In the Northern hemisphere if the wind is blowing South then the water near the surface is heading West. If the wind is blowing North then the water near and at the surface is heading East. 2. In order for there to be down welling on the Eastern coast of the US the wing needs to be moving South. In order for there to be upwelling the wind needs to be traveling North. 3. With the winds blowing from North to South in the summer there will be a cold upwelling in California. In the winter when the wind is blowing from South to North there will be a warm down welling. 4. The cooling of the atmosphere will happen when the water is colder. This happens in the summer when a cold upwelling occurs. So heavy fog should be expected during the summer. 5. In the Southern hemisphere when the wind travels from South to North the surface water travels West. When the wind travels North to South the surface water travels East. The directions that the surface water travels are opposite in the Northern and Southern hemispheres. 6. Both of these location are located in the Northern hemisphere so when one has an upwelling the other will experience a down welling. When the wind is traveling from North to South an upwelling will occur in Africa and a down welling off the coast of the US. When the wind blows from South to North an upwelling will occur in the US and a down welling in Africa.
