REQUEST FOR EXPRESSIONS OF INTEREST - CONSULTING SERVICES Institution: Country: Project: Sector: Abstract: Grant No.: Contract/Bid No.: Deadline: Inter-American Development Bank Caribbean Region Caribbean Hotel Energy Efficiency and Renewable Energy Action – Advanced Programme Energy The Consultancy will finance a series of studies and activities that encourage the implementation of energy efficiency (EE) practices, micro generation (MG) with renewable energy (RE) and the bundling of Carbon Emission Reductions from Hotel Industry into one single package (Programme of Activities (POA) within the Caribbean hotel sector. ATN/OC-12926-RG CHENACT-AP/01 03.08.2013 The Caribbean Tourism Organization (CTO), through and with the Technical and Operational support of the Caribbean Hotel and Tourism Association (CHTA) and the Caribbean Alliance for Sustainable Tourism (CAST) has received financing from the Inter-American Development Bank (IDB), and it intends to apply part of the proceeds to payments for consulting services. The consulting services (“the Services”) will include: (i) (ii) (iii) (iv) (v) (vi) (vii) (viii) (ix) Performance of energy audits and Ozone Depleting Substances (ODS) elimination audits in selected hotels in Jamaica, The Bahamas and other Caribbean Countries, on the basis of the criteria and EE audit protocol that was developed for Barbados in CHENACT´s first phase, including the likelihood of RE self-generation options and power sell/purchase to the grid; Development of a Baseline and a Monitoring Reporting and Verification (MRV) Plan to monitor the energy savings and CO2 emission reductions of the Hotels which were analyzed in (i); Preparation of a study to analyze existing financial instruments and/or to determine the size and governance of new instruments, including recommendations regarding the potential entities that could manage the new instruments (e.g. replicability of the Barbados Smart Fund in each country); Based on the Energy and ODS Audits developed in (i) preparation of financial proposals to access the financing instruments identified in (iii); Support the preparation of policy and legislation in EE for the hotel sector in Jamaica, The Bahamas and other Caribbean countries; Design, develop and oversee the implementation of pilot/demonstration program(s) in Jamaica and The Bahamas and/or other Caribbean countries; Development of an Institutional Plan for the Stakeholders of the CHENACT-AP Programme and support capacity building through training and workshops; Development of a PoA for the implementation of EE and RE in the Caribbean Hotel Industry, which will bundle the potential CERs (Carbon Emission Reductions) of the Caribbean Hotel industry into a single CDM-PoA-DD (Clean Development Mechanism Programme of Activities - Design Document) and; Development of a RE and EE NAMA for each of the countries involved in the Programme which will lead into the further development of a Regional Appropriate Mitigation Action (RAMA ) for the Hotel Sector in the Caribbean. The Caribbean Tourism Organization (CTO), with the Technical and Operational support of the Caribbean Hotel and Tourism Association (CHTA) and the Caribbean Alliance for Sustainable Tourism (CAST) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. Short lists shall comprise six firms with a wide geographic spread, with no more than two firms from any one country. Consultants will be selected in accordance with the procedures set out in the Inter-American Development Bank: Policies for the Selection and Contracting of Consultants financed by the Inter-American Development Bank GN-2350-9 and is open to all eligible bidders as defined in the policies. For the purpose of establishing the short list, the nationality of a firm is that of the country in which it is legally incorporated.
