September 24, 2014
The August meeting of the Colonial Intermediate Unit 20 Board of School Directors was held on Wednesday,
September 24, 2014 at the Colonial Intermediate Unit 20, 6 Danforth Drive, Easton, PA. President Baxter called
the meeting to order at 7:35 PM at which time the Pledge of Allegiance was recited.

MOTION to Approve Agenda – September 24, 2014
On motion by Ms. Featherman, seconded by Ms. Lastowski, and unanimously passed by voice vote, the
Board approved the Agenda as presented with any additions and/or corrections noted.

MOTION TO Approve Minutes of Meeting – June 25, 2014
On motion by Mr. Butz, seconded by Mr. Wunder, and unanimously passed by voice vote, the Board
approved the Minutes of the August 27, 2014 meeting as presented, with the exception noted that Mr.
Habrial’s name was omitted as giving a “No” vote on items 14.4

MOTION TO Approve the Report of the Treasurer & Request for Approval of Bills – August 2014
On motion by Mr. McKeon, seconded by Mr. Butz, and unanimously passed by voice vote, the Report of the
Treasurer for the month of August 2014 was approved and bills ordered paid.

Mrs. Baxter announced that an Executive Session was held prior to the meeting to discuss negotiations and

It is recommended the Board approve the Alternative Education Agreement from the County of
Northampton in the amount of $127,500 and the Truancy Agreement in the amount of $210,000.

Approval – Memorandum of Understanding Bethlehem, Palmer Township and Bushkill Township Police
Departments
It is recommended the Board approve the attached memoranda of understanding with local law
enforcement agencies in accordance with the PA Safe Schools Act, Act 26 of 1995: Colonial IU20 Early
Learning Center with the Bethlehem City Police Department, Colonial Academy with Bushkill Township
Police Department, CIU20 Main Office with Palmer Township Police Department ATTACHMENT 13.6.1

Approval – Internship
It is recommended the Board approve an internship for Julie Taner, a graduate student at the East
Stroudsburg University. Ms. Taner is requesting to begin the internship on September 25, 2014 upon
Board approval, and end January 31, 2015. She will be positioned at Stroudsburg Area High School and
supervised by Virginia Sutter in the School-Based Partial Hospitalization Program. There is no stipend
requested.

Approval – Collective Bargaining Agreement – Colonial Intermediate Unit 20 ESPA
It is recommended the Board approve the Collective Bargaining Agreement with the CIU20 ESPA, pending
review of language by the Association and the CIU20 solicitor’s office. The CBA covers the time period
from July 1, 2013 through June 30, 2019.

It is recommended the Board approve the Collective Bargaining Agreement with the CIU20 CEA, pending

Dr. Brennan thanked the Negotiation teams of the CEA and ESPA and said that now that it appears the
contracts have been passed that we can move forward with the school year and “focus on kids.”
Ms. Baxter added that she’d like to thank CIU20’s Administration and Solicitor for their hard work during the
bargaining process.
16. COMMENTS FROM VISITORS (Courtesy of the Floor) – Rebecca MoDavis
Ms. MoDavis addressed the board regarding a situation with her son, who attends an MDS classroom at
Easton High School. Ms. MoDavis said that her son was injured on the third day of school when he
