Activities as a centre of research, expertise, standardisation and dissemination of techniques within the remit of the mandate given by the OIE Mr Toshirou Takehara , Dr Masami Takagi , Mr Norio Aita, Mr Toshiaki Yamata , Ms Mari Tabata and Ms Fumika Takatsu participated in Regional Seminar for OIE National Focal Points on Animal Production Food Safety held on October 10 to November 2 , 2012 in Tokyo, Japan, and presented reports on “Feed-borne hazards to human and animal health” and “Activities as an OIE Collaborating Centre for Feed Safety”. Mr Takayuki Ishibashi , Mr Yoshihiro Sekiguchi and Mr Yoshiyasu Hashimoto participated in the 4th International FEED SAFETY Conference “Methods and Challenges” held on September 11 to 13, 2012 in Beijing , China, and presented reports on “Rapid Identification of Seven Serovars of Salmonella spp. In Feed by Multiplex PCR” , “Determination of Melamine in Feeds by LC-MS/MS” and “Assessment of Morinaga ELISA kit Ver 2. Detecting Bovine Protein in Feed Analysis”. Mr Norio Aita and Mr Toshiaki Yamata participated in the 2012 International Symposium Alternatives to Antibiotics “Challenges and Solutions in Animal Production” held on September 25 to 28 ,2012 in Paris, France. FAMIC developed, validated or improved the following methods of analysis for animal feed: Method of analysis for the determination of clothianidin, dinotefuran and thiamethoxam in rice straw, whole-crop rice silage and paddy rice for feed by LC-MS/MS Method of analysis for the determination of carbaryl and 8 pesticides in rice straw, whole-crop rice and paddy rice silage for feed by LC-MS/MS Method of analysis for the determination of chloramphenicol in dried skim milk by LC-MS/MS Method of analysis for the determination of deoxynivalenol in dry and semi-dry type pet foods by LCMS Method of analysis for the determination of methamidophos in dry and semi-dry type pet food by LCMS/MS Method of analysis for the determination of organochlorine pesticides in wet type pet food by GC-ECD Method of analysis for the determination of glyphosate, glufosinate and their metabolites in pet food by LC-MS/MS FAMIC supplied the following information about feed safety and analysis, not only for Japan but also for feed-related manufactures in the world. Proposal or development of any procedure that will facilitate harmonisation of international regulations applicable to the surveillance and control of animal diseases, food safety or animal welfare FAMIC has been working on a joint project with Oregon State University for development of analytical method of lolitrem B in grass since August, 2009. Ms Hosokai has been examining the extraction of lolitrem B in grass since 2010. Oregon State University and FAMIC conducted the collaborative study using common sample, in 2012. FAMIC has participated to a proficiency test for the determination of processed animal proteins (PAPs) including meat and bone meal (MBM) in feed organized by the EURL-AP since 2009. Mr. Yakata examined a proficiency test for the detection of PAP’s in feed by light microscopic methods in 2012. 3. Networking 2 a) Maintenance of a network with other OIE Collaborating Centres designated for the same specialty, and None b) Should the need arise, maintenance of a network with Collaborating Centres in other disciplines Surveillance of antimicrobial resistance bacteria-JVARM (the Japanese Veterinary Antimicrobial Resistance Monitoring System) has been in place since 1999 in response to international concern about the impact of antimicrobial resistance on public health. In this system, FAMIC has a vital role in analyzing faecal samples for the presence of antimicrobial resistant bacteria in collaboration with the Annual reports of OIE Reference Centres, 2012 Title of Collaborating Centre NVAL (OIE Collaborating Centre for Diagnosis and Control of Animal Diseases and Related Veterinary Product assessment in Asia) in collaboration with Livestock Hygiene Service Centers which belong to prefectural offices in Japan. 4. Placement of expert consultants at the disposal of the OIE None 5. Provision of scientific and technical training, within the remit of the mandate given by the OIE, to personnel from OIE Member Countries Twelve government officials from Indonesia, Laos, Mongolia, Myanmar, Pakistan, Sudan, Uganda, Vietnam and Zambia visited FAMIC on February 8, 2012 under the JICA Training Course on Administration of Livestock Industry Project. They were given lectures on the following topics: animal feed safety regulations, analysis of nutrient components of feeds, microscopic and ELISA techniques for detection of animal protein, PCR technique for detection of animal derived DNA for prevention of BSE, and chemical hazards in feeds. Seven government officials from China, Indonesia, Laos, Nicaragua, Sri Lanka and Vietnam visited the FAMIC on June 4, 2012 under the JICA Group Training Course on Sustainable Pasture Based Livestock Farming Development. They were given lectures on the following topics: animal feed safety regulations, analysis of nutrient components of feeds, and microscopic and ELISA techniques for detection of animal protein, PCR technique for detection of animal derived DNA for prevention of BSE, and determination of radioactive contamination in feed. Mr Norio Aita gave a lecture on animal feed safety regulations to nine government officials from Argentina, Bhutan, Brazil, Cambodia, Fiji, Indonesia, Kosovo, Samoan and Vietnam, on August 31, 2012 at JICA Tokyo International Center, Shibuya, Tokyo. Their visit to Japan was part of the Japan International Cooperation Agency’s (JICA) Food Safety Policy Making and Management Project. Three government officials from Taipei (Chinese) visited FAMIC on November 5, 2012. They were given lectures on the following topics: outline of spot inspection for feeds in Japan, introduction of methods for analyzing pathogenic microbe, animal-derived protein and animal-derived DNA and introduction of methods for analyzing agricultural chemicals, etc. 6. Organisation of scientific meetings on behalf of the OIE None 7. Coordination of scientific and technical studies in collaboration with other laboratories, organisations or collaborating centres Development of analysis methods for detection of processed animal protein in feed - FAMIC developed a new ELISA kit for detection of animal (ruminant, swine and chicken) proteins in feed, in collaboration with the Morinaga Biochemistry Laboratory. Development of analysis methods for detection of mycotoxins in feed - With the objective of preventing damages to livestock health arising from the use of feed contaminated with mycotoxins,FAMIC conducted a monitoring of contamination of feed with mycotoxins and developed ELISA methods for detection of mycotoxins, in collaboration with the National Institute of Animal Health. Development of analysis methods for quick detection of Salmonella in feed -With the objective of preventing damages to livestock health arising from the uses of feed contaminated with Salmonella (SE, SP, SD and ST), FAMIC developed a quick detection method of PCR using serotype specific primers, in collaboration with the National Institute of Animal Health. Development of analysis methods for chemical hazard in pet-food-With the objective of preventing damages to livestock health arising from the use of pet food contaminated with undesirable substances, FAMIC developed the chemical analysis method for determination of melamine, histamine and pesticides, in collaboration with the Chemical Evaluation and Research Institute. Study of analysis methods and surveillance for mycotoxins in cereals - FAMIC developed the chemical analysis method for determination of mycotoxins in cereals, and conducted a surveillance on them, in collaboration with National Institute of Health Sciences. 8.
