of the invoice for work completed and upon sufficient demonstration that the Township of North Stormont purchasing policy has been respected. CARRIED RESOLUTION NO. 327 SEPTEMBER 2015 MOVED BY: COUNCILLOR RANDY DOUGLAS SECONDED BY: COUNCILLOR FRANÇOIS LANDRY Whereas, Monkland Recreation Centre has submitted a request for financial assistance from the municipality in the amount of $1,000.00 for the purchase of items needed for the Garden Centre; And Now therefore, be it resolved that Council of the Township of North Stormont directs the Administration to issue payment to the Monkland Recreation Centre in the amount of $1,000.00 and that the funds be paid from the Recreation General Expenditures. CARRIED RESOLUTION NO. 330 SEPTEMBER 2015 MOVED BY: COUNCILLOR RANDY DOUGLAS SECONDED BY: COUNCILLOR FRANÇOIS LANDRY The following recommendation is provide for Council’s consideration: The administration recommends that Council receive this report as acknowledgment to award the 2015 Surface Treatment Tender being awarded to Smiths Construction, A Division of Miller Group, at a unit price of $2.65 per square meter with a total cost of $66,197 (excluding taxes). CARRIED RESOLUTION NO. 331 SEPTEMBER 2015 MOVED BY: COUNCILLOR RANDY DOUGLAS SECONDED BY: COUNCILLOR FRANÇOIS LANDRY The following recommendation is provide for Council’s consideration: The administration recommends that Council receive this report to approve the North Stormont Arena Library Canopy Project and to proceed with the existing project manager Coleman Construction Ltd., at an estimated budget of $25,000, construction and engineering included. CARRIED RESOLUTION NO. 338 SEPTEMBER 2015 MOVED BY: COUNCILLOR JIM WERT SECONDED BY: COUNCILLOR RANDY DOUGLAS Whereas, Mr. Terry Kuipers offered his assistance with the building/tent inspections at the International Plowing Match 2015; and Whereas, The Town of Minto will cover all of his expenses, so there are no additional cost for the Township; and Whereas, Mr. Kuipers’s experience to the 2014 and 2013 IPM will be beneficial to the Township of North Stormont; and Now therefore, be it resolved that Council of the Township of North Stormont appoints Mr.Terry Kuipers, Chief Building Official/By-law Enforcement Officer of the Town of Minto as Building Inspector for the Township of North Stormont from September 13 to September 27, 2015 at no costs; Be it also resolved that Council directs the administration to prepare a By-Law to that effect to be adopted at the September 1st, 2015 meeting.
