Purpose of the report
To provide a report on environmental management activities in the following areas for the period
October 2012 to February 2013:
1. Progress against Development Plan targets
2. Environmental Management System Update
3. Processes and Procedures
4. Current waste data
5. Audits

Executive Summary:
Good progress is being made on the development plan targets with EcoCampus Gold being the key
achievement. There is still considerable work to be done within the Gold standard and this will need
to be taken into consideration when planning the timing of the Platinum audit. Following the launch of
the new policy, documented environmental standards have bow been produced and can be seen in
Appendix 1. The the HSE Committee are asked to approve this for general circulation. The
waste data is on track to achieve the required targets although it is very early in the year. Food
waste is a key issue and in response to the action from the last meeting a separate update paper on
progress for this task has been provided. There have been two environmental incidents of note both
of which were expediently dealt with.
Update on Activities:
1. Progress against Development Plan targets
The development plan for 2012/13 can be seen in Appendix 2 with commentary of progress
against each task. Of the eight key tasks three are complete, one is on hold and the rest are
progressing according to target. The item on hold is the review of SWMP’s as the legislation
pertaining to these is, it is believed, about to be removed. LU Facilities Management have
however already confirmed that we will still request these from contractors as a tender
contractual requirement rather than a legal requirement.
This development plan is in the process of being transferred into the balanced score card
format, now required for development plans within FM, and will be presented in this format at
the next committee meeting.
2. Environmental Management System (EMS) Update
Amy James has now finished in her post as EMS Assistant, as part of Jo Hasbury’s maternity
cover, having successfully helped us achieve EcoCampus Gold following the audit in
December. A reminder of the four phases of EcoCampus can be seen on the next page. On
Jo’s return (in March) we will be reviewing the EMS and agreeing a target date for Platinum

which will be audited for alongside ISO14001. In the meantime, and although the Gold level
has now been achieved, we will need to continue to develop and deliver on the training,
operational controls and emergency preparedness. Furthermore there will need to be a
significant improvement on communication to raise awareness of sustainability actions,
activities and responsibilities, particularly with certain staff groups, in light of the results
of the staff survey. To this end a programme of attendance at team meetings (mainly
within Campus Living at present) has been diarised.
Following the re-launch of the Environmental Policy after the last meeting we have now
drafted the Environmental Standards which provide further guidance on the standards
expected of the University, staff and students in all aspects of environmental sustainability as
well as responsibilities for specific aspects. The proposed Standards can be seen in
Appendix 1 and the HSE Committee are asked to approve this for general circulation.
3. Processes and Procedures
Although there has been progress in the
area of processes and procedures most of
this was pertaining to the EcoCampus Gold
work and therefore there will be a further
report on this area for the next meeting. In
the meantime here’s a picture of the new
internal bins which will shortly be seen on
campus.

4. Current waste data
The table in Appendix 3 details the waste data for the year to date. From this it can be seen
that:
 Recycling levels are up slightly overall (by about 2%)
 Waste to landfill is down by 5%
What isn’t identified in these figures is that:
 Onsite recycling on campus overall is down slightly
 Onsite recycling in halls is down quite significantly at present although there is a time
lag on the recycling data from Charnwood Borough Council at present so this is
expected to improve.
Food Waste: Further to minute 43.3 of the last HSE Committee meeting work has been
undertaken in this area and the accompanying Environmental Management Paper 1
– Food Waste details progress to date. The Committee are asked to note this
progress and structure which exists for students to feedback on the customer
experience.
5. Audits
As a result of the workload for EcoCampus Gold the planned audits for November to January
were not conducted and will be rescheduled. However before this occurs there will be further
consultation with the University Health and Safety Office to see where combined audits can
be undertaken to reduce the potential for audit overload on departments.
6. Legislation
The main legislative news is the announcement that Site Waste Management Plans
Legislation may be rescinded as part of the red tape challenge. However as already
indicated, LU Facilities Management have already confirmed that we will still request these
from contractors as a tender contractual requirement rather than a legal requirement.
7. Environmental Incidents
There have been two environmental incidents since the last meeting.
a) The Health & Safety department received an anonymous tip off of a reported conversation
between a tenant and a contractor pertaining to the discharge of a liquid down a surface
drain. This was immediately and expediently investigated and the tenant identified. A
discharge of water (200-300litres) was identified as having been made to an external
surface drain. As a result a clear communication has been made to all tenants reminding
them that there are to be no discharges to any external surface drain under any
circumstance without permission, whatever the liquid.
b) A vehicle grounded on a speed hump along the road leading passed the Cayley Gate and
as a result damaged it’s sump. An oil leak resulted but again was expediently dealt with
by Security and the FM Builders using absorbent granules and additional spill kit
materials. An external contractor was also brought onto site, both to clear the surface
drain and wash down the road removing all contaminated material from site.
8. Update from the Environment & Sustainability Sub Group & Environment Working
Group
There has been no meeting of this group since the last HSE Committee meeting due to the
review of the Sustainability Structure and Governance. As part of that review this group has
been merged with the Sustainability Strategic Forum and the new Group will be called the
Sustainability Sub Committee, the following diagram demonstrates the new structure which
was proposed. The highlighted section is progressing but the remaining two groups have yet
to be approved.

9. Training
My studies towards an MSc in Environmental Management are now complete and a result is
expected by Easter. Additional training has been undertaken on the EMS with both the
Sustainability Team and the FM Directorate. A detailed training programme was drafted for
the EcoCampus Gold audit and is now being developed further and implemented.
Unfortunately the scale of the excel spread sheet does not lend itself to inclusion in this report
but anyone wishing to see this can request to do so and I will be happy to present it / provide
that person with a copy.
10. Emissions & Discharges
No further progress has been made in this area.
Additional achievements:
 Work is underway to determine whether the existing waste contracts should be extended by a
year as would be allowed under the terms of the last tender or whether a new tender should
be issued.

Appendix 1:
Environmental Standards for:
Loughborough University
The University’s Environmental Policy sets out a commitment to implementing environmentally responsible
standards and practices, as part of an Environmental Management System (EMS). Its aim is to mitigate and
manage our impacts in a program of continuous environmental improvement. In support of the policy, the
following statement sets out the standards expected of the University, staff and students in all aspects of
environmental sustainability as well as responsibilities for specific aspects.
Across all aspects the University will:
 develop and communicate EMS Procedures which will enable staff and students to fulfill their
responsibilities under this standard
 seek to educate, communicate and provide training to enable staff and students to fulfill their
responsibilities under these standards
 ensure compliance with all relevant legislation, regulations, codes of practice and local or special
requirements, by ensuring communication of the requirements necessary to do so
 pursue opportunities for the exchange of initiatives and best practice within the local community, local
authority and other further and higher education institutions to enhance our efforts
