Mutual Self Help Program Manager Accountable to:

Status: Regular, Full-Time, non-exempt

Primary Objective of Position: The Construction Superintendent position is responsible for all supervision and training of the Mutual Self-Help group participants in the start to finish construction of their homes.

Essential Functions: Responsibilities include coordinating all group construction activities, contractor schedules and delivery of all materials. Construction Superintendent will provide technical assistance to group participants and volunteers. Construction Superintendent is responsible for jobsite cleanliness and group safety. Construction Superintendent will ensure all homes are built to all applicable federal, state and local codes, and schedule all required inspections. Construction Superintendent will inventory and maintain all tools and equipment in safe working condition. Construction Superintendent will motivate group participants and volunteers to obtain maximum production, while being sensitive to individual needs and their ability to contribute.

Tasks:

CONSTRUCTION MANAGEMENT

Works with Program Manager to ensure design plans are complete and incorporate changes as necessary.

Develops and submits site plans necessary for all permits and appraisal packages.

Ensures homes are built to meet city and state code requirements.

Coordinate family construction projects, delivery of materials, and sub contractor’s schedules to ensure the efficiency of manpower and materials in the construction of homes following the

Mutual Self-Help construction method. Responsible for timely construction progress.

Provide technical assistance and training as required for home builders and volunteers.

Monitor sub contractors for quality and completion of work; authorize final payment.

Supervise the construction site to maximize safe working conditions. Responsible for designing and implementing a safety program for safety on the job site, teaching tool-use safety and adherence to OSHA requirements.

Visually inspect homes and properties, evaluate the work of the family groups and subcontractors.

Maintains a fair, impartial, friendly and productive working relationship with each family.

Comply with and enforce the homeowner group participant manual policies.

Responsible for timely construction progress in accordance with the 523 Grant cycle.

Provides necessary tools and equipment; inventories tools; keeps tools in good safe working condition, reports any tool and equipment loss to the SH Program Manager.

Supervises and mentors Assistant Construction Superintendent.

Communicates effectively with all office staff.

Coordinates with Self-Help Accountant and Program Manager for monthly accounting, tracking, and analysis of each building home budget.

Monitors and is accountable to the expense control of the cost of tools for the construction site.

Acts in a respectful and professional manner at all times.

Leads by example the implementation of the Group Agreement of the Self Help Housing

Program.

CONSTRUCTION ADMINISTRATION

Must become knowledgeable about USDA/RD’s Section 523 and Section 502 programs and policies.

Communicate effectively both orally and in writing. Monitors and tracks equivalent Units in coordination with Program Manager maintaining accurate written records.

Prepares or modifies house plans, specifications, and cost estimates in tandem with the

Program Manager, and adheres to RD change order requirements as needed.

Keeps all aspects of construction in compliance with applicable regulations, standards, and codes.

OTHER DUTIES

As requested by colleagues and manager.

Participate in planning, training and board meetings as requested.

Knowledge, Skills, and Other Characteristics:

High School diploma or G.E.D. equivalent

Five years of demonstrated knowledge and hands on experience in all phases of new home construction including but not limited to: layout, grading, framing, roofing, foundations, plumbing, electrical, interior finish, cabinet install, painting, exterior siding, soffit and fascia.

Basic computer skills

Excellent time management skills

Valid MT driver’s license and reliable insured transportation.

Experience in Mutual Self-Help Housing program and experience in training/teaching

AA in construction technology or related subjects is preferred.

Working weekends and evenings will be required.

Must have knowledge of local building codes, estimating, reading blue prints.

Position requires strong interpersonal and communication skills, strong organizational skills, and precise record keeping.
