Lambeth and Southwark Council Cold Weather Alert Cascade 2014 Introduction Severe winter weather is associated with an increase in illness and injuries; cold weather increases the risk of heart attacks, strokes, lung illnesses, flu and other diseases and people also slip and fall in the snow and ice, sometimes suffering serious injuries. Older people, very young children and people with serious medical conditions are particularly vulnerable to the effects of cold weather. On average there are around 25,000 excess winter deaths each year in England. The Cold Weather Plan for England 2014 (Public Health England, 2014) describes the actions to be taken by all health and social care agencies to prepare for and respond to winter so as to protect the vulnerable in the event that cold temperatures and/or widespread ice and heavy snow occur. This document supports the London Boroughs of Lambeth and Southwark in their responsibilities around cold weather alerts and actions, and works alongside the CCG’s alert systems. It clarifies arrangements around: The alert cascade for cold weather alerts, and Actions to be taken at each level Further information on responsibilities, the effect of cold on health and detailed actions by level of cold weather alert are available in the Cold Weather Plan for England 2014: https://www.gov.uk/government/publications/cold-weather-plan-for-england-2014 Following the transfer of Director’s of Public Health into local authorities, DsPH now have a responsibility to assure themselves of various emergency preparedness and responses, including severe weather planning. This document has been agreed by various local authority stakeholders to document what the local authority role is during cold weather. Cold Weather Alert Levels Level 0 Level 1 Level 2 Level 3 Level 4 Long term Planning All year Winter preparedness and action programme 1 November – 31 March Severe winter weather is forecast – Alert and readiness Mean temperature of 2⁰C and/or widespread ice and heavy snow are predicted within 48 hours, with 60% confidence Response to severe winter weather – Sever weather action Severe winter weather is now occurring: mean temperature of 2⁰C or less and/or widespread ice and heavy snow Major incident – Emergency response Central government will declare a level 4 alert in the event of severe or prolonged cold weather affecting sectors other than health 1 Cascade Alert Met Office Alerts will be directly received by leads within the Public Health Department and Emergency Planning team during office hours, and they will forward alerts to key local leads for onward cascade, according to the Lambeth and Southwark cascade flowcharts below. These key local leads are responsible for ensuring the relevant information goes to staff in their areas and that actions are being undertaken as outlined in the guidance. Actions to be taken The actions to be taken at each cold weather alert level and by each staff group are clearly laid out in the Cold Weather Plan 2014 (see link above). There is specific guidance and action cards for: Provider organisations: health and social care (community services, hospitals, care homes and prisons) Frontline health and social care staff in community and institutions GPs and practice staff Commissioners (health and social care) and local authorities Voluntary and community sector The Cold Weather Plan contains key public health messages, a list of those people who may be vulnerable to cold weather plus actions to be taken at each level. Staff identified in the cascade should ensure that all relevant staff, provider teams and commissioned services receive the guidance and understand their responsibilities at each alert level. 2 Southwark Cold Weather Alert Cascade 2014_15 Alert cascade -
