California Municipal Utilities Association Job Opportunity: Director for Water, Legislative and Regulatory Advocate The California Municipal Utilities Association (CMUA), is seeking a full-time Legislative and Regulatory Advocate on water-related issues. This position is for a CMUA Director for Water who will lead, direct and implement the Association’s legislative work on water issues. The Director for Water will also work on regulatory issues related to water in conjunction with the CMUA Director for Regulatory Affairs. Responsibilities include: bill identification, analysis and tracking, monitoring and reporting; recommending legislative positions and strategies; testifying before legislative committees; meeting with individual legislators and staff; working cooperatively with the Governor's Office, administrative agencies, CMUA members, other stakeholders and interest groups. Responsibilities also include: drafting of legislative amendments; writing position papers, letters, emails, alerts; regular communication with members of the Association, including solicitation of their comments, positions, etc., and regular reporting back to them on the status of legislative activities and developments. The Director for Water will also work on water regulatory issues, in conjunction with the CMUA Director for Regulatory Affairs, with responsibilities similar to that described above, but applied to regulatory proceedings at agencies including but not limited to the State Water Resources Control Board, Department of Water Resources, and the California Public Utilities Commission. Experience working for or with associations is a plus. Additional experience working on federal water legislation and regulation is also a plus, as is additional experience with California energy and/or environmental issues. Minimum 7 years experience as a legislative advocate on California water issues before the California Legislature, with responsibilities similar to those described above. CMUA is a member of the Public Employees Retirement System (PERS), and provides benefits similar to state and local government agencies (ie, CalPERS retirement plan, medical benefits, 457 plan). Salary for this position will be based upon experience. Salary range is $106,400 to $153,200, with eligibility for additional annual performance incentive.
