ADDENDUM C – Questions and Answers BEACHES WATER CO-OPERATIVE WATER METER INSTALLATION PROJECT Solicitation 13-005 and 13-006 January 29, 2014 Addendum C to Solicitation 13-005 and 13-006 consists of the following Questions and Answers and two Attachments: Attachment 1: Revised Bidder Proposed Pricing form Attachment 2: Solicitation 13-003 and 13-004: Questions and Answers 1 2 3 4 5 Question Answer Will a bid bond be required? If required what percentage of the bid? Both bid packages outline a project schedule based on a six month time frame. Are bidders to assume that six months is the allowable time for substantial completion? Please note the excavation/backfill contract will require some preplanning to accomplish Miss Utility notifications prior to any meter pit excavations. Additional time will also be needed on the excavation/backfill contract after the last meter pit installation for permanent site restoration. It may be beneficial to consider a staggered N.T.P. to allow for the preplanning and coordination efforts for the excavation work to start prior to the pitsetter installations? Please clarify where bid item two (Install curb stops and backflow preventers) will be used. The backflow prevention device should be part of the meter pit assembly therefore its installation should be covered under bid item one. If the intent of the contract is to simply cut-in a new pitsetter where would this item be installed? Is the intent of this item for the installation of a new curb stop where the existing one is found to be inoperable? Are we to install a new curb stop on the street side of each new meter pit installation? It appears that the bid item quantity is grossly overstated and should be lowered to the amount of curb stops the BWC anticipates will be inoperable to help keep the total bid price within reason. Where can we find the Davis Bacon rates applicable to this project? See Page 3 of the Solicitation for Bid Bond Requirements. Bidders should assume that six months is the allowable time for substantial completion. What is the acceptable method of restoring the disturbed grass areas on the project, seed & mulch or sod? See answer to Item 11 Applicable Davis Bacon rates may be found at: www.wdol.gov. Under “Selecting DBA WDs” search for “MD37”. The contractor may restore the disturbed grass areas on the project using seed, straw, and top soil as needed. Does the BWC anticipate piping modifications at every meter pit installation? If so, what are the limits of these modifications? If the intent of the item is for the replacement of damaged or leaking service lines on the homeowner's side of the pitsetter could this item quantity be reduced? Also, if the intent is to replace damaged or leaking service lines should the unit of measure for this item be by the linear foot? The contract documents imply that BWC has a site available to the contractor for disposal of excess excavated materials on the project. Please confirm that a site is available at no cost to the contractor for disposal of excess excavated materials. Additionally, please indicate where the BWC disposal site is located.....within the project site limits or several miles away? The contract documents for both projects indicate that contractors are encouraged to bid on both projects; however there is not a place on either bid form to offer discounted pricing for a combined award of both projects. How should bidders present discounted pricing for a combined award of both projects? We are concerned about the potential for the meter pit excavations to fill with water prior to the meter pit installation and backfill. After the meter pit excavation is completed under contract 13-005, there may be situations out of the excavation contractor's control (rain, groundwater, leaking water service) that could allow the excavation to partially or fully fill with water prior to the meter pit installation under contract 13-006. The meter pit excavations under contract 13-005 could be excavated with plywood covering them for several days before the meter pit is installed under the meter pit installation contract 13-006. Who will be responsible for dewatering of the meter pit excavations for the meter pit installation? BWC does not anticipate piping modifications at every meter pit installation and is unable to provide an accurate estimate. We recognize that local modifications, within a foot or two of the meter, many need to occur for proper connections. The quantity 561 is for budgetary purposes and billing will occur only when it is necessary and verified as a part of the pit installation. BWC has several sites within the project site limits which may be used for disposal of excess excavated materials at no cost to the contractor. If the bidder desires to bid on both projects, he should include a clause on the Bidder Proposed Pricing Sheets indicating that bid price is good only for a combined award on both projects. The excavation contractor has all responsibility to adequately cover open excavations and to dewater as necessary. On a project having State grants or loans, we are typically required to submit several forms out of the SRF Insert as well as our good faith effort documentation. How many copies of the SRF Insert forms and good faith effort documentation are required with the bid? Please clarify where bid item two (Install curb stops and backflow preventers) will be used. The backflow prevention device should be part of the meter pit assembly therefore its installation should be covered under bid item one (Install meter pitsetters with AMR Meter). If the intent of the contract is to simply cut-in a new pitsetter, where would this item be installed? Is the intent of this item for the installation of a new curb stop where the existing one is found to be inoperable? Are we to install a new curb stop on the street side of each new meter pit installation? It appears that the bid item quantity is grossly overstated and should be lowered to the amount of curb stops the BWC anticipates will be inoperable to help keep the total bid price within reason. Additional clarification is also needed to outline if there will be additional excavation required when this item is used. If so, who will be responsible for any additional excavation (contract 13-005 or 13006)? If the excavation contract is responsible for additional excavation for the installation of a new curb stop, a bid item will need to be added to contract 13-005 to cover the additional cost when a new curb stop is requested. Addendum A was issued for contracts 13-003 & 13-004. Were the contract documents modified prior to re-issue to incorporate the response provided? If not, the contract 13-003 & 13-004 Addendum A questions/responses should be reissued under contract 13-005 & 13-006. 5 copies of each document should be submitted. On the Revised Bidder Proposed Pricing (Addendum C Attachment 1) form, line item 2 has been deleted as the curb stops and backflow preventers are an integral part of the meter pit assembly. Separate installation of new curb stops is not required. For Revised Bidder Proposed Pricing form see Attachment 1 to this Addendum. We are including those questions and answers as Attachment 2 to this Addendum C.
