Summary. The paper considers the procedures for dealing with debtors in the UN specialized agencies. Considering the importance of the International Telecommunication

Union (the oldest specialized agency of the UN) for development of infocommunication technologies in the Russian Federation, the paper justifies necessary reviewing the outdated procedures for dealing with debtors, and offers proposals on their updating and associated amendments to the Union regulations.

Summary. The paper contains the results of studies on the applicability of artificial neural networks and Gaussian Mixtures Model under the task of language identification for audio messages. Mel-Frequency Cepstral Coefficients (MFCC) are used as acoustic parameters of the speech signal. As a conclusion, the paper finds it necessary to combine the methods of language identification when using a two-step procedure to identify the language for small-range devices to provide unlicensed use of equipment of standards

802.11ac and 802.11ad in the Russian Federation.

Summary. The paper reviews the works of foreign authors in the field of language identification for audio messages based on acoustic, lexical and prosodic approaches.

This review covers the articles issued in the period from early 90s of the 20th century to

10s of the 21st century. The results of studies have been analyzed making conclusions on development opportunities for automatic language identification systems of audio messages.

LF/MF GROUND-WAVE PROPAGATION IN THE SUBARCTIC REGION

Summary: The paper provides results of experimental researches for LF and MF radio links with ground waves operated in permafrost conditions. Field strength was measured for vertically and horizontally polarized signals on land and sea routes. Performance efficiency of transmit-and-receive antennas of different configurations was evaluated.

The paper gives recommendations to increase the reliability of radio link performance in the North.

SIMULATION MODELING OF RADIO WAVE PROPAGATION IN RADIOLINKS

OF 4G MOBILE NETWORKS WITH SPATIAL SIGNAL PROCESSING

Summary: The paper analyses the possibility to use techniques of simulation modelling for the process of radio wave propagation in mobile communication networks with spatial processing of 3GPP TR 25.996 signals, aiming at positioning radio emission sources in LTE networks. Additional software modules are proposed, which combine several beams for a circular array of radio receiver.
