Ted von Glahn INDEPENDENT CONSULTANT Ted von Glahn consults for purchasers, health plans, information vendors, health exchanges, and others on decision support services, quality measurement, and consumer information. For the last 15 years, Mr. von Glahn has managed a number of performance initiatives to measure and report health plan, medical group and physician quality. And, he has developed consumer decision support software and led multiple efforts to evaluate consumer aids to choose health plans, providers and medical services. Currently, von Glahn supports Covered California and Connect for Health Colorado, two state health insurance marketplaces – he is assisting California in creating its Quality Rating System and Colorado in its consumer decision support services. As a consultant to the California Department of Insurance, he wrote the business requirements and contract terms for consumer price transparency services. Current work includes strategic planning for Consumer Reports, developing and implementing health plan choice decision support solutions, and evaluating the Veterans Health Administration’s performance information dashboard. Mr. von Glahn is a former Senior Director of the Pacific Business Group on Health (PBGH), where he directed the development and operation of information services to measure and report the quality and cost of health care providers, health plans, and other health services. He oversaw efforts to collect, score, and use health plan and provider performance information through the California Physician Performance Initiative. For more than a decade, he lead the California patient experience measurement and reporting work to report on the performance of 180 medical groups statewide. Mr. von Glahn also led a team that developed scoring methodology for the Federal Exchange Quality Rating System. Prior to joining PBGH, von Glahn was Senior Vice President of Business Applications at FACCT, the Foundation for Accountability in Portland, OR. There he directed healthcare measurement initiatives and the development of health care information tools for consumer decision-making. Earlier he served as Chief Operating Officer at Providence Health Plans, Executive Director, CareMark Health Plan and worked as a legislative aide in the U.S. Congress. His current advisory roles include serving on the CMS Quality Ratings System TEP and the Physician Compare TEP. Mr. von Glahn received his bachelor's degree from Connecticut College and his master's degree in health policy and management from Harvard University's School of Public Health.
