Faculty Assembly Minutes for October 21, 2014
The meeting was brought to order at 11:09.
Present: Bill Chapin, Chair, Lakeisha Harris, Chair Elect, Joseph Bree, Parliamentarian, Donna Satterlee,
Secretary
Approval of the minutes: Mark Williams, Second: Todd Matthews. Voted and Approved
Guest speaker: Betty Fosque, benefits coordinator, x-6403 She has an open door policy.
 Open enrollment will end on Nov. 14 and is currently open.
 All the changes stem from a vetting process through public works which determine changes and
time frames.
 The IVR system will be overwhelmed if everyone entered their data, so hopefully next year it will
be an electronic system.
 Contact your doctor or check on line for vendors to determine if your doctors are on the new
plan.
 Wellness activities? RETIRED people over 65 do not need to be concerned with wellness
program.
There will be no activities on campus. They are incorporated with vendors- weight loss, nutrition
education, smoking cessation. The information will not be shared with the University.
 Health care vendors already have activities in place, and we should be more proactive in health.
 New assessments – cost is already incorporated. It is your primary care doctor who has to take
the assessments.
 Print assessment from online- take to primary care doctor, and they will go over it.
 Who is proactive in this cause?
If we have a chronic health care problem and we do not agree with the decision, there is an appeal
process. Only completion of assessment will be tallied.
This process begins January 1. We have until October to comply. The fees will not be imposed until
2016. The state is asking that we utilize the benefits through health care plan. They are offering it as an
incentive for people to take care of their health. Mental health and physical health is separate for one
vendor, combined for the other.
 Are part-time faculty eligible? There is a possibility of adjunct faculty working at least 30 hours
a week, (3 classes) will have a partial subsidy. Go see Betty Fosque to find out. Letters will go
out in about a week and a week and a half for those who are eligible.
 It is 80% for full time employee.
Faculty assembly committees: Representatives need to choose a committee. If you are not a
representative, you can still be on committees.
Reminder!! Next spring, before we go home, we will start the process of getting the list of names for
the representatives instead of waiting for the new term.
Faculty representation in the UMES Senate: We need to encourage the senate to change the
constitution to state that the number of senators equals the number of departments, rather than a
specific number of senators. Dan Seaton moved. Mollett seconded. The motion passed.
This needs to be done eventually, and it will take time. We need to have a champion in the Senate to
make this happen. It will be an amendment to the constitution.
“The UMES Faculty Assembly recommends to the UMES Senate that they modify the Senate
Constitution to set the number of faculty representatives to the Senate to be equal to the number of
academic departments on the campus, instead of leaving it at a fixed numerical value, thus allowing for
automatic adjustment as the campus grows and changes.”
Chapin Moved. Mollett made the second. Motion passed.
Policy on Sexual Harassment: We need a policy that is very good. When the policy gets written, please
send the policy around early, so that people have time to review before approving.
No knowledge or rumors of early retirement policies
Chair of Senate: Lombusa Khoza
Senate chairs meeting: Share governance, faculty and staff involved. All need to be involved.
Tenure and promotion remuneration: UMES and one other institution do not give a raise when changed
from assistant to associate professor.
The Chancellor came to say goodbye.
Committee is looking into “selection of department chair and time of service”.
Business of overloads: No new information and it is still a problem. Faculty affairs committee should
put in a recommendation.
Robert Johnson is the UMES representative for NCAA. They are concerned about academic integrity and
student affairs.
The annual progress report is due November 10th and November 10 is the registration priority for
student athletes and seniors. They have to complete 20% of requirements towards a degree each year.
There are concerns about being notified of student athlete travel and excused absences: contact Robert
Johnson. We can develop syllabi accordingly. If you have student discipline problems, please contact
Robert Johnson. Departments are responsible for advising the student athletes.
We need to be aware that the new building will impact schedule where it is not possible to get from one
place to another within the 10 minutes given between classes.
Faculty Assembly Treasurer: Dean Cooledge has volunteered.
Dan Seaton moved to support his candidacy.
Michel Demanche made the second.
Next meeting is on the Third Tuesday of next Month (November)

There is a possibility of a combined meeting on December 8th.
