Purpose: T The State of Maryland is committed to helping local school systems maximize the potential of new and emerging technologies to improve student outcomes and better prepare all students for the workforce needs of the 21st Century. To advance the State’s efforts, Governor O’Malley created a new Digital Learning Innovation Fund (the Fund) which contains $3.5 million to prepare for full implementation of digital learning initiatives no later than the 2015-2016 school year. To distribute these funds, the Maryland State Department of Education (MSDE) will make one-time competitive grants available to local school systems to help them make the transition to comprehensive digital learning environments that will fundamentally change the interaction between teachers and students and comply with PARCC technology requirements. M MSDE plans to offer two types of competitive grants during the time period of September 1, 2014, to August 31, 2015. Local school systems with less than 20,000 students will be eligible for grants of up to $500,000. Local school systems with 20,000 students or more will be eligible for grants of up to $1,000,000. All applications must include a clear plan to sustain digital learning environments beyond the grant period (2014-2015). Support provided through this grant may not supplant existing funding for digital learning initiatives. 2 Priorities: The primary intent of the Fund is to support the conversion to comprehensive digital learning environments that will be fully implemented by the 2015-16 school year. Applicants that want to enhance or expand current digital learning initiatives must articulate how these funds will be used to build upon current digital learning initiatives to create comprehensive digital learning environments. a Each grant application must include a comprehensive plan for creating a digital learning environment by the 2015-16 school year. The environment may be focused on selected classrooms or schools. The plan must address the following five requirements among others: 1) The selection process for schools and courses, including the number of students 2) 3) 4) 5) 6) who will be served and the estimated cost per student; Supports for teachers, administrators and students to effectively utilize digital learning to improve instruction and student performance, including a detailed professional development plan for the first three years of the initiative; A plan for investing in technology infrastructure to support the initiative and comply with PARCC technology requirements, or, a detailed description of the infrastructure already in place that will support the initiative; Criteria for selecting digital content aligned to the Maryland College and CareerReady Standards or other state standards; and Digital content that aligns with Web Content Accessibility Guidelines 2.0 Level AA (http://www.w3.org/WAI/intro/accessibility.php) A detailed plan to sustain the initiative using ongoing operational funds after the grant period. Eligible Applicants: Local Education Agencies (LEAs) may apply for this Fund. MSDE will give priority to highquality applications that reflect collaborations with other local school systems to accelerate the implementation of similar digital learning environments. Proposal Review: The review of proposals will be a five-part process: 1) Written applications will be pre-screened for submission requirements and inclusion of all required sections. Applicants not meeting all prescreen requirements will not be read. 2) A review committee established by the Maryland State Department of Education (MSDE) will evaluate written applications. Reviewers will comment upon the 3 proposals and assign numerical scores based on a scoring rubric (Appendix A). 3) Applicants may be scheduled for an oral program presentation if required. 4) Final approval for awards will be determined by the State Superintendent of Schools. 5) Applicants must meet the minimum criteria to demonstrate readiness to implement a digital learning initiative (See page 8 and complete Appendix B). Award Notification: Formal notification of awards will be sent by mail and email. Total Funds Available: $3,500,000 (three and a half million dollars) Length of Grants: One year, from September 1, 2014 to August 31, 2015. This grant funding is subject to the release of the associated State appropriation by the Budget Committees. Estimated Number of Grants: The number of grants awarded will be based upon a competitive process and the total funds available. Range of Grant Awards: MSDE will award grants of up to $500,000 for local school systems with fewer than 20,000 students or grants of up to $1,000,000 for local school systems with 20,000 or more students. Fund Use: Grant Funds may be used for the following items in support of grant activities: 1. Consultant services limited to $500 per day, plus travel expenses. Consultant travel expenses cannot exceed state per diem rates which are: a. Mileage: $0.56/mile b. Breakfast: $8 c. Lunch: $10 2. 3. 4. 5. 6. 7. Stipends, based on Local School System negotiated rates (not to exceed $150.00/day) may be paid for work performed outside of the regular work day. Substitute teacher fees only to enable teachers to participate in grant activities; Salaries and fringe benefits for ten-month staff members required to work more than ten months on grant-related activities; Materials and supplies to directly support curriculum development and professional development. Applicants must clearly identify how all materials and supplies proposed through this grant will enhance the digital learning initiative and comply with PARCC technology requirements; Educational technology, such as laptops, and tablets to enhance student success in the instructional program as long as strong justification is provided and technology purchases will be included in local replacement plans and comply with PARCC technology requirements; Integration of multi-media assets for students and teachers; Differentiation of instruction to address diverse learning styles; differentiation of assignments and leveling of materials for students advancing at different paces aligned to Common Core State Standard or other state standards; Possible examples but not limited to: a. Interactive, multi-media rich electronic textbooks that will be updated with current information) b. 3-D technologies for English-learners c. 3-D game design for middle and/or high school students 4 d. e. f. g. h. E-Portfolios for students Digital photography for telling stories and reflecting research Developing apps for education Flipping classrooms Creating Digital Backpacks for student exploration, connection, and creation i. Creating Virtual Worlds to reflect research and apply learning j. Stereoscopic 3D Learning and Creating k. Project based learning with technology l. Developing 21st century online student courses that align with workforce needs m. Expand an innovative program in place – ex. kindergarten and Chinese immersion program n. Programming and/or coding initiatives 8. Training and support for students, including personalized learning and current information via digital platforms; 9. Professional development related to the implementation of the grant for staff and others who are directly involved. Per diem rates (listed in item number one) also apply to anyone participating in professional development activities who claims expenses from this grant; and 10. Administrative costs not to exceed 5% of the total grant, including indirect costs. Grant Funds may not be used for: 1. Pre-Award costs; 2. Paying a coordinator to oversee the initiative and/or manage the grant (existing staff must be identified to oversee and sustain the initiative); 3. The conversion of traditional courses to an online delivery format and, course material that does not reflect currency or contain interactive multi-media resources for use on digital devices; 4. Construction or leasing of temporary or permanent structures; 5. Supplanting existing digital learning activities; 6. Desks, chairs, cabinets, or stools; 7. Standalone hardware and software that do not support the transformation of the interaction between teachers and students or, does not comply with PARCC technology requirements; 8. Food or refreshments for meetings or professional development; 9. Program maintenance; 10. National, state, or local membership dues or fees; 11. Attendance at national meetings or conferences unless they are clearly related to the goals and objectives outlined in the application; 12. Purchase of equipment for administrative purposes; 13. Administrative and indirect costs that exceed 5% of the grant amount; 14. Rewards, door prizes, or paid give-aways; and 15. Travel fees affiliated to conference/convention attendance. 5 The General Education Each application must develop and describe the steps such applicant proposes to take to Provisions Act (GEPA), ensure equitable access to, and equitable participation in, the project or activity to be Section 427: conducted with such assistance, by addressing the special needs of students, teachers, and other program beneficiaries in order to overcome barriers to equitable participation. Reporting Requirements: Submission Requirements: Grantees must submit: Mid-year narrative and financial report, due by February 15, 2015; Annual narrative and financial reports, due by August 31, 2015; and A final evaluation report, including data, within 60 days of the grant end date (by October 31, 2015). Applicants must submit this form with the grant application. 1. Identify the key personnel responsible for implementing the digital learning initiative. (COMPLETE Appendix -D) 2. Identify supports for teachers, students, and administrators to effectively utilize digital learning to improve instruction and student performance, including a detailed professional development plan for the first three years of the initiative. 3. Identify the plan for investing in technology infrastructure to support the initiative, or, describe the infrastructure already in place that will support the initiative. Ensure that all digital resources comply with PARCC technology guidelines. 4. Provide criteria for selecting digital content/application aligned to the Maryland College and CareerReady Standards or other State standards. Include a description of purpose for the application. 5. Provide detailed affiliated costs and resources that will be required to support the initiative. 6. Collect, maintain and provide data requested under this grant. (COMPLETE Appendix -G) 7. Identify the selection process for schools, including the number of students who will be served and the estimated cost per student. 8. Provide a plan to sustain the initiative after using ongoing operational funds after the grant period. 8 PROJECT NARRATIVE (No more than 20 pages, not including the Appendices) Instructions: The grant application must clearly follow this outline. Respond to A-E by using the same lettering and number system to organize responses to each section as follows: A. Activity description, need for the activity and alignment to goals and objectives (25 Points) Briefly describe how the Local Educational Agency will address the Priorities specified in this RFP. Programs and projects funded in total or in part through this grant will operate in compliance with State and federal laws and regulations, including but not limited to the 1964 Civil Rights Act and amendments, the Code of Federal Regulations (CFR) 34, the Elementary and Secondary Education Act, Education Department General Administrative Regulations (EDGAR), the General Education Provisions Act (GEPA) and the Americans with Disabilities Act. 2.
