For the past 27 years, the current Family Services President, Tom Martin, who is approaching retirement in March 2014, has successfully lead the organization and been a positive leader in the community. He has championed issues that strengthen children, families and communities. Tom is adept at managing change and forecasting future trends, which are both critical components of this position. POSITION DESCRIPTION The President is directly accountable to the Board of Directors and is responsible for providing leadership and direction to assist in formulating policies to guide organization programs. The President attends all meetings of the Board and is an ex-officio member of all committees; keeps the directors informed of affairs and activities of the organization and alerts the Board of changing community needs which may require program and or budget modification. The President is the chief representative of the organization in the community, which carries primary responsibility for program planning and implementation, recruiting and developing staff in conformity with personnel practices. He or she provides leadership with preparing the budget, generating required income, maintaining sound fiscal control and positioning FSNEW for growth in the future. The President also has the ability to work with people, to exercise good judgment in appraising situations, making decisions and planning and directing work. In general, the President must execute the organization’s programs in such a manner as to ensure maximum benefit to the clients and the community. Within the limits of the organization’s program, policies and procedures, the President is responsible to provide leadership to the organization and has commensurate authority in all aspects of organization administration. PROGRAMMATIC & OPERATIONAL RESPONSIBILITIES Plan, organize, direct and coordinate the work of various programs for the effective and efficient operation of the organization. Direct the design and implementation of the organization management information system to assure a coordinated data collection system that satisfies the organization’s informational need. Determine personnel requirements and responsibility for employment and engagement of all staff. Provide for a formalized comprehensive and effective staff development program to assure continued development of each employee appropriate to his/her respective position. Establish sound supervisory practices, including ongoing and periodic evaluation. Direct efforts at systematic data collection to evaluate organization programs. Cooperate with other community research efforts that could potentially impact the family and organization programs. FUND DEVELOPMENT&COMMUNITY RELATIONS RESPONSIBILITIES Maintain and enhance relationships with county agencies. Assure adequate funding for all organization programs from both public and private sources. Engage in financial planning, including the preparation of the annual operating budget and special budgets for grants and purchase of service agreements. Represent the organization as its official spokesperson to local, state and national groups. Promote Family Services to the community by maintaining a strong public relations effort. Cooperate with other agencies, officials and citizens in planning for community services. Steward relationships with major donors. Competency in public relations, demonstrated by ability to promote and develop the public interest. Understand and articulate the objectives and benefits of exceptional community social services. Updated on 1/2/14 III. BOARD LEADERSHIP & GOVERNANCE RESPONSIBILITIES Give guidance and work cooperatively with the Board of Directors to assist in the development of a planned development program. Assure that goals, objectives and activities are established for each program, reviewed by the Board of Directors and are consistent with evolving community needs. Administer a sound personnel program within the practices established by the Board of Directors. Maintain and monitor internal fiscal controls and submit required reports to the Board of Directors. MINIMUM QUALIFICATIONS AND SELECTION CRITERIA Undergraduate degree required, advanced degree preferred. Extensive knowledge of current administrative practices and procedures, budgeting and fiscal management, public administration and personnel management. Demonstrated progressive leadership experience. Successful management of a high performing team is a must. Ability to handle complex and oftentimes urgent decision making. Possess knowledge and experience in third-party reimbursements. Considerable knowledge of current social and economic problems and the way in which they impact individuals and families. Experience working with governmental, state and federal contracts and entities. Willingness to create collaborations and partnerships that advance Family Service’s mission. Strategic, forward thinker with the capacity to forecast trends.
