INTRODUCTION The Independent State of Papua New Guinea and its people welcomes all APEC member economies and participants to the 48th Energy Working Group Meeting to be held in Port Moresby, at the Gateway Hotel from the 17-22 November 2014. The Papua New Guinea APEC Team on the Energy Working Group is tasked to commence all preparations towards hosting this meeting and ensuring that all delegates are provided with the relevant programs and activities that will fulfill the purpose of this meeting whist enjoying their stay with us here in Port Moresby. This Administrative Circular provides information and details on the administrative arrangements of the meeting including logistics and other necessary requirements that officials will require for the attendance of the meeting. Amendments to the circular if any will be conveyed to the participants through emails, information booth at the meeting venue and also distributed during the meetings. MEETING VENUE FACILITIES The information desks are located in front of the meeting room at the Crowne Plaza, Ela Beach, Gateway and Grand Papua and open from 08.00 to 18.00 on 17-22 November 2014. The information desk personnel are available to provide general meeting information, also general inquiries regarding visitors to Port Moresby information and guidebooks are also available upon request. 7. IMMIGRATION AND VISA REQUIREMENTS All participants entering Papua New Guinea are required to possess a passport valid for six months or more from the date of arrival and a return airline ticket. APEC delegates that have APEC issued Cards can use for entry. Delegates are required to apply for visas at the Papua New Guinea Mission in their economy or go to a third country where the PNG Mission is located to obtain your visa. All participants are required to provide a copy of their Passport Bio Page Data and passport size photo and a completed Business Visa application form. Use the Immigration website: www.immigration.gov.pg to upload application forms. Uplift letters will be issued to participants by the PNG Immigration Services which will be forwarded to the participants. Ensure that uplift letter is in their possession during travel. Economies that do not have Papua New Guinea Missions will be issued Business Visa on arrival, therefore needs to be in possession of the uplift letter that will be presented to the airlines for uplift. The Visa Category recommended for participants to apply for, is the Business Visa which is K500 for Single Entry and K1000 for multiple Entries for Private Passport holders. Holders of Official Passports are exempted from paying visa fees. Visa on Arrival Facility (VOA) The following Economies are eligible for Visa on arrival. For the convenience of airport pick-up, information of arrival and departure date, flight number, and number of participants are required to state clearly on the registration form. There are also Courtesy shuttle Buses available from the designated hotels free of charge to and from hotels. We do not encourage participants to catch a taxi to the hotels but use only the recommended transport means. Shuttle Buses will be provided for the four accredited Hotels for delegates to go to and from the meeting venue from the 17th- 22nd November. DRESS ATTIRE The dress code for meeting will be tropical formal (No tie). ECONOMIC INFORMATION 10.1 Port Moresby Port Moresby is the capital city of Papua New Guinea (PNG). It is located on the shores of the Gulf of Papua, on the south-eastern coast of the Papuan Peninsula of the island of New Guinea, which made it a prime objective for conquest by the Imperial Japanese forces during 1942–43 in World War II, as a staging point and air base to cut off Australia from Southeast Asia and the Americas. As of 2009 it has a population of 307,643, giving it an annual growth rate of 2.1% over a nine-year period. The place where the city was founded has been inhabited by the Motu-Koitabu people for centuries. The first European to see it was Captain John Moresby in 1873. It was named in honour of his father, Admiral Sir Fairfax Moresby. Although Port Moresby is surrounded by Central Province, of which it is also the capital, it is not part of that province, but forms the National Capital District. 10.2 10.3 Currency and Banking Services The PNG Kina (k) is currently valued at about US$1.00 equals K2.43. There are currency exchange facilities available at the airport and the commercials bank. Delegates should do money change at the Airport as there are no currency exchange services available at the hotels. Banking Services include Bank South Pacific, the national Bank of PNG, ANZ and Westpac being the major banks available. Western Money Transfer and telegraphic transfers are available Climate Port Moresby, the host city is relatively warm, with the temperature range hovering between 32 degrees Celsius and temperature falls to 23 degrees Celsius in the evening. Port Moresby differs from most of PNG in that it is located in a ‘rain shadow’ and is consequently much less humid. There are two main seasons in Port Moresby: wet and dry. The wet season is between December and April with February being the wettest month. The dry season starts roughly from April to October or November. 10.4 Electricity Supply Papua New Guinea’s power supply is 240 volts, 50Hz 1, 3 phases, 2, 4 wires. The Australian three-prong plugs are the most common. 10.5 Postal Service Postal services could be obtained through post offices across Port Moresby. Other international postal and courier services, Fedax, DHL,TNT etc are available. 10.6 Time Papua New Guinea has one time zone, which is the same as Australian Eastern Standard Time. 10 hours ahead of UTC/GMT 10.7 Communications Internet access through hi-speed Wi-Fi is available at the accredited hotels free of charge for delegates to use. However, check with the hotels for the internet cable connections if costs are associated with usage. 10.8 Tourism Information on Port Moresby tourism could be easily found over the internet. However, it is recommended to access the official PNG Tourism Authority website: www.pngtourism.org.pgwhere you can be able to find a lot of useful information about Port Moresby. 10.9 Getting around Port Moresby Port Moresby is a small place of which public transportation of Buses and taxi’s are available. Most taxis do not have taxi meters therefore charges can be higher. 10.10 Language The official languages in PNG, English and Tokpisin, although there are more than 800 different indigenous languages spoken throughout the country. Tokpisin is a creole language spoken throughout Papua New Guinea. It is the most widely used language in that country.Tok Pisin (mixture of German, Malay, Portugese and English) is the most popular in most hotels, restaurants, and many shops in and around Port Moresby. Because of tok pisin, many Papua New Guineans are able to understand English when spoken to. 10.11 Other Expenses All expenses including hotel accommodation, meals not stated in the program, and incidental charges will be covered by the delegate, who will also be responsible for any no-show or cancellation charges. 11. Site Visit There is a site Visit for Delegates to the Liquefied Natural Gas Plant and Nappa Nappa Refinery scheduled for the 20th November 2018. This is to be confirmed. 13.
