World Radiocommunication Conference (WRC-12) Geneva, 23 January - 17 February 2012 PLENARY MEETING Document 5(Add.26)-E 17 November 2011 Original: English EUROPEAN COMMON PROPOSALS FOR THE WORK OF THE CONFERENCE PART 26 Agenda item 2 2 to examine the revised ITU-R Recommendations incorporated by reference in the Radio Regulations communicated by the Radiocommunication Assembly, in accordance with Resolution 28 (Rev.WRC-03), and to decide whether or not to update the corresponding references in the Radio Regulations, in accordance with principles contained in Annex 1 to Resolution 27 (Rev.WRC-07); Introduction Agenda Item 2 is a standing WRC agenda item which aims at examining the revised ITU-R Recommendations incorporated by reference in the Radio Regulations. Additionally Agenda Item 2 covers also situations where an ITU-R Recommendation is cited using mandatory text in the resolves of a WRC Resolution, which is itself cited using mandatory text in a footnote or a provision of the Radio Regulations and any actions necessary to clarify the status of ambiguous references to ITU-R Recommendations generally. Europe identified two issues under this agenda item: Issue A: Proposal to update Resolution 27 (Rev. WRC-07) in order to include a list of crossreferences in RR Vol. IV. Issue B: Proposals regarding possible updates of references of ITU-R Recommendations. 2 CMR12/5(Add.26)-E Issue A: List of cross-references MOD EUR/5A26/1 RESOLUTION 27 (Rev.WRC-12) USE OF INCORPORATION BY REFERENCE IN THE RADIO REGULATIONS The World Radiocommunication Conference (Geneva, 2012), considering a) that the principles of incorporation by reference were adopted by WRC-95 and revised by subsequent conferences (see Annexes 1 and 2 to this Resolution); b) that there are provisions in the Radio Regulations containing references which fail to distinguish adequately whether the status of the referenced text is mandatory or non-mandatory, noting that references to Resolutions or Recommendations of a world radiocommunication conference (WRC) require no special procedures, and are acceptable for consideration, since such texts will have been agreed by a WRC, resolves 1 that for the purposes of the Radio Regulations, the term “incorporation by reference” shall only apply to those references intended to be mandatory; 2 that when considering the introduction of new cases of incorporation by reference, such incorporation shall be kept to a minimum and made by applying the following criteria: – only texts which are relevant to a specific WRC agenda item may be considered; – the correct method of reference shall be determined on the basis of the principles set out in Annex 1 to this Resolution; – the guidance contained in Annex 2 to this Resolution shall be applied in order to ensure that the correct method of reference for the intended purpose is employed; 3 that the procedure described in Annex 3 to this Resolution shall be applied for approving the incorporation by reference of ITU-R Recommendations or parts thereof; 4 that existing references to ITU-R Recommendations shall be reviewed to clarify whether the reference is mandatory or non-mandatory in accordance with Annex 2 to this Resolution; 5 that ITU-R Recommendations, or parts thereof, incorporated by reference at the conclusion of each WRC, and a cross-reference list of the regulatory provisions, including footnotes and Resolutions, incorporating such ITU-R Recommendations, shall be collated and published in a volume of the Radio Regulations (see Annex 3 to this Resolution), instructs the Director of the Radiocommunication Bureau 1 to bring this Resolution to the attention of the Radiocommunication Assembly and the ITU-R Study Groups; 3 CMR12/5(Add.26)-E 2 to identify the provisions and footnotes of the Radio Regulations containing references to ITU-R Recommendations and make suggestions on any further action to the second session of the Conference Preparatory Meeting (CPM) for its consideration, as well as for inclusion in the Director’s Report to the next WRC; 3 to identify the provisions and footnotes of the Radio Regulations containing references to WRC Resolutions that contain references to ITU-R Recommendations, and make suggestions on any further action to the second session of the Conference Preparatory Meeting (CPM) for its consideration, as well as for inclusion in the Director’s Report to the next WRC, invites administrations to submit proposals to future conferences, taking into account the CPM Report, in order to clarify the status of references, where ambiguities remain regarding the mandatory or non-mandatory status of the references in question, with a view to amending those references: i) that appear to be of a mandatory nature, identifying such references as being incorporated by reference by using clear linking language in accordance with Annex 2; ii) that are of a non-mandatory character, so as to refer to “the most recent version” of the Recommendations. ANNEX 1 TO RESOLUTION 27 (Rev.WRC-07) Principles of incorporation by reference (No change) ANNEX 2 TO RESOLUTION 27 (Rev.WRC-07) Application of incorporation by reference (No change) ANNEX 3 TO RESOLUTION 27 (Rev.WRC-12) Procedures applicable by WRC for approving the incorporation by reference of ITU-R Recommendations or parts thereof The referenced texts shall be made available to delegations in sufficient time for all administrations to consult them in the ITU languages. A single copy of the texts shall be made available to each administration as a conference document. During the course of each WRC, a list of the texts incorporated by reference shall be developed and maintained by the committees. This list shall be published as a conference document in line with developments during the conference. Following the end of each WRC, the Bureau and General Secretariat will update the volume of the Radio Regulations which serves as the repository of texts incorporated by reference in line with developments at the conference as recorded in the above-mentioned document and will include a 4 CMR12/5(Add.26)-E cross-reference list of the regulatory provisions, including footnotes and Resolutions, incorporating such ITU-R Recommendations. Reasons: Vol. IV of the Radio Regulations contains all ITU-R Recommendations incorporated by reference. A cross-reference list will improve the usability of Vol. IV in total and ease the work to be done under the constant WRC-AI 2. It is also to be noted that there is an obligation for the ITU to update this list according to the decisions of each WRC after its agreement on the update of Vol. IV of the RR, which ensures its accuracy. 5 CMR12/5(Add.26)-E Issue B: Update of ITU-R Recommendations incorporated by reference. Proposal regarding Recommendation ITU-R M.585-4. ARTICLE 19 Identification of stations Section VI – Maritime mobile service identities (WRC-07) MOD EUR/5A26/2 19.99 § 39 When a station6 operating in the maritime mobile service or the maritime mobile-satellite service is required to use maritime mobile service identities, the responsible administration shall assign the identity to the station in accordance with the provisions described in Annexes 1 to 5 of Recommendation ITU-R M.585-5. In accordance with No. 20.16, administrations shall notify the Radiocommunication Bureau immediately when assigning maritime mobile service identities. (WRC-12) Reason: The reference to Recommendation ITU-R M.585 needs to reflect the current version. Proposal regarding the update of Recommendation ITU-R M.633-3 Article 34 Alerting signals in the global maritime distress and safety system (GMDSS) Section I – Emergency position-indicating radiobeacon (EPIRB) and satellite EPIRB signals MOD EUR/5A26/7 34.1 §1 The emergency position-indicating radiobeacon signal in the band 406406.1 MHz shall be in accordance with Recommendation ITU-R M.633-4. (WRC-12) Reasons: The reference to Recommendation ITU-R M.633 needs to reflect the current version. Proposal regarding Recommendation ITU-R M.627-3 Article 51 Conditions to be observed in the maritime services Section I – Maritime mobile service MOD EUR/5A26/8 51.41 2) The characteristics of the narrow-band direct-printing equipment shall be in accordance with Recommendations ITU-R M.476-5, ITU-R M.625-3. It should also be in accordance with the most recent version of Recommendation ITU-R M.627. Reason: Recommendation M.627-1 was deleted from Volume IV of RR and from RR No 19.83 according decision of WRC-07. 7 CMR12/5(Add.26)-E Proposal regarding Recommendation ITU-R SM.1138 APPENDIX 1 (Rev.WRC-07) Classification of emissions and necessary bandwidths (See Article 2) MOD EUR/5A26/9 2) Formulae and examples of emissions designated in accordance with this Appendix are given in the most recent version of Recommendation ITU-R SM.1138. Further examples may be provided in other ITU-R Recommendations. These examples may also be published in the Preface to the International Frequency List. (WRC-12) Reasons: Recommendation ITU-R SM.1138-2 has superseded Recommendation ITU-R SM.1138-1. The reference to this Recommendation in Appendix 1 is not mandatory and therefore it should be change from specific version to the most recent version. Consequentially this Recommendation should be deleted from Volume IV of the Radio Regulations. Proposal regarding Recommendation ITU-R M.1652 MOD EUR/5A26/10 RESOLUTION 229 (Rev.WRC-12) Use of the bands 5 150-5250 MHz, 5250-5350 MHz and 5470-5725 MHz by the mobile service for the implementation of wireless access systems including radio local area networks The World Radiocommunication Conference (Geneva, 2012), .../… resolves [Editor´s Note: No change to resolves 1 – 7] 8 that, in the bands 5 250-5 350 MHz and 5 470-5 725 MHz, the mitigation measures found in Annex 1 to Recommendation ITU-R M.1652-1 shall be implemented by systems in the mobile service to ensure compatible operation with radiodetermination systems, Reason: ITU-R Recommendation 1652 has been updated and the reference shall be aligned. 8 CMR12/5(Add.26)-E Proposal regarding Recommendation ITU-R M.1583 MOD EUR/5A26/11 RESOLUTION 741 (Rev. WRC-12) Protection of the radio astronomy service in the band 4 990-5 000 MHz from unwanted emissions of the radionavigation-satellite service (space-to-Earth) operating in the frequency band 5 010-5 030 MHz The World Radiocommunication Conference (Geneva, 2012), considering a) that unwanted emissions from space stations of the radionavigation-satellite service (RNSS) operating in the frequency band 5 010-5 030 MHz may cause interference to the radio astronomy service (RAS) in the band 4 990-5 000 MHz; b) that WRC-2000 decided to introduce a provisional power flux-density (pfd) limit in the band 4 990-5 000 MHz to protect the RAS, and invited ITU-R to conduct studies to review this limit; c) that protection requirements for the RAS are given in Recommendations ITU-R RA.769 and ITU-R RA.1513, and are different for geostationary (GSO) and non-GSO satellite systems, noting that Recommendation ITU-R M.1583-1 provides a methodology based on the equivalent pfd (epfd) concept for calculation of interference resulting from unwanted emissions from non-GSO systems of the mobile-satellite service or RNSS into radio astronomy stations; a) that Recommendation ITU-R RA.1631 provides antenna patterns and maximum antenna gain to be used for compatibility analyses between non-GSO systems and RAS stations based on the epfd concept; b) c) that Recommendation ITU-R RA.1513 recommends acceptable levels of data loss to radio astronomy observations, stating in particular that the percentage of data loss caused by any system should be lower than 2%, resolves 1 that in order not to cause harmful interference to the RAS in the band 4 990-5 000 MHz, the pfd produced in this band by any GSO RNSS network operating in the 5 010-5 030 MHz band shall not exceed –171 dB(W/m2) in a 10 MHz band at any radio astronomy station; 9 CMR12/5(Add.26)-E 2 that in order not to cause harmful interference to the RAS in the band 4 990-5 000 MHz, over the whole sky, for elevations higher than the minimum operating elevation angle min1 specified for the radio telescope, the epfd produced in this band by all space stations within any non-GSO RNSS system operating in the 5 010-5 030 MHz band shall not exceed 245 dB(W/m2) in a 10 MHz band at any radio astronomy station for more than 2% of the time, using the methodology in Recommendation ITU-R M.1583-1 and a reference antenna with a radiation pattern and maximum antenna gain given in Recommendation ITU-R RA.1631; 3 that the limits referred to in resolves 1 and 2 shall apply to RNSS systems as from 3 June 2000; 4 that administrations planning to operate a GSO or a non-GSO RNSS system in the band 5 010-5 030 MHz, for which complete coordination or notification information, as appropriate, has been received by the Bureau after 2 June 2000, shall send to the Bureau the value of the maximum level of pfd as referred to in resolves 1 or the value of the maximum level of epfd as referred to in resolves 2, as appropriate, instructs the Radiocommunication Bureau as from the end of this Conference, to review all RNSS systems for which complete coordination or notification information, as appropriate, has been received by the Bureau before the end of this Conference for the band 5 010-5 030 MHz, and, if appropriate, to revise its findings regarding compliance with No. 5.443B, taking into account additional information received under resolves 4. Reasons: To update the reference within Resolution 741 to the new version of Recommendation ITU-R M.1583. 1 Until adoption of a definition of min by ITU-R, and publication of notified radio astronomy observatory data, a value of 5° should be assumed in appropriate calculations. 10 CMR12/5(Add.26)-E Proposal regarding Recommendations ITU-R P.525 and P.526 MOD EUR/5A26/12 RESOLUTION 748 (Rev. WRC-12) Compatibility between the aeronautical mobile (R) service and the fixed-satellite service (Earth-to-space) in the band 5 091-5 150 MHz The World Radiocommunication Conference (Geneva, 2012), considering [Editor’s note: no change is proposed] recognizing [Editor’s note: no change is proposed] noting [Editor’s note: no change is proposed] resolves 1 that any AM(R)S systems operating in the band 5 091-5 150 MHz shall not cause harmful interference to, nor claim protection from, systems operating in the ARNS; 2 that any AM(R)S systems operating in the frequency band 5 091-5 150 MHz shall meet the SARPs requirements published in Annex 10 of the ICAO Convention on International Civil Aviation and the requirements of Recommendation ITU-R M.1827, to ensure compatibility with FSS systems operating in that band; 3 that, in part to meet the provisions of No. 4.10, the coordination distance with respect to stations in the FSS operating in the band 5 091-5 150 MHz shall be based on ensuring that the signal received at the AM(R)S station from the FSS transmitter does not exceed −143 dB(W/MHz), where the required basic transmission loss are determined using the methods described in the most recent versions of Recommendations ITU-R P.525 and ITU-R P.526, invites [Editor’s note: no change is proposed] instructs the Secretary-General [Editor’s note: no change is proposed] 11 CMR12/5(Add.26)-E Note: if there is no other mandatory references to Recommendations ITU-R P.525 and P.526, they can be deleted from Volume IV of the Radio Regulations Reasons: Recommendation ITU-R P.526-11 has superseded Recommendation ITU-R P.526-10. However Europe considers that the transmission loss is best computed by using the latest propagation modelling available. 12 CMR12/5(Add.26)-E Proposals related to Recommendation ITU-R M.1187 APPENDIX 4 (Rev.WRC-07) Consolidated list and tables of characteristics for use in the application of the procedures of Chapter III ANNEX 2 Characteristics of satellite networks, earth stations or radio astronomy stations2 (Rev.WRC-12) MOD EUR/5A26/13 C.11.b the appropriate information required to calculate the affected region (as defined in the most recent version of Recommendation ITU-R M.1187) Required only for a non-geostationary space station in the mobilesatellite service submitted in accordance with No. 9.11A C.11.b + Reasons: The current reference to Recommendation ITU-R M.1187-1 is already not worded in a mandatory way. It is proposed to clarify that the reference is not mandatory and to consequently remove Recommendation ITU-R M.1187-1 from Volume IV of the Radio Regulations. ______________________
