ASSIGNMENT DESCRIPTION
This activity is linked to the parallel activities under the Morocco Integrated Urban Water
Management Strategic Support programmatic approach. In particular, activities under its first
pillar (addressing urban water scarcity using integrated and sustainable approaches) include an
economic analysis to support reducing Moroccos urban water sector supply-demand gap in three
urban areas, as well as an assessment of industrial water management in Morocco, which could
yield critical lessons that should be included in the current activity. Inversely, the current activity
could help identify options for further pilot cities and/or specialized studies in particular sectors
(e.g. urban flood/drought management).
The objective of this component of the Programmatic Activity is to review the array of solutions
that could form part of an integrated approach to urban water management in Morocco as
considered through different perspectives including engineering feasibility, economic and
financial implications, institutional requirements, and political-economy/stakeholder reality.
As Government is considering further investments, it is looking to be more informed of its
options, considering a more holistic approach to demand and supply-side management to address
water scarcity. It is open to considering adopting an IUWM framework, but before doing so,
needs to gain a better understanding of what that entails and implies. Capacity regarding IUWM
and its many facets needs to be increased at many levels of Government amongst all relevant
stakeholders, including utilities, users (e.g. user associations, CSOs), regional and local
governments (e.g. mayors) and others to be identified in the Moroccan context for IUWM.
Specifically, the current activity will take place in four phases:
- An inception phase to take stock of existing global IUWM experiences and propose an IUWM
index tool
- An evaluation of the current institutional setup in morocco for the urban water sector and the
design of an operational framework for GOM to consider and potentially adopt for the design
and development of IUWM in Morocco broadly
- Two detailed case studies
- Supporting the organization of a national workshop closely followed by an international
dissemination event.

SUBMISSION REQUIREMENTS
The World Bank now invites eligible firms to indicate their interest in providing the services.
Interested firms must provide information indicating that they are qualified to perform the
services (brochures, description of similar assignments, experience in similar conditions,
availability of appropriate skills among staff, etc. for firms; CV and cover letter for individuals).
Please note that the total size of all attachments should be less than 5MB. Consultants may
associate to enhance their qualifications.
Interested firms are hereby invited to submit expressions of interest. Please ascribe to
qualification criteria closely.

NOTES
Following this invitation for Expression of Interest, a shortlist of qualified firms will be formally
invited to submit proposals. Shortlisting and selection will be subject to the availability of
funding.
Qualification Criteria




1. Provide information on the technical and managerial capabilities of the firm including
on their core business and years in business. Please limit to 2 pages of firm and
managerial capabilities. *
2. Provide information showing that they are qualified in the field of the assignment
(IUWM, institutional assessments). Please limit to top ten relevant credentials dating
from 2007. Describe any experience dowing global reviews, as well as regional reviews
in MENA. *
3. Provide information on the qualifications of key staff. A core team of maximum 5,
with a team leader showing significant IUWM experience, and a good balance of water
vs institutional specialists. These staff should be briefly introduced in the EOI, should be
highlighting relevant experience, ideally consistent with identfied top ten relevant
credentials/experience, and indicating years of experience and language information. No
full CVs required at this stage. *
4. French is required at least 2 out of the 5 (maximum) members of the core team. Also
preferred that team leader be fluent in French. *

interest. The consultant will be selected from a shortlist, subject to availability of funding.
