Mueller Park Junior High Community Council Meeting November 4, 2013 6:45 A.M. – 7:30 A.M. Office Conference Room Minutes Attendance: John Tobin, Kevin Poff, Claire Chilton, Jaime VandeMerwe, Woody Short, Robyn Kremer, Rick Miller, Deanne Kapetanov, Vicky Bingham, Amy Nydegger, Elna Gentry Excused: Angela Howard, Joni Walker, Chris Doherty, Lillian Hernandez, Holly Kerr Welcome by Mr. Tobin (Community Council Chair) Approval of minutes: The meeting notes from October 7 were approved. Robyn Kremer motioned for the approval with the second from Woody Short. Community Council Bylaws: - Kevin Poff asked about the rotation of the faculty representatives. Mr. Tobin said that the faculty reps will serve a 2 year term. Each year a faculty member will be replaced. A vote will be taken at the end of the year to replace one or two faculty spots. Robyn Kremer motioned for approval with the second from Woody Short. - Bylaws can be changed at any time. Mr. Tobin said that if anyone has any questions or concerns about the bylaws to let him know and he’ll bring it up to the Council. - Boulton School area doesn’t have a representative on the Council. Amy Nydegger contacted Allise Kamauu to represent the Boulton community. A motion to approve Allise Kamauu as a Community Council member was motioned for approval by Kevin Poff with a second from Elna Gentry. - Community Council training attestation: Mr. Tobin reviewed the rules for Community Councils: Open and public meetings: Every Community Council meeting is open to the public. Community Council meeting notes must be posted at least one week prior to a Community Council meeting. Community Council member’s names and contact information must be posted in the school office and on the school website. A summary of Community Council expenses from previous year must be posted on the school website. Mrs. Kapetanov said that she has to go onto the state’s website to attest that all members have been trained. She also has to post how the monies have been spent by Nov. 15. Purpose and Distribution of Funds: Mr. Tobin said that each Community Council must have a LAND Trust Funds (Learning and Nurturing Development). Mrs. Kapetanov presented a form from a recent training with Logan Toone (Davis School District) with the appropriate expenditures for LAND Trusts money. School Improvement Plan: Annually the Board needs to go over the school achievement data and devise a plan to address the results. Community council members will also look at the Professional Development schedule for the faculty. Principal’s Report: - Earning for Education video: Mrs. Kapetanov showed a video reviewing the LAND Trusts in Utah providing monies for Utah schools. - Student Achievement Data: Community Council members will use student achievement data when deciding how to allocate LAND Trust monies. You may view the Enrollment and Demographic report and the Student Achievement Data for MPJH by going to: Accessing USOE”s Enrollment and Demographic Reports o www.schools.utah.gov o UCAS and School Grades, then type in your school o LEA – Local Education Agent (normally the Administration at your school) but on this report it means the District. Mrs. Kapetanov said that we’re actually looking at last year’s data and then using that data to plan for next year’s students. There’s a two year gap between the data and the monies actually being spent. Accessing USOE’s Academic (UCAS) Reports: Mrs. Kapetanov said that UCAS is a better way to access a school over the recent school grading system (educators don’t like the lack of data used in the school grading system). o The UCAS report shows a lot of things we can work on as a school. Community Council needs to be aware of school achievement data in order to know what areas we need to approve and how we can allocate LAND trusts funds. Overall, MPJH scored 452 out of 600 points on the UCAS report. Mrs. Kapetanov said that on Friday, November 8th at 2:00 P.M. during Professional Development, Logan Toone will address the faculty about the UCAS scores. Community Council members are invited to attend. o MPJH also scored 261 out of 300 points for growth. There was a 92 proficient rate in Language Arts, 81 % in Math, 82 % in Science and 95% on the Direct Writing Assessment. Mrs. Kapetanov said that a Computer Lab was assigned for the Math department. With the new Common Core, math students are required to be in the computer lab more. By looking at the achievement data, it showed that Math would benefit from more computer time. Robyn Kremer looked into Apple and found that IPADs are donated to schools through a grant system. LAND Trust monies can also be directed towards technology. Amy Nydegger suggested finding a matching grant. Mrs. Kapetanov said that the Orchestra department was in need of instruments. Ms. Petersen wrote a grant for $500.00. Mrs. Kapetanov was made aware of a matching grant, so she submitted an innovative matching grant for $1500.00. After the grant was matched, the Orchestra department has $3000.00 to use for new instruments. Amy Nedegger will research the Apple site looking for grant opportunities. She also will work with Mrs. Kapetanov on writing a grant for technology. o Mrs. Kapetanov reported that MPJH’s achievement growth was stagnant (all students should be moving students up). The below proficiency group scored a - 42 median growth percentile. We’ve made some good steps however; new teachers, cleaned out old chemicals in the Science department, Mrs. Deru has received another grant for science equipment and Mrs. Kapetanov submitted a report for the upcoming bond requesting all new Science labs. UCAS won’t show individual student names or teacher scores. Mr. Poff wondered how they consider the changing population. Mrs. Kapetanov said they’re looking at student growth; it’s looking at one student’s growth compared to another like student with the same scores last year. UCAS compares our student’s individual improvement while looking at how they scored last year and comparing to similar demographics. Community Council Training update: Mrs. Kapetanov reported. Community Council Chair Breakout session: Chair has responsibilities listed online. Create a yearly timeline – When a yearly timeline is created it eliminates frustration and anxiety of compliance. Subcommittees may also be created. A timeline should look at needs to be done when, and then a subcommittee can look at the data and research their area of concern. Agenda – next to the item on the agenda, the Community Council member discussing that item should be listed. Minutes must be kept for 3 years The Chair should move the agenda along and encourage participation by all members. Community Council Cone Meeting: Mrs. Kapetanov liked the idea of bringing Community Council chairs together within a Cone to discuss what they are doing and where their Councils are moving. Robyn Kremer volunteered to work on a timeline for MPJH’s Community Council. She will work with Mrs. Kapetanov. PTO Update: Jaime VandeMerwe reported. - Reality Town, Nov. 20 – The PTO is still looking for volunteers - Box Tops Contest is starting today – PTO will go into Advisory classes to kick off the Box Tops contest. Krista Smith is in charge of Box Tops this school year. Counseling: Claire Chilton reported. - The Counseling Center has been a busy place this past month. - The Counselors have taught the five required CTE lessons to 7 th grade students. - Counselors set a goal to meet with all 7th grade students before their individual SEOP/CCR conference in Nov/Dec. They are just about done with the goal. - 7th Grade SEOP/CCR conferences will go from Nov. 13 to Dec. 13. The state requires that all students have an individual conference with a parent/guardian and their Counselor. They are busy scheduling the upcoming conferences. - Counselors are busy getting ready for their Interim Review on Nov. 12 th. Every three years, Comprehensive Counseling and Guidance Programs must be reviewed by either the District of the State. - Counselors have completed application and resume lessons with all 8th grade students in preparation for Reality Town on Nov. 20. Future meeting dates and time – Community Council members discussed whether to change the date and time of upcoming Community Council meetings. It was decided that 6:45 A.M. was the best time and that Monday is still the best day. Mr. Tobin will send out reminders to all Community Council members the Friday before.
