Dear Downtown Business Owner/Residents,
Re. Nightmare on Chicago Street Event, Saturday October 25th
Nightmare on Chicago Street is the City’s Halloween Street Festival which will be taking place
on Saturday October 25th. This letter contains a few reminders about the event for downtown
business owners and residents.
Event Details
Nightmare on Chicago Street takes place on Saturday October 25th between 6pm and 11pm. The
festival is located on Chicago Street between Douglas and Villa and now including DuPage
Court! The event will feature live music, special guest appearances, dance, theatre, movie-style
decorations, a movie theatre featuring a signature Nightmare on Chicago Street film, on-street
drinking and much more. The main stage will be located at the intersection of Chicago and
Douglas. A second stage will be located at Chicago and Villa. New this year is a third stage
located at DuPage Court. The event is ticketed. Advance tickets are available from many local
non-profits for $7 or can be purchased at www.nightmareonchicagostreet.com . On the night of
the event, tickets will be sold at the four gate entrances off Douglas/Highland, Spring
Street/Highland, DuPage/ Highland and DuPage/Spring for $10.
Street Closures and Parking
Chicago Street from Douglas and Villa, Douglas from Highland to Chicago and on Spring Street
from Highland to DuPage will be closed to vehicles on Saturday October 26th from 4am until
11pm. Union Bank customers will be allotted access to the bank parking lot. No parking signs
will be posted on Friday October 25th to serve as a notice of the street closure on Saturday. No
parking on the street will begin at 3am Saturday morning.
Starting at 6pm people must have an event ticket to enter the event zone (there are no
exceptions). The event zone will be enclosed by fencing and barricades. Admission charges will
cease at 10:30pm.
The parking lot above ground in the River Park Place Condominiums will be closed.
Underground parking will be open to the residences.
Directional signs will be in place to advise people to park at the Spring Street or Fulton Street
parking decks. In case of overflow, traffic will be diverted to the City Hall Parking lot and
Center deck.
There will also be 5 semi-trailers parked in the following locations. These will be moved during
the start of business on Monday.

Decoration and Clean-up
Street decoration will begin on the evening of Thursday October 23rd and event clean-up will be
complete by the end of Monday October 27th.
With the permission of individual business owner we will be decorating the outside of store
windows in the event zone. We will not be decorating the inside of your windows unless we
have already arranged to do so. We will be responsible for cleaning up the decorations after the
event.
Stores which will remain open during the event will be given signs to display stating that they
are part of the “safe zone”. Businesses which will be closed during the event will be given signs
saying that they have been “infected by zombies” and are off limits.
How businesses can get involved and help with the event
On Chicago Street from Douglas to Spring the theme is the “Zombie Apocalypse,” Chicago
Street from Spring to Villa the theme is “Steampunk,” and lastly Dupage Court will display a
90’s-style hip-hop area so if you are happy to decorate your store within that theme that would
strengthen the appeal of the event. If you are able to display an event poster in your window,
speak with your customers about the event or hand out postcards we would really appreciate that
as well.
Finally, the easiest way to help with the event is to do nothing! We ask that businesses do not
clean windows, fix broken guttering or repaint their businesses in the run up to this event. We
want Elgin to look as post-apocalyptic as possible…just this once a year!!!
How residents can get in and out of the safe zone
If you reside in the safe zone:
Chicago Street- Douglas to Villa
Douglas/Grove- Highland to Dupage Court
Spring- Highland to Dupage Street
*Residences in River Park Place will have access to their underground parking lot from south
Grove, however the above-ground parking lot will be closed.

OR you may collect 2 tickets at any of the ticket gates the night of with proof of residency.
