UNICEF OFFICE FOR THE EASTERN CARIBBEAN AREA TERMS OF REFERENCE LONG TERM ARRANGEMENT A Consultant to Edit Documents and Publications 2015-2016 1. Background: The UNICEF Office for the Eastern Caribbean Area based in Barbados is operating in a Middle Income Country context where it is seeking to influence policy changes to bring the 12 countries in the MultiCountry Programme in line with their commitments under the United Nations Convention on the Rights of the Child. With advocacy being a key part of the 2012-2016 Programme, various documents are produced by the UNICEF Office in collaboration with partners for sharing with diverse audiences, including governments, policy-makers, developmental partners, NGOs, universities, schools, children and the public at large in order to inform, mobilize and advocate for the rights of children in the Eastern Caribbean Area and beyond. 2. Purpose of Consultancy: The purpose of this Consultancy is to assist the UNICEF Office for the Eastern Caribbean Area in the editing of public information documents in accordance with UNICEF branding and style guidelines 'on a needs-basis'. 3. Scope: The documents edited by the consultant will, for example, result in the production of information packaged in a variety of ways for adaptation to advocacy work, studies, communication campaigns, brochures and donor reports, etc. 4. Deliverables: On a needs basis, edit documents to UNICEF’s branding and style guidelines. 5. Duration of contract: 1 March 2015 to 30 December 2016 on a needs basis. 6. An Output assignment entails: a) To edit written materials based on information and data provided by the programme sections under guidance from the Communication and/or the Communication for Development Specialist. b) To submit final MS Word copy ensuring that the final text is in accordance with the UNICEF BrandBook and UNICEF Style guidelines. c) Adhere to production schedules and deadlines. 7. Qualification or Specialized Knowledge/Experience Required: A University or Associate degree in related area and/or 3 to 5 years of relevant work experience Fluency in English. Availability and willingness to take up an assignment on short notice. Knowledge of the Convention on the Rights of the Child and Convention for the Elimination of Discrimination Against Women as well as the context of children and women in the Eastern Caribbean. Knowledge of UNICEF programming would be an asset. 8. Budget: Interested individuals and firms should indicate a proposed daily editing fee. 9. Payment Schedule: The consultant will be paid 100 per cent of the professional fee on completion of each approved and accepted assignment by UNICEF. 10. Conditions of Service: A Corporate Entity will be required to submit samples of previous relevant work, a Certificate of Incorporation for the Company as well as a profile of the individual(s) who would be undertaking the assignment. An Individual Consultant will be required to submit samples of previous relevant work, a statement of good health, accompanied by a recent Medical Certificate which indicates that the Consultant is fit for work and travel. In addition, the Consultant is required to certify in the Health Statement that he/she is covered by medical/health insurance. The statement includes confirmation that he/she has been informed of any inoculation required for the country or countries to which travel is authorized. He/she takes full responsibility for the accuracy of the statement. 11. Recourse: UNICEF reserves the right to withhold all or a portion of payment if performance is unsatisfactory, if work/outputs is incomplete, not delivered or for failure to meet deadlines. Performance indicators against which the satisfactory conclusion of this contract will be assessed include: timeliness/quality of submission and responsiveness to UNICEF and counterpart feedback. 12. Property Rights UNICEF shall hold all property rights, such as copyright, patents and registered trademarks, on matters directly related to, or derived from, the work carried out through this contract with UNICEF. 13.
