OVERVIEW
The Judicial Council of California is currently recruiting for a Senior Construction Inspector in its’ Judicial
Branch Capital Program. The Judicial Branch Capital Program has responsibility for business and
planning, design and construction, and risk management of the state’s courthouses. There is one position
and the incumbent will be located in Burbank or another location to be determined in the southern
California region.
The Senior Construction Inspector will perform technical construction inspections of architectural, civil,
structural, mechanical, electrical and plumbing elements during construction or alternation of judicial
branch building and facilities. The projects inspected by this position will primarily be facility modifications
in existing, operating court facilities. Some inspections may be performed after the work has been
completed depending on workload, inspection priority, and type of project. Additionally, this position may
monitor other inspectors and material testing laboratories performing work on Judicial Council facilities.
RESPONSIBILITIES
• Evaluates the need for inspections and material testing on construction and renovation
projects based on the contract documents, California Building Standards Code
requirements, and manufacturer’s instructions.
• Provides technical direction and oversight of contracted construction inspectors, special
inspection and material testing laboratories, State Fire Marshal inspections, and Board of
State and Community Corrections inspections as required for an assigned project.
Enforces inspection procedures as required.
• Performs inspections of assigned building construction projects to determine the quality
of workmanship and materials used to conform to the design plans and specifications, the
California Building Standards Code requirements, and manufacturer’s written installation
instructions.
• Studies project specifications and drawings to become familiar with projects prior to
inspection and ensure that supplement design direction is approved by appropriate
authorities prior to construction.
• Evaluates working conditions and recommends improvements in construction site safety
and health methods, practices, and procedures.
• Investigates accidents, or near miss events, involving building system failures and/or
construction means and methods to determine cause and origin of the event, and assist
in developing a code compliant scope of restoration work required.
• Responds and assists the Judicial Council staff with questions about California Building Standards
Code requirements and assigned projects’ Status.
QUALIFICATION
Minimum Qualifications:
Equivalent to possession of a Bachelor’s degree from an accredited college with coursework in
engineering or architecture is required as well as three years of experience as a licensed California
general contractor, building construction project lead/working supervisor or field superintendent,
architectural/engineering project field coordinator or inspector of facility construction for compliance with
building codes, plans, and specifications; qualifying experience must include one year of lead
experience.
Additional experience in technical inspection may be substituted for the required education on a
year-for-year basis.
Possession of a directly related postgraduate degree may substitute for one year of the required
experience (but not for the year of lead experience).
Required Licenses and Certifications:
A valid California Class C Driver License is required to perform the job-essential functions of the position,
and you must possess at least one of the following:
o
Valid certification from the International Code Council (ICC) in Commercial Building
Inspection.
o
Valid Class ‘A’ Hospital Inspector certification from the Office of Statewide Health Planning
and Development
o
Valid certification as a Class 1, Class 2, or Class 3 General Inspector by the Division of the
State Architect
o
Possession of a certificate in general building construction, inspection, or code
enforcement from the American Construction Inspector’s Association or other similar association or
regulatory governmental organization.
o
Current registration as an architect or engineer (civil, structural, mechanical, or electrical).
PREFERRED QUALIFICATIONS
Preferred qualifications include certifications:
•
By OSHPD as an “A” Licensed inspector or
•
By DSA as a Class 1 or Class 2 inspector or
•
By ICC as a Commercial Combination inspector.
Preferred experience is:
•
Five years as a full-time inspector on major projects or
•
Five years as a lead inspector
