Local Assignment Guidelines
Outbound actions are confusing. The first notification of an assignment will come as an automated e-mail from AFPC.
In addition, your local Monterey MPS wrote the below e-mail to walk you through all actions.
Before you take action from the automated message, please read the local instructions first.

By now you should have received an automated Assignment Notification, instructing you to log onto the vMPF and complete the
“Official Assignment Briefing”.
THE PURPOSE OF THIS E-MAIL IS TO HELP GUIDE YOU THROUGH THE ASSIGNMENT PROCESS TO GET YOUR ORDERS.
 Your PCS Orders will be processed once the *highlighted items are complete.
 Orders will be published on the vMPF NET 90 days/NLT 60 days prior to requested Departure Date. (sometimes
earlier if you have TDYs en route)
 Please allow 7 to 14 days for processing. Orders processing may be longer if PCSing Overseas

As stated in the automated message, log onto the vMPF. The “Official Assignment Briefing” is actually called the “Initial
Assignment Briefing” (IAB) in vMPF.
a. Once logged in, go to Self-Service Actions, Assignments, Assignment Selection Information. This will lead you to your
Assignment RIP.
b. The first page shows your projected location and RNLTD.
c. The second page is titled, “Assignment Selection Information”. Although the instructions say, “Print this page if you are
requesting a different projected departure date”, please print the page anyway. This is your Assignment RIP.
Attached to this e-mail is an “FYI copy” of an Assignment RIP that supplements the vMPF copy. The FYI copy is FYI only;
you must sign the vMPF copy to turn in.
d. If your RIP contains Personnel Processing Codes (PPCs—look in the Remarks section), please find the applicable PPCs
linked via the IAB (see “IAB Page 2” below).
e. After you print your Assignment RIP, Select the Initial Assignment Briefing (IAB) link on the left menu bar.
1) IAB Page 1 states, “the process begins with a notification from your Commander”; CORRECTION: your
Commander is not notified; the notification came as an automated e-mail directly to you.
2) IAB Page 2:
a) Discusses the “6 pages of the Assignment RIP”; CORRECTION: your Assignment RIP is only 2
pages and does not contain all the information outlined on Page 2 of the IAB.
b) IAB Page 2 DOES have a link to the Personnel Processing Codes (PPCs); the link is in the “ASSGN
INSTRUCITON CODES” section at the bottom.
3) IAB Page 3 lists the requirements to obtain orders. Complete items as indicated. Additional guidance
includes:
a) “Security Requirements Memorandum”: (available on Page 7 of the IAB) Only collected if your RIP
specifies PPCs that require it, or if your Clearance will expire before you depart. Contact security
manager to initiate required security actions NLT 30 days of Assignment Acknowledgment date.
NPS Students must contact the Security Manager’s Office at NPS Glasgow Hall (basement) Rm
B13 (831)656-2450/2565. All DLI Personnel contact Mr. Cahoon or Mr. Kelly Bldg 627B, Rm 148.
b) Retainability: (Enlisted Only) Obtain required PCS Retainability (by reenlisting/extending) NLT 30
days of Assignment Acknowledgement date. Contact Career Development (Reenlistments &
Extensions) POC (SrA Moore (831)242-7484)
c) (Overseas PCS Only): additional requirements listed below; without these, Orders cannot be
published!
4) IAB Page 4 contains one REQUIRED item, and many helpful items
a) “Assignment Relocation Processing Memorandum”: (Available on Page 7 of the IAB) Items listed
in this memo are collected during your Final Outprocessing Brief at the MPS, the day of/before
your departure. During the Final Outprocessing Brief at the MPS, all outbound personnel must
turn in items D and F from this memo (SABC and AT briefing certificates).
5) IAB Page 5 lists all items required for Final Outprocessing.
6) IAB Page 6 Self-explanatory
7) IAB Page 7 Self-explanatory; the two memos linked at the bottom were explained in the above text of this
document.
8) IAB Page 8 has a link to “Notify your MPF”. Clicking this link will NOT notify the local Monterey MPS.
Instead, Click the “Print this page” link to get the copy with your name/rank. Print the page with your
Name/Rank on it and turn it in as outlined below.
9) IAB “Information Links” page: further information some personnel may require, as applicable

To obtain your Orders, please complete the following:
a. Return both the *IAB completion page (the one with your Name/Rank on it), AND the completed Assignment RIP NLT
7 days after receiving your automated notification. Have your NPS or DLI commander sign/acknowledge and return
forms to the MPS, Taylor Hall, Bldg 616 Rm 223A with SrA Jessicka Berczy. If you have any questions about your RIP
please continue with acknowledging the assignment within the 7 day timeframe, all questions and concerns will still be
taken care of.
b. The IAB does not mention the *Form 4380, the Family Screening Form (available at ePubs http://www.epublishing.af.mil/ ). This is required for CONUS AND Overseas PCSs. Turn in to POM Personnel, Outbound Assignments

c. If you have an EFMP family member, contact TSgt Dearing or SrA Phylicia Davis to initiate EFMP paperwork

d. *Please ask your assignments officer (AFPC) and gaining unit if you have Training TDYs for this assignment. If you do,
we will need the Training RIP loaded or provide a fund cite letter. In addition, we will need to know whether you’re
completing the TDY(s) en route to the PCS or while stationed in Monterey (TDY and Return). If the TDY is Overseas, see
Passport/Visa instructions below.

*AF IMT 965: (PCSing Overseas with Dependents) Complete/process NLT 30 calendar days of Assignment Acknowledgment. NCOIC

*1466/1466D: (available on Page 7 of the IAB) (PCSing Overseas with Dependents) Contact Army Health Clinic for processing. POCs
are either TSgt Dearing or SrA Phylicia Davis to initiate EFMP paperwork eric.dearing@goodfellow.af.mil
phylicia.davis@goodfellow.af.mil (831)242-5026. (Dependents cannot be added to PCS Orders until cleared for Medical and
Education Services for overseas travel). The completion of the 1466 can be one of the longest processes for getting orders and needs
to be started immediately. Doing so may help expedite the Orders process.
*Medical Clearance Memorandum: (Overseas Only) Initiate ASAP and complete and return NLT 30 days of Assignment

*Immunizations Clearance Memorandum: (Overseas Only) Initiate ASAP through Immunization Clinic (831)242-6820. Complete and
return NLT 30 days of Assignment Acknowledgement. Report to Army Immunizations Clinic for processing. Immunization Clinic must
indorse Immunization Memorandum.
*Dental Clearance Memorandum: (Overseas Only) Initiate ASAP (NPS: Dental clinic, Herrmann Hall 4th floor), (DLI: Army Dental
Office (831)242-5612). Complete and return NLT 30 days of Assignment Acknowledgement. The Dental Clinic must indorse Dental
Memorandum. (831)242-5612.
Antiterrorism Briefing (Overseas Only) If PCSing overseas, members must accomplish this within 120 days out from PDD and
provide certificate to MPS.
*Passports/Visa: (For any TDY or permanent Overseas travel related to this PCS) Initiate all Passports/Visa requirements ASAP for
self and dependents (if applicable). Your orders cannot be processed until the Foreign Clearance Guide (FCG) requirements for your
new location are met. The FCG is available at https://www.fcg.pentagon.mil. Passport and Visa requirements for all NPS Students
are handled at NPS, POC is Mr. Ted Osborne. (831)656-1855, e-mail: tsosborn@nps.edu (It is best to e-mail Mr. Osborne). ALL DLI
Personnel Passports and Visas are handled at DLI BLdg 517, Rm 8B; POC is Mr. Erick Martinez (831)242-5203. **YOU MUST HAVE
PASSPORT TO OUTPROCESS** This guidance is directly from HQ AFPC, Relocations Operations.
Home-Basing/Follow-On Application: (Short Tour PCS) Complete Home-Basing/Follow-On Application via vMPF NLT 150 days prior
to PCS departure.
