Introduction and Project Overview
1.1
Introduction and Project Objective
AECOM has been commissioned by the City of Kingston to undertake a study of the Childers Street area for
future developments. The objective of this study is to assist Council to:
-
Understand the current conditions in terms of vehicles movements and activities in the area
-
Review current development proposals for the area and identify potential issues/ impacts
-
Consider the area in the context of proposed changes in central Mentone (refer Chapter 1.2)
-
Review current road layout/ operation; and
-
Provide recommendation based on maintaining residential amenity and providing access to potential new
developments.
1.2
Background
The City of Kingston has developed a Structure Plan for the Mentone Activity Centre. The Plan has been
developed to grow the area over the next two decades in a coordinated way, bringing together public and private
landowners and the community, to capitalise on new opportunities to transform the centre. Formally adopted by
Council in July 2011, the Structure Plan has two major objectives:
-
to create a new pedestrian-friendly heart in Mentone, and
-
to safely manage traffic congestion.
The current road network follows the same pattern since it was formed in 1928. In that time traffic levels and
movements have changed significantly. The Council is seeking to change the current network, and a fundamental
part of this is to change the area of Como Parade, and in particular the movements around the triangle junction of
Florence Street, Mentone Parade and Como Parade West.
To bring to fruition this plan there would need to be changes to movements for general traffic, public transport,
pedestrians and cyclists. The fundamental objective is to radically improve pedestrian amenity and safety within
the heart of Mentone by relocating vehicles away from the main pedestrian area. The impacts of these proposed
changes need to be understood and an appropriate network developed that meets the overall objectives without
unacceptable negative impacts on the movement of through traffic, and the operation and viability of the activity
centre.
As part of this review the Childers Street triangle on the eastern side of the rail line is also an important part of
central Mentone. The future use and operation of the town centre will need to consider Childers Street.

2.0
Existing Conditions
2.1
Introduction
This chapter outlines the current traffic and transport conditions in the area in the context of the proposed network
changes.
2.2
Childers Street Triangle
Childers Street Triangle is located on the eastern side of the rail track and bounded by Balcombe Road, the
Nepean Highway and Warrigal Road, shown in Figure 1.

The area contains a mix of uses whilst predominantly residential use, there are two schools, Mentone Primary,
and St Patricks Catholic Primary. Various commercial and retail premises located along Balcombe Road and
Warrigal Road. In addition, Station Street serves as an additional access to the Mentone Station car park which
has 500 car spaces.
Due to the traffic generated by the schools, a Part Time (8-9am and 3-4pm Monday to Friday) one way system
operates along Childers Street with vehicles only able to move in a westerly direction.

The streets are subject to a variety of parking restrictions, including no stopping, and part time restrictions to
support the school time traffic management plan.
2.3
Traffic Volumes
2.3.1
Survey Methodology
In order to understand the current pattern of traffic and transport movements in the Childers Street Triangle, an
Automatic Traffic Counters (ATC) were placed at the following locations:

Childers Street West (east of Station Street)
2)
Como Parade East ( south of Mitchell Street)
3)
Rogers Street South (south of Stawell Street)
4)
Childers Street East (west of Warrigal Road)
5)
Rogers Street North (south of Balcombe Road)
The location of these counters is shown schematically in Figure 3. These were on site from Saturday 30
November until Saturday 7 December 2013. The surveys collected data on vehicle classifications, speed and
volumes by direction.

Survey Results
During school drop-off (8:00 – 9:00 AM) and pick-up (3:00 – 4:00 PM) times, eastbound movements on Childers
Street are not permitted. As a result peak traffic movements are in the westbound direction and occur during
these school related peak periods, shown in Figure 4 and Figure 5. With the bans in place, only a small number of
vehicles travelled eastbound during the school related peaks.
The weekend traffic peak occurs around midday; however volumes are low in comparison to weekday volumes.

The daily traffic profiles of Rogers Street are shown in Figure 6 and Figure 7, and show that it carries lower traffic
volumes than Childers Street. Volumes are higher at the northern end of Rodgers Street, suggesting the preferred
access to the area is from Balcombe Road to the north.
The weekend traffic peak occurs around midday; however volumes are low in comparison to weekday volumes.

The daily traffic profile of Como Parade East is shown in Figure 8. The southbound peak in weekday traffic at
8:00AM indicates that Como Parade East is used as a rat run alternative to Balcombe Road in reaching Warragul
Road. It is during this period that Balcombe Road also experiences its peak traffic and queuing occurs from the
signals at Warrigal Road.
This also explains the weekend peak, which occurs around midday.

Clause 56.06 of Kingston Planning Scheme indicates that the road hierarchy to design and construct street
carriageways and verges so that the street geometry and traffic speeds provide an accessible and safe
neighbourhood street system for all users. The road hierarchy, traffic volumes and target speed limits are

The roads in this area are generally ranked as Access Place and Access Street – Level 1 where:

the road has minimum requirement of 5.5m wide carriageway with one hard standing verge parking space
per two lots; or
-
access place has a minimum requirement of 5.5m wide carriageway with parking on carriageway on one
side and appropriately signed.
The current traffic volumes on roads in this area are low and acceptable for areas predominantly residential and
school uses.
2.3.3
Vehicle Speeds
A summary of the vehicle speed results are shown in Table 4. The results show that on both Childers Street and
Rogers Street road users are adhering to the posted speed limits.
The results for Como Parade East however suggest that speeding occurs, with a third of vehicles travelling over
the 50km/h speed limit. Factors contributing to this could include the width of the roadway, the absence of any
traffic calming measures and absence of any development to the west of roadway due to the railway corridor.

Vehicle Classifications
Vehicles were classified according to the Austroads 12-bin vehicle classification system. These have been
summarised into the following broader class summaries:
-
Light Vehicles (Class 1-3)
Include cars, cars with trailer and two axle service vehicles.
-
Medium Vehicles (Class 4-6)
Includes all three axle trucks and buses
-
Heavy Vehicles (Class 7-12)
Includes all trucks with four axels or more
The results of the surveys are shown in Table 5, and are reflective of roads in a predominantly residential area.

Summary
The following conclusions can be drawn from the survey data:
-
The roads in this area are generally ranked as Access Place and Access Street – Level 1. The current
traffic volumes on roads in this area are low and acceptable for areas predominantly residential and school
uses.
-
The eastbound bans on Childers Street during school drop off and pick up times is adhered to well. Outside
of these peak periods traffic volumes are low in Childers Street.
-
Rogers Street carries lower volumes of traffic than Childers Street. Higher volumes at the northern end of
the road suggest that Balcombe Road to the north is the preferred access to the area.
-
When congestion occurs on Balcombe Road between the railway line and Warrigal Road, Como Parade
East would appear to used as a rat-run alternative to reach Warrigal Road.
-
For the most part, vehicles using the Childers Street area are adhering to the posted speed limit. The
exception to this is Como Parade East, in which a third of surveyed vehicles were exceeding the speed limit.
-
A vast majority of vehicles using the road network are light vehicles.
3.0
Car Parking
3.1.1
Current Parking Restrictions
A review of the current parking restrictions in the area has been undertaken and is summarised in Table 6. The
area generally:
-
has no parking restrictions in the residential area
-
short term parking (2 hour and ½ mins) along Balcombe Road
-
long term parking (4 hour and 8 hour) adjacent to schools and railway line; and
-
No Stopping at drop off and pick up times at schools or within close proximity to schools.

3.1.2
Car Parking Activity
A series of site observations have been made at different times of the day/year to understand the type of parking
that is taking place in the area. Parking surveys were not part of the scope of the project but the various site visits
have enabled an understanding of the parking activity to be developed. The site observations indicate that there
are five types of parking taking place:
-
Residential; associated with the properties in the area
-
School staff
-
Parents picking up/dropping off children
-
Local business staff
-
Commuters
These different types of parkers are using different streets in the area. This is summarised in the table below:

4.0
Recent Development, Planning Approvals and Potential
Traffic Impacts
A review of the current and approved planning applications located within and close to Childers Street Triangle
has been undertaken. This review is to identify the potential issues and impacts of the planning application to the
proposed development in Childers Street Triangle.
4.1
90 Nepean Highway, Mentone
The site is located approximately 100 metres north of Balcombe Road. VCAT has approved a planning permit for
the proposed development of the site with supporting Traffic Impact Report prepared by Ratio Consultants Pty Ltd
in March 2011. The proposal is to construct a four storey building comprising:
-
17 x one-bedroom dwellings
-
51 x two-bedroom dwellings
-
One x three-bedroom dwellings
-
A ground level retail tenancy with a total floor area of 81 sq. m; and
-
A total of 141 car spaces are proposed, with 71 car spaces located on ground level and 70 car spaces
located within two levels basement car park. Vehicle access to the car park is proposed via the existing
vehicle crossover on Collins Street.
4.2
33-35 Childers Street, Mentone
The site is located on the southern side of Balcombe Road. The site is currently under construction and has an
approved planning permit on 4 October 2010 to construct four residential building and a basement car park.
Vehicle access to the site is proposed via Childers Street to Warrigal Road. Right turn from the site onto Childers
Street is banned.
4.3
1-9 Balcombe Road and Part 33-35 Childers Street, Mentone
The site is located on the southern side of Balcombe Road. VCAT has approved the proposed development for
the site supporting with traffic impact assessment report prepared by Traffix Group Pty Ltd in May 2012. The
proposal is to construct a five storey building comprising:
-
56 x one-bedroom and two-bedroom dwellings
-
Three retail tenancies with a total of 163 sq. m floor area;
-
The provision of 80 car spaces within two levels basement car park accessed via the approved basement
ramp for 33-35 Childers Street, which has been designed to accommodate the additional traffic associated
with the above site.
4.4
Potential Impacts
The above mentioned three developments are proposed to have vehicle access via local Council roads that will
have access to Nepean Highway or Warrigal Road. Given that vehicle access is not directly to Childers Street
Triangle, the proposed developments are considered to have minimal traffic impacts to the proposed
developments for the area.
5.0
Options for New Developments
5.1
Land located in Business 1 to 3 and Mixed Use Zone
Various commercial and retail premises located along Balcombe Road and Warrigal Road. Balcombe Road and
Warrigal Road are classified as Primary State Arterial Roads under the care and management of VicRoads and
carry high volumes of traffic.

For a new development adjacent to a declared main road (Road Zone Category 1 and 2), it is recommended that
the number of vehicle access point to a declared main road be minimised to minimise the impact of the
development on surrounding road network. If the land is abutting a laneway/ right-of-way (ROW), vehicle access
to the site should be provided via the laneway/ ROW instead of a declared main road.
It is recommended that the occupants of the new developments and their visitors would not be eligible for parking
permits if in Council's judgement that:
-
There are extremely high levels of on-street parking demand exists in the immediate vicinity; and
-
The development provides reduced rates of parking and there is a higher than normal possibility of those
rates being exceeded by future occupants resulting in unacceptable levels of on-street parking; and/or
-
The size of the development is such that it will have the impact of magnifying any on-street car parking
problems.
Any redundant crossing(s) should be removed and the footpath, kerb and channel reinstated at the same time as
the construction of any new crossings(s).
5.2
Land located in Residential Zones
For new residential developments located in Childers Street Triangle, it is encouraged that vehicle access be
provided via a local road instead of a declared main road.
A minimal number of access points should be provided to ensure minimal impact to the number of on-street car
spaces. To ensure minimal impact to the number of on-street car spaces, minimum distance between crossovers
should be provide as follows:
-
7.8 metres apart to maintain at least one on-street car space at the frontage of the site; and
-
13.2 metres apart to maintain at least two on-street car spaces at the frontage of the site.
-
Any redundant crossing(s) should be removed and the footpath, kerb and channel reinstated at the same
time as the construction of any new crossings(s).
It is recommended that the occupants of the new developments and their visitors would not be eligible for parking
permits if in Council's judgement that:
-
There are extremely high levels of on-street parking demand exists in the immediate vicinity; and
-
The development provides reduced rates of parking and there is a higher than normal possibility of those
rates being exceeded by future occupants resulting in unacceptable levels of on-street parking; and/or

The size of the development is such that it will have the impact of magnifying any on-street car parking
problems.
6.0
Conclusion
Based on the considerations outlines in this report, it is concluded that:
-
The roads in this area are generally ranked as Access Place and Access Street – Level 1 where:

the road has minimum requirement of 5.5m wide carriageway with one hard standing verge parking
space per two lots; or

access place has a minimum requirement of 5.5m wide carriageway with parking on carriageway on
one side and appropriately signed.
The current traffic volumes on roads in this area are low and acceptable for areas predominantly residential
and school uses. In fact given the potential school traffic numbers it suggests good use of non-car access
to the school.

The eastbound bans on Childers Street during school drop off and pick up times is adhered to well. Outside
of these peak periods traffic volumes are low in Childers Street.

Rogers Street carries lower volumes of traffic than Childers Street. Higher volumes at the northern end of
the road suggest that Balcombe Road to the north is the preferred access to the area.

When congestion occurs on Balcombe Road between the railway line and Warrigal Road, Como Parade
East is used as a rat-run alternative to reach Warrigal Road. It may be appropriate to consider some traffic
calming measures on this road.
-
For the most part, vehicles using the Childers Street area are adhering to the posted speed limit. The
exception to this is Como Parade East, in which a third of surveyed vehicles were exceeding the speed limit.
-
A vast majority of vehicles using the road network are light vehicles.
The area generally:
-
has no parking restrictions in the residential area
-
short term parking (2 hour and ½ mins) along Balcombe Road
-
long term parking (4 hour and 8 hour) adjacent to schools and railway line; and
-
No Stopping at drop off and pick up times at schools or within close proximity to schools.
Based on site observations, it is noted that Childers Street and Rogers Street are used by school staff and
parents on the school run. Car parking on other roads was generally low and used by some commuters but
predominantly residential uses. Given other changes in the eastern part of the town centre it may be preferable to
encourage more commuter parking on Como Parade East than currently occurs.
The following sites located within and close to Childers Street Triangle have been reviewed:

90 Nepean Highway, Mentone

33-35 Childers Street, Mentone
-
1-9 Balcombe Road and Part 33-35 Childers Street, Mentone
The above mentioned three developments are proposed to have vehicle access via local Council roads that will
have access to Nepean Highway or Warrigal Road. Given that vehicle access is not directly to Childers Street
Triangle, the proposed developments are considered to have minimal traffic impacts to the proposed
developments for the area.
For any new developments in this area, it is recommended that vehicle access be provided via a local road
instead of a declared main road. The number of vehicle access point to a declared main road be minimised to
minimise the impact of the development on surrounding road network.
The current traffic volumes on roads in this area are low and acceptable for areas predominantly residential and
school uses.
It is therefore concluded that additional traffic as a result of any new developments in this area would have low to
modest increase in traffic and would have no significant adverse impact on the safety or operation of the
surrounding road network.
